The Greencastle Administration held a public forum on Thursday, .June 29, 1989 at
7:00 p.m. at the Greencastle Middle School.. The topic of the form was the annexation
of Area IV (Foxridge and south). The panel consisted of Mayor Harmless, City Attorney
Larry Wilson, City Clerk- Treasurer Judith Berry, Jim Frazell and Kyle Miller of Triad
• Associates.
Mayor. Harmless presented an introduction to the annexation process, including
reasons for annexation, benefits to landowners and benefits to the city. Mr. Miller
then explained the cost of service study prepared by Triad Associates, and Mr. Frazell
explained the grant application procedure. Mayor Harmless continued with a discussion
of the 504 Rural Housing Program of grants and loans through the Farmers lime
Administration. Mr. Wilson discussed the legal procedure for annexation and an
explanation of Barrett law Assessment.
The following concerns were expressed by area residents:
Mr. Bob Breese noted that lie felt developers were not paying a fair share for the
added use of the wastewater treatment plant, that new industries were not paying enough
to be allowed to locate in the city.
Mr. William Taylor asked why the city is not helping to pay the assessments, noted
that the people in Foxridge are satisfied, that he is not in favor of annexation.
Mrs. Helen Fender was concerned about the cost of the assessment and what to do if
no 504 grant money was available.
Mr. Lloyd Poore noted that there is no room for sidewalks on some of the
properties, and that the cost of the assessment is more than a lot is worth.
Mr. tarry Porter was concerned about areas already inside the city that are not
receiving all the services, and why sewage bills are based on water usage.
Dr. Wayne Lewis was concerned about the additional impact on the sewage plant,
doing a bond issue for the construction cost, whether or not (hadd Road would be
improved, if services are to be completed or started at the end of the three year
period, and if handicap accessible help will be available for filling out 504 forms.
• Dr. Knuppel was concerned with Commercial Place not being complete, if the city
would complete the Foxridge project if no grant became available.
Rev. Paul Bowen was concerned about all costs, assessment, tap, lateral, city
rate, plus sewage bills; and the smell of the lift station.
Mr. Ellsworth Murphy was concerned about the cost to those with fixed incomes,
bond issue as opposed to assessments.
Mr. Charlie Cooper asked about cost on the south side and about keeping horses on
the property.
Mr. Shively noted his opposition to annexation, and the traffic on South 231.
Mr. Jack O'Brien questioned whether his entire property or just a portion would be
annexed.
Mr. Charles Butler was concerned about taking in his property on Cemetery Road
since there are no houses on it.
Mr. Jim Shafer noted that the assessment is high in addition to running the
lateral, and asked about the petition against annexation.
Dr. Mark Smith asked if those homes already inside the city will have to pay an
assessment.
Mr. Maurice Butler also expressed a concern about assessment for those inside the
city but not yet on city sewers.
Mr. Paul Robinson questioned whether annexation can proceed even if no one is for
it.
• Discussion continued and the meeting was adjourned at 10:35 p.m.
