Annexation Public Forum
June 22, 1989
The Greencastle Administration held a public forum on Thursday, June 22, 1989 at
• 7:00 p.m. at the GPE meeting room. The topic of the forum was the annexation of Area
Ila (area south of 240 Fast) and III.A (Fillmore Road). The panel. consisted of Mayor
Harmless, City Attorney Larry Wilson, City Clerk- Treasurer Judith Berry, and Kyle
Miller of Triad Associates.
Mayor Harmless presented an introduction to the annexation process. Mr. Miller
then explained the cost of service study prepared b Triad Associates, focusing on
Areas I.II and IIIA. Mr. Wilson presented an explanation of the legal procedure for
annexation.
The following questions were raised at the end of the presentation:
Mrs. Eleanor Ballard asked what role the farm played in annexation and if the land will
still be able to be farmed. Mayor Harmless noted that the area is necessary for future
development and that present land use will be grandfathered.
Mr.. Max Evans expressed the desire to be exempt from annexation.
Mr.. Sanford Siddons indicated that the proposed assessment would be expensive for
some of the area residents.
Discussion ensued concerning Barrett law Assessments and new development
requirements. Mayor Harmless then announced the next scheduled public forams to be
Tuesday, June 27, 1989 at 7:00 p.m. at Jones School and Thursday, June 29, 1989 at 7:00
p.m. at the Greencastle Middle School.
The meeting was adjourned at 8:45 p.m.
