Date: February 11, 2021 Location: Village Hall (Zoom Meeting)
CALL TO ORDER, ROLL CALL, PLEDGE
Chairman Bortel called the meeting to order at 7:00 p.m. Roll call was taken: Commissioners Barvian,
Hagen, Hendricksen, Lucas, Olsen and Chairman Bortel were present. Commissioners Derrick, Rapp,
and Schmidt were absent.
Also, in attendance: Jonathan Proulx, Director of Planning; and Yuchen Ding, Associate Planner.
Chairman Bortel led the pledge to the flag.
APPROVAL OF AGENDA
Commissioner Hendricksen made a motion to approve the agenda. Seconded by Commissioner Hagen.
Voice Vote. All in favor. 0 opposed. Motion carried 6-0.
APPROVAL OF MINUTES
Commissioner Barvian made a motion approve the to the Historic Preservation Commission minutes
dated December 10, 2020 as presented. Seconded by Commissioner Olsen. Voice Vote. All in favor. 0
opposed. Motion carried 6-0.

Chairman Bortel stated the mayor will not be seeking re-election.

NEW BUSINESS
1896-092520.HPC 15124 S. Route 59 John Argoudelis
Mr. Ding stated the applicant is requesting landmark designation for the two-story residence
located at 15124 South Route 59. The Side Hall plan home is an excellent example of Greek
Revival and Italianate architecture. Thus, the Village’s 2006 survey of the urban core identifies
the structure as a contributing structure to the heritage of Plainfield and recommends the former
home for local landmark status.
Pursuant to the Village’s Historic Preservation ordinance, due notice was published, and adjacent
property owners were given written notice. No public comments were received via email.
Mr. Ding reviewed the staff report dated February 11, 2021. Mr. Ding concluded based on the
information available prior to the public hearing and discussion by the HPC, staff believes the
subject property qualifies for landmark designation.

Chairman Bortel stated the applicant was not able to be present for the meeting and explained that the
Village Board will not review the application until the second meeting in April. Commissioner Hagen
asked why the Village Board will not review the application until after the election. Chairman Bortel
indicated that the applicant wanted the application considered by the Village Board after the election.
Commissioner Hagen made a motion to recommend approval of the landmark designation for the
property, located at 15124 S. Route 59, based on the criteria outlined in the staff report and
landmark nomination form.
Seconded by Commissioner Hendericksen. Vote by roll call: Barvian, yes; Lucas, yes; Olsen, yes;
Hagen, yes; Hendricksen, yes; Bortel, yes. Motion carried 6-0.
1911-020421.COA 14907 S. Bartlett Ave. Michelle Kelly
Mr. Ding stated the applicant, Michelle A. Kelly, and property owner of 14907 S. Bartlett
Avenue, has submitted a COA application to request to install fences and gates in the front and
side yards. Because the property is located in the East Side Historic District and the property is
identified as a historic landmark, this work requires approval of a Certificate of Appropriateness.
Mr. Ding reviewed the staff report dated February 11, 2021. Mr. Ding concluded staff supports the
request for a Certificate of Appropriateness and believes that the proposed fences are
appropriate.
Chairman Bortel asked if the applicant has anything to add. Ms. Kelly stated she does not.
Commissioner Olsen asked if the neighbor has the same fence and if they are meeting up to
theirs. Ms. Kelly confirmed.
Commissioner Hendricksen made a motion to recommend approval of the requested Certificate
of Appropriateness for 14907 S. Bartlett Avenue, subject to execution of a Letter of Agreement
with the HPC and the applicant.
Seconded by Commissioner Olsen. Vote by roll call: Barvian, yes; Hagen, yes; Lucas, yes; Olsen, yes;
Hendricksen, yes; Bortel, yes. Motion carried 6-0
DISCUSSION
Chairman Bortel asked if the commission received the graphic for the proposed plaque for the house on
Route 59. The commission confirmed.
Chairman Bortel stated he is working on landmark nominations for the house on the corner Fox River and
Chicago, and the house at the corner of Des Plaines and Ottawa. Chairman Bortel stated he would also
like to discuss a new historic district.
Commissioner Hendricksen left the meeting at 7:28 p.m.
The commission discussed the proposed landmark at the corner of Fox River and Chicago.

Description
Foundation not visible; wide clapboard walls; architectural asphalt shingle steeply-pitched side gable roof. 1.5 stories,
rectangular shape, 4 facade bays, 2 south elevation piles. North side gable wing recessed from facade; single window faces
front from former single car attached garage wing. Main house core with central door (solid paneled) and narrow 4-light
sidelights with panels. Th in pilasters between door and s idelights; raised conc rete stoop and no hood. Triple window se ts
(casement?) in north an d south bays; snap-in mu ntins and decorative s hutters. Gable roof dormers over triple window sets
below, with single 6/6 double-hung sash. Brick chimney front slope off-center to south. 2 bays of paired replacement sash,
south elevation end gable. North side wing with tiny 6/6 double-hung sash front and gable wall dormer, concealed by tall
evergreen. Side of north wing with single 1/1 and casement(?) in upper story front. Cornice return. Cat slide to rear.
Long 1 story gable wing with 2 car garage addition; ove rhead doors. Screen ed breezeway from hous e to garage, appears to
be original as former rear porch, now as a connec tor from house to garage. Rear shed roof dormer full-elevation, appears to
be original.

Bartlett’s Subdivision . Appears as #111 on the 1893 Sanborn map, the northernmost of properties on N. Div ision St.
which are shown on the map. House appears as 1.5 story re ctangular section, with a 1 story s hallow wing (flush at the rear
wall plane) on the south, with a 1 story porch filling the reentrant angle/SW as is extant. A sh allow open porch was on
the north elevation, flush with the rear wall plane, but recessed from the facade. A rectangular 1 story wing was on the
rear, recessed from the north and extending south past the main wall plane; a shallower 1 story full-elevation rear wing
was off that. In the rear lot was an enormous 2 story carriage barn, #111-1/2, which was significantly larger than the
house. To its rear was a small, narrow 1 story outbuilding of unknown use. At that time, the lot to the south, #109 - 110
(the same size as this lot, despite the 2 addresses), was vacant. On the 1898 Sanborn, a small 1 story outbuilding
appeared to the nearby NE of the house, but all else remained the same. The rear lot 1 story outbuilding had been
removed by the 19 12 Sanborn map and the n orth elevation porch had also been removed, with a shallow 1 story bay or
wing being added in more the mid-section of the main core. The property and buildings appeared the same on the 1931
and 1944 Sanborn maps, with the carriage barn becoming a garage.

Description
Limestone foundation; synthetically sided walls (wide gauge white); asphalt shingle gable front roof. 1.5 or low 2 stories;
generally rectangular shape; 3 facade bays. Shed roof porch off sou th of gable front to create a long narrow porch to
entrance. Concrete step, wood floor, wood posts, and an unusual web-like patterned cornice trim. Low 2 story gable front
with deep returns. Original 6/6 double-hung sash 1st story; shorter 1/1 dou ble-hung sash uppe r story. North elevation
blocked with evergreens. 6/6 1st story and 2 3-light frieze windows in upper story. Shed extension rear half, extends past
rear into gable 1 story wing. Side entrance north. 2 frieze windows south over porch as on north. The south shed extends
the entire length and becomes a gable wing at rear, probably connecting across the rear elevation. Mixed wing
fenestration.
Subsidiary Building(s)/Site
Large shed roof garage with vertical syn thetic siding, pedes trian door, and overhead door, d ouble car width, to rear of
house. The garage is close the location of the large carriage b arn which occupied the rear lot for many years; an inspection
of the garage could reveal that at least a portion of the extant building could have been that carriage barn.
Significance statement: An excellent contribution to the EST, as a very good example of Greek Revival influence,
exhibiting the small scale Greek Revival proportions which were indicative of the style as expressed in the Village. Deep
cornice returns, historic wings, unusual webbed cornice trim - house generally retains a very high degree of integrity,
including some 6/6 double-hung sash, but synthetic siding. VP; EP; EST.

CERTIFICATES OF APPROPRIATENESS (COA)
1930-111320.COA.VAR 15326 S. Joliet Rd. - A fence COA was reviewed by the HPC
and approved by the Village Board on June 3, 2019. The
conditions of the fence COA request was formalized through
a letter of agreement. The applicant signed the letter of
agreement but the fence that was installed did not comply
with the stated conditions. In November 2020, the applicant
submitted another COA application to revise the conditions of
the first COA request and seek permission to keep the
mistakenly installed fences. The HPC reviewed the second
fence COA application and did not recommend approval at a
special meeting held on December 10, 2020. The Village
Board did not approve the COA at their meeting held on
December 21, 2020.
1911-020421.COA 14907 S. Bartlett Ave. - The HPC reviewed the fence COA
application and recommended approval at their meeting on
February 11, 2021. The Village Board did not approve the
supplemental COA at their meeting on March 1, 2021.
LANDMARK PUBLIC HEARINGS
1845-062819.HPC 15017 S. Bartlett Ave. –The HPC held a public hearing on
August 13, 2020 for landmark designation.
1896-092520.HPC 15124 S. Route 59 – The HPC held a public hearing on
February 11, 2021 for landmark designation.
LANDMARK DESIGNATIONS
1845-062819.HPC 15017 S. Bartlett Ave. –The HPC recommended approval on
August 13, 2020. The Village Board approved the ordinance
for this landmark at their meeting on September 21, 2020
meeting.
1896-092520.HPC 15124 S. Route 59 – The HPC recommended approval on
February 11, 2021. The Village Board tabled the landmark
nomination at their meeting on May 3, 2021 meeting.
