A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA,
AMENDING RESOLUTION 77-111, THE CLASSIFICATION PLAN BY ADOPTING
REVISED JOB SPECIFICATIONS FOR CONSTRUCTION INSPECTOR WITH A
SALARY INCREASE, HUMAN SERVICES SUPERVISOR AND SEASONAL AIDE
(PT) AND AMENDING FY 2018-2019 BUDGET, BY ELIMINATING THE SENIOR
CONSTRUCTION INSPECTOR POSITION AND ADDING A CONSTRUCTION
INSPECTOR POSITION
WHEREAS, the City Council adopted the Fiscal Year 2018-2019 budget on June 19, 2018, for the
General Fund and Special Fund Revenue Funds of the City via Resolution No. 18-069; and
WHEREAS, the Director of Public Works has reviewed and discussed the structure of the Public
Works Department, most specifically inspections; and
WHEREAS, a Senior Construction Inspector vacancy exists in the Public Works Department; and
WHEREAS, the Director of Public Works has determined that the department no longer requires a
senior -level member on the inspections team;
WHEREAS, the City Council has determined it necessary to amend the FY 2018-2019 budget.
WHEREAS, the Director of Human Resources and Risk Management is authorized and directed
under provisions of Sections 2797.1 and 2797.3 of the Carson Municipal Code to prepare and
recommend position classification and compensation plans, after consultation with the affected
Directors, which becomes effective upon approval by the City Council.
WHEREAS, Rule III of the City of Carson Personnel Rules provides that modification to the
classification plan, embodied in Resolution No. 77-111, shall be made only after the Director of Human
Resources and Risk Management consults with the affected Directors and affected recognized employee
organizations.
WHEREAS, the Director of Human Resources and Risk Management, has consulted with the
affected parties concerning this classification.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, HEREBY FINDS,
DETERMINES AND RESOLVES AS FOLLOWS:
Section 1. The above recitals are true and correct.
Section 2. The following amendment will be made to the City's FY 2018-2019 budget:
Description Decrease
Senior Construction Inspector ($TBD based upon hire)
Section 3. The revised job classification specifications for CONSTRUCTION INSPECTOR
assigned to the American Federation of State, County and Municipal Employee (AFSCME), Local 809
with a salary increase from Salary Range 339, ($4,778 - $6,088) to Salary Range 343, ($5,268 -

$6,713) is hereby adopted. The following amendment will be made to the City's FY 2018-2019
budget.
Section 4. The revised job classification specifications for SEASONAL AIDE (PT), Salary Range
$12.00 — $14.04 per hour), unclassified and unrepresented; and HUMAN SERVICES SENIOR
SUPERVISOR, Salary Range 150, ($5,835 - $7,447 per month) assigned to the Carson Professionals
and Supervisors Association (CPSA), are hereby adopted:
Section S. THE CITY CLERK SHALL CERTIFY TO THE ADOPTION OF THIS RESOLUTION AND
SHALL KEEP A COPY OF THIS RESOLUTION ATTACHED TO THE FY 2018-2019 BUDGET ON FILE, AND DEEM
IT EFFECTIVE AS OF FEBRUARY 19, 2019, THE SAME SHALL BE IN FORCE AND EFFECT.
