Public Safety Committee Meeting
Call to Order
The December 31, 2015, Public Safety Committee meeting convened at 7:30 a.m. by
Councilman Mihalevich.
Attendance
Present: Committee Members: Councilman Rick Mihalevich, Councilman Jim Branch,
and Councilman Mark Schreiber.
Guests: City Administrator Steve Crowell, Fire Chief Matt Schofield, Police Chief Roger
Schroeder, Cole County Emergency Management Coordinator Bill Farr, and
Police Captain Eric Wilde.
Approval of Minutes
Councilman Schreiber made a motion to approve the minutes of the November 24th meeting.
Councilman Branch seconded the motion. Minutes were approved.
Discussion of Agenda Items
OLD BUSINESS
The invitation to tour the HVAC progress at the police department after the commencement of
the meeting was again extended for the Councilmen and quests.
NEW BUSINESS
Ordinance Proposal to Define Minimum Standards for Care of Animals Housed Outside
A bill for an ordinance change was proposed to the committee for the existing city code, Chapter
5 (Animals), Section15 (Minimum Standards of Sanitation, Care, and Adequate Housing of
Animals. The Animal Shelter Advisory Committee, consisting of three local veterinarians,
recommended the revisions. This amendment will protect animals left out in the environment, by
making owners more responsible for meeting certain care requirements.
A motion was made by Councilman Schreiber to forward the Bill before City Council in January.
Councilman Branch seconded the motion; all agreed. Due to the timing of the potential
inclement weather, the bill will be placed on the agenda for January.
OTHER BUSINESS
Fire Department Update
Chief Schofield disseminated a Resolution to the committee asking for the authorization to apply
for the Assistance to Firefighters grant. The deadline is January 15th. The grant would provide up
to $171,000 for the city, requiring the City to match the award amount with 10% ($19,037.00),

bringing the total amount to $190,370.00. The purpose is to replace fire hoses, nozzles, and
appliances currently in service for fire suppression, along with training. Motion was made to pass
on to the full council.
Two firefighters specially trained in swiftwater rescue were deployed with Missouri Task Force
1 to participate in mutual aid for St. Louis and St. Louis County due to the recent flooding. Chief
Schofield advised that the firefighters are paid their normal hours of work, but volunteer their
own off duty time to support the event. The amount of knowledge that is gained from
participating in mutual aid is a bonus for the City of Jefferson, plus demonstrates the leadership
role that Jefferson City plays throughout the state.
The recent flooding has only caused a minimal amount of damage to the City. Green Meadows
had minor damage to the roadway. Public Works, Police, and Fire Departments all worked well
together and kept affected residents up to date with information.
Open enrollment for firefighter applications will be January 4, 2016. Chief Schofield plans to
have a new hire roster by early spring. As of right now there are 73 sworn personnel.
Police Department Update
Chief Schroeder concurred with Chief Schofield about how important it is for Jefferson City to
be a part of Mutual Aid, and what a great leadership opportunity it provides for the city as the
State Capital. He also extended his appreciation to Cole County Emergency Management
Coordinator, Bill Farr, of the great partnership that has been created and maintained.
Due to recent neighborhood burglaries/thefts, the Community Action Team (CAT) has been
given special assignments to cut down on the crime. Councilman Rick Mihalevich commented
that citizens have been concerned, and CAT stepped up to the challenge. It was noted that the
people of Jefferson City welcome help from public safety. This makes it easier for safety
measures to be implemented and makes a great team of public safety officials and the
community.
Chief Schroeder asked Captain Wilde to provide the committee with information on the Police
Department possibly being given a great opportunity for a second K-9, with little expense.
Captain Wilde stated that a local business plans to donate a significant amount of monies to the
Jefferson City Friends of the Animal Shelter, to allow the subsequent purchase of a K-9 and
amenities, along with training funds.
Captain Wilde announced to the committee that in the coming years they will be seeing an
apparent increase of crime. Due to legislative action, a revised charge code has to be attached to
all crimes. The police department has been reporting crimes under a simpler coding, a hierarchy
system, which only reports the most serious crime according to the FBI. There has been a statute
re-write of misdemeanor and felony classifications. Captain Wilde advised that data will have to
be changed in our software system which will take time, but is intending to have the
implementation done in 2016. As we apply for grants in the future, “incident based reporting” is
expected. Incident based reporting is the reporting of all crimes occurring during one incident
rather than the reporting of only the most serious crime. This kind of reporting will spike crime
data, and Captain Wilde believes it is important to start public awareness of this change in crime
reporting.

Captain Wilde advised the police department received the monies from Phillips 66, through their
Corporate Citizenship Grant. He is searching to receive as much efficient technological
equipment as he possibly can obtain for the monies provided for the EOC.
As for the update on radio upgrades, Captain Wilde is still looking at venders.
Chief Schroeder advised one police officer position has currently opened due to an officer who
has left employment with the city. He advised there is a qualified individual on the eligibility list
who lives in another state. The potential employee will have to take the Missouri police officer
licensing test to transfer all the qualifications. Recently, three officers graduated from the Law
Enforcement Training Institute at the University of Missouri in Columbia and began working
with field training officers. The department has one communications operator vacancy at the
current time.
Cole County Emergency Management Update
Coordinator Farr credited Public Safety for their cooperation with mutual aid and the friendships
that have been built. He advised that 24 roads were closed in the county due to the weekend
flooding issue. Truman opened the gates and Bagnall Dam backed up. There were Moreau River
issues but there was minimal damage, and no sand-bagging had to be done. Farr announced that
if anyone hears of individual assistance needed through FEMA of any residential problems or
damage done by flooding to refer the person(s) to him. Minimal damage has to be paid by
City/County. A threshold minimum has to be met and damage must be major before the federal
government steps in to help.

grant that would provide funding to conduct a DWI campaign during March 17un, 2016 through
March 20th, 2016. The City of Jefferson is designated recipient of the MoDOT pass-through
entity of University of Central Missouri -Missouri Safety Center.
If the grant is awarded to the City, the staff will return to the Council for acceptance of the grant.
Fiscal Information: This resolution allows the City to access funds once they are awarded for
the 2016 period of March 17th though March 20th. There are no matching requirements with
this grant.
Resolution Terms: The Resolution would authorize the City to apply for the 16 -154 -AL -141
MoDOT St. Patrick's DWI Enforcement Campaign.

The parties to this contract do mutually agree to the following terms and conditions as outlined in this documents and
corresponding attachments.
Reporting and Monitoring Re uirements:
All invoicing and reporting will follow the guidelines and restrictions as set out in the attached statement of work. All
payments shall be considered provisional and subject to adjustment within the total estimated cost in the event such adjustment
is necessary as a result of an adverse audit finding against the Agency.
The Agency shall permit monitoring by the State or appropriate federal agency representatives, and comply with such reporting
procedures as may be established by the State. The Agency shall maintain all related records for three years following the end
date of this contract. Record retention is required for purposes of Federal examination and audit. All invoicing and reporting
will follow the guidelines and restrictions as set out in the attached statement of work and contract. By signing this form,
Agency agrees to abide by the terms set forth in the statement of work.
Non-SuDylanting Certification:
The agency affirms that the federal funds will not be used to supplement existing funds, and will not replace (supplant) funds
that have been appropriated for the same purpose. Applicants may be required to supply documentation certifying that a
reduction in non-federal resources occurred for reasons other than the receipt of federal funds. Only eligible officer overtime
will be reimbursable through this contract.
Revisions and Amendments:
Matters concerning the technical performance of this agreement, not cost extensions, a request or negotiation of any changes in
terms, conditions, or amounts should be directed to the UCM principal investigator, as noted in this contract. Any changes
made to this agreement require the written approval of each party's Authorized Official.
Indemnification:
Each party shall be responsible for damages resulting from the wrongful or negligent acts or omissions of each respective
party's employees, agents, and/or representatives for risks, losses, and circumstances occurring during or arising out of the
scope of work in this agreement. University of Central Missouri does not waive its sovereign immunity as provided by RSMo
Section 537.600, nor any of the protections afforded it as a quasi -public body of the State of Missouri. The University agrees to
be responsible hereunder only to the extent that it would otherwise be liable under the provision of RSMo Section 537.600.
Proiect Description & Total Amount of Federal Pass -Through to PTE:
Provide targeted law enforcement agencies with the resources to fund full, part-time and reserve officer overtime pay for their
DWI enforcement and special mobilization efforts. These resources will be in the form of sub -award grants to law enforcement
agencies identified by the Traffic and Highway Safety Division of MoDOT. The total amount of the Federal pass-through
funding to PTE is $405,610.94.
Termination of Afreement for cause:
Either party may terminate this agreement with thirty (30) days written notice to the appropriate party's principal investigator.
If applicable, the University shall pay Agency for termination costs as allowable under OMB 2 CFR Parts 200 and 1201.
Governing law: This Agreement shall be interpreted under and governed by the laws of the State of Missouri.
Reimbursable A_ ward: The University of Central Missouri (UCM) hereby awards a cost reimbursable contract of up to $1,200
to the Jefferson City Police Dept. to support officer overtime on the St. Patrick's DCVI Enforcement
Campaign. In its performance of work under the terms of this agreement, Agency shall be an independent entity and not an
employee or agent of UCM.

St. Patrick's DWI Enforcement Campaign
The Traffic & Highway Safety Division — Missouri Department of Transportation (MoDOT) has identified Jefferson City
Police Dept. as eligible to participate in the St. Patrick's DWI Enforcement Campaign. Those officers conducting
Standardized Field Sobriety Testing MUST have 24 hours of SFST training to participate in Grant Funded Enforcement efforts.
Full-time, part-time and reserve officers are eligible to participate in overtime enforcement campaigns. Part-time and reserve
officers must have the same authority as a full-time permanent officer.
Through the University of Central Missouri Subaward Agreement (here after referred to as Subaward Agreement), a maximum
reimbursable amount of $1,200 has been designated for actual officer overtime salary and fringe benefits dedicated to
enforcement activities on this enforcement campaign.
Participation in St. Patrick's DWI Enforcement Campaign requires your agency to:
➢ Complete the following highlighted sections of the University of Central Missouri Subaward Agreement:
• TWO DIFFERENT (required) signatures. These are typically the Chief, Sheriff or Authorized Official AND
the Enforcement Administrator for your agency.
• Agency Contact Information to include: Address, Phone and Email
➢ The TWO signatures on the submitted Subaward Agreement must match the two required signatures on the Overtime
Enforcement Manpower Report Form. If the signatures are different a memo must be included with the Overtime
Enforcement Manpower Report Form explaining the reason for the difference.
• Therefore, if the person who signed as the Authorizing Official on the Subaward Agreement also works the
enforcement campaign a different authorizing official would need to sign the Overtime Enforcement
Manpower Report From then a memo must be submitted explaining the reason for the difference in
signatures between the Subaward Agreement and the Overtime Enforcement Manpower Report Form. The
Authorizing Official cannot certify/approve THEIR -OWN hours worked.

youth occupant protection enforcement in targeted locations to increase the awareness and compliance of seatbelts by
Missouri's younger drivers. These resources will be in the form of sub -award grants to law enforcement agencies identified by
the Traffic and Highway Safety Division of MoDOT. The total amount of the Federal pass-through funding to PTE is
$104,396.08.
Termination of Agreement for cause:

Youth Seat Belt Enforcement Campaign
The Traffic & Highway Safety Division — Missouri Department of Transportation (MoDOT) has identified Jefferson City

The Police Department has utilized the Hazardous Moving Violation Grant since 2004, and this

Background Information: The City desires to apply for the Firefighters SAFER Grant,
offered by FEMA. The purpose of the grant is to fill two vacant firefighter positions within the fire
suppression division. Salary (actual payroll expenses) for the positions are funded under the
SAFER Grant. Total cost could be up to $59,670.00 annually per Firefighter. If awarded the
City would receive two years funding towards the cost of two firefighter positions. The Fire
Department will be responsible for filing for the grant and administrating the grant if awarded.
The future obligations and/or matching requirement known at this time are maintaining staffing
levels during the performance period of the grant (2 years).
If the grant is awarded to the City, the staff will return to the Council for acceptance of the grant.
Fiscal Information: The application does not obligate the City to accept the funds and
therefore this resolution has no immediate fiscal impact. However if awarded and
subsequently accepted by the City Council,- the City could receive up to $236,340.00.
Resolution Terms: The Resolution would authorize the City to apply for the firefighters
assistance grant.

Re: Firefighter Positions
Last year during budget discussions we submitted requests to restore 2 entry-level firefighter
positions. At that time it was decided by council to wait until the outcome of our pending FEMA
SAFER staffing grant application which would have funded both positions for a period of two years.
We received our turn down letter for that grant on November 3rd
The purpose of this memo is to respectfully request approval of the two previously unauthorized
positions to bring our total uniformed personnel strength back to 75.
Currently we are working hard to establish a Fire Department Eligibility Roster to be utilized over the
next two years. Applications were due February 18th followed by a written exam, practical test and
oral interviews; the entire process will be completed by March 14th. The selected recruit(s) could start
the 13 week academy on March 28th and be available to staff our trucks by June 17th. We are
authorized to fill only one positon due to a resignation in January, we are seeking to fill the other two:
The timing is important:
• We want to take full advantage of extensive recruiting efforts over the last 14 months; focused
on recruiting a broader, more diverse, higher quality applicant pool.
• To sync with the Recruit Academy that is only offered occasionally based on demand. It is
more efficient and cost-effective to equip and support multiple candidates through the same
Academy process.
• To hold a competitive advantage for applicants vying for similar positions throughout the state.
Because our process is slightly ahead of surrounding departments and we want the first
opportunity at the top candidates in our region.
• To continue building a stronger relationship with the Columbia Fire Department Recruit
Academy. We share in technical instruction throughout the 13 week recruit program in
exchange for a reduction in the cost of tuition.
Restoring staffing has the additional benefits:
• Allows participation in external training offered throughout the region, much of which is
reduced cost or free. For example, at last week's Winter Fire School we denied employees
participation to sustain minimum staffing requirements.
• Reduction of overtime expenditures while maintaining minimum staffing levels. Currently we
have multiple employees on maternity leave, long-term sick leave and military duty all of which
incur additional overtime costs.
• Potential to explore alternative resource deployment options as needed.
• Overall operational capability and total strength of the fire department.

Re: Sale of 2104 Industrial Dr. (old St. 3)
The City closed on the old Fire Station #3 property at noon on 2-10-2016. The check
was received that afternoon in the amount $164,672.00. This amount takes into
account all closing cost and legal fees.
As you know the property was unique in that the city wished to retain ownership and
access to the communications tower behind the building. This required extensive re-
zoning, multiple lot subdivision, various easements and the existing license with the
railroad. The persistence of multiple departments within the city made the sale
possible. I would take the opportunity to recognize the efforts of Planning & Protective
Services, Public Works (specifically Engineering - Surveying), and Law departments.
