HomeMy Public PortalAboutannexation 6/27/1989CITY OF GREFNCAS171i Annexation Public Forum June 27, 1989 • The Greencastle Administration held a public forum on Tuesday, June 27, 1989 at 7:00 p.m. at Jones Elementary School. The topic of the forum was the annexation of Areas I and IA (north and west). The panel consisted of Mayor Harmless, City Attorney Larry Wilson, Kyle Miller. of Triad Associates, and City Clerk- Treasurer Judith Berry. Mayor Harmless presented an introduction to the annexation process, including the purpose, benefits to the landowners and benefits to the city. Mr. Miller then explained the cost of service study prepared by Triad Associates, focusing on Areas I and IA. Mr. Wilson presented an explanation of the legal procedure for annexation and an explanation of Barrett Law Assessment. Also discussed was the 504 Rural Housing Program of grants and loans through the Farmers Home Administration. The following concerns were expressed by area residents: Mr. Clark was concerned about who ultimately pays for grants, why there is no vote on annexation, and the increase in sewer rates. Mr. Bitzer noted that he has adequate law enforcement. Mrs. Bitzer indicated that other areas with more urgent environmental needs should be annexed before the West Walnut Street area. Mr.. Barry Taylor indicated that he was not in favor of annexation, questioned the capacity of the sewage plant, and noted that lie was not in favor of having to sign a consent -to- annexation form in order to hook onto city water or sewers. Mr. Jack O'Brien noted that he is presently inside the two mile fringe and does not feel he is represented, has no need for sanitary sewers, and does not want to be subject to city laws. Mr. Ilan Rattray questioned why the Edgelea area was not being annexed, concerned about the cost advantages to the homeowners, and noted the he did not feel sanitary sewers enhanced property value. • Mr. Troy Scott indicated that he had just purchased his home, had no problem getting a loan on a home with a septic system, and does not want to be in the city. Mr. Ron Cox expressed a concern about the increase in water and sewer bills after annexation, over and above assessment and city taxes. Mr. Ellsworth Murphy indicated a concern for people on fixed incomes having to pay more in taxes to help the people inside the city. Mr. O'Brien (not Jack O'Brien) noted that some of the properties in the Edgelea area have consent to annexation included in their covenants. The meeting was adjourned at 9:15 p.m. / ZL Michael M.
