ITEM #2: Comments from the Chair. * Committee Reports * ITEM #3: Approval of July 2 and July 23 minutes. ITEM #4: Interviews of potential planning board members. ITEM #5: Recommendations to Town Board on items heard at public hearing: a. Zoning of 79.36 acres (Cornwallis Hills) to R-15. b. Amend Section 3.5 and Section 5 to establish performance standards for accessory and attached dwelling units. ITEM #6: Review of Final Plat for Phase 5 of Cornwallis Hills. ITEM #7: Continued discussion of amendments to Section 3 of the Subdivision Regulations. ITEM #8: Adjourn. Box 429 • Hillsborough, North Carolina 27278 919-732-2104 0 Fax: 919-644-2390 MINUTES PLANNING BOARD August 6, 1996 PRESENT: Richard Bradford, Ed Gill, Jack Hughes, Louise Long, Chris Quinn, George Sagar, Quanda Turner PUBLIC: Ken Chavious, Margaret Hauth Vice -chair Gill called the meeting to order at 6:35 pm. ITEM #2: Gill updated the members on the Parks and Recreation Board activities. He said they are in the process of accessing the recreation potential of various properties owned by the Town. Sagar reported that the Board of Adjustment did not have a quorum present. ITEM #3: Hughes noted that time line was misspelled in Item 5 of the July 2 minutes. MOTION: Hughes moved to approve the minutes of the July 2 and 23 minutes as amended. Bradford seconded. VOTE: Unanimous. ITEM #4: Hauth noted that the other volunteers could not be reached and this item could be skipped. ITEM #5a: Hauth introduced the zoning for the developed portion of Cornwallis Hills to convert from County zoning to town zoning. She noted that there was no comment at the public hearing. MOTION: Turner moved to recommend the approval of the zoning of Cornwallis Hills and related properties to R-15 to the Town Board. Hughes seconded. VOTE: Unanimous. ITEM #5b: Hauth introduced the text amendment allow some multi -family housing by right in residential districts. She described what the ordinance allows, and noted that she added a provision for increased density with a conditional use permit, which had been discussed earlier. The members discussed the amendment and its implications at length. The members asked Hauth how many properties would benefit from this change. She said she had not done a specific study, but provided estimates by neighborhood and ended by saying less than 10% of existing lots would qualify. The members expressed concern about introducing attached housing in single family areas. Quinn asked what the benefits are. Bradford noted that the town has had a severe shortage of rental housing for a number of years, and provides an alternative to large scale complexes. He also gave examples of other places where the cost of housing increased to a level where service workers can no longer afford to live in the community where they work. Hughes provided examples from his recent trip to Vancouver. Sagar also expressed his concern about the concept behind the amendment. Turner said she supports providing opportunities for affordable housing that is compatible with the neighborhood. MOTION: Gill moved to recommend approval of the text amendment to Town Board as written. Turner seconded. VOTE: 4-3 (Quinn, Hughes, and Sagar opposed) PB 8/6/96, page 2 ITEM #6: Hauth introduced the Final Plat for Cornwallis Hills, phase 5. She added that she has received the irrevocable letter of credit from NationsBank for the amount of $312,000, the approved estimate for the water, sewer, and streets in phase 5. She noted the only difference from the preliminary plat is that Patriot Place and Town Crier Court now align rather then the previous offset. The members discussed the change briefly. MOTION: Sagar moved to approve the Final Plat. Hughes seconded. VOTE: Unanimous. ITEM #7: Hauth introduced the continued discussion of amendments to Section 3 of the subdivision regulations. She highlighted the changes from the previous version. She noted that the changes giving approval authority to the Planning Director were at the recommendation of the Town Attorney. The members discussed that change in light of the Final Plat for Cornwallis Hills. They discussed limitations or criteria by which a Planning Director could o would refer plats to the board to review when their were changes from the Preliminary Plat. They expressed interest for more detail on the land suitability and traffic impact. Hauth said she would try to devise a checklist or guide for preparing the analysis for the next meeting. The members agreed that a tutorial might be helpful so they would be more comfortable reviewing subdivision plans. Examples of needed information would be acceptable slopes for streets, traffic or road design information, and other items. Hauth said she would try to pull something together.
