The Greencastle Catmon Council met in special session on 71tesday, July 18, 1989 at 7:30 p.m. at Greencastle Middle School. On call of the roll the following members were shown to be present or absent: ® Present: Absent: Sheri. 7. Roach Susan V. Murray Tim Conway Michael W. Rokicki Robert P. Sedlack Public Petitions and C <mnenLS: Ms. Leslie Hawker_ addressed Council concerning handicap accessibility. She noted that several public buildings were not wheelchair accessible such as the public library. Recommendations: Ordinance 1989 -1.8, An Ordinance Establishing the Size of Departments of City Government of the City of Greencastle, Indiana, Fixing Snlnri.es for the Employees of Such Departments and Fixing Salaries of Certain Other Appointed officials for the Year 1990, was presented to Council aml was read b title only by Mayor Harmless. Roach Ti. in Conway Susan V. Murray Michael W. Rokicki. Robert P. Sedlack Mayor. Harmless declared Ordinance 1989 -18 to have been passed and adopted. In response to Counci.I's request to address the Barrett Taw assessments, Mr. Jim ® Frazell delivered an annexation proposal, that revises and scales down the annexation area to build new sewer construction into the operating budget of the Sewage Department, thus eliminating the Barrett law assessments. Ile noted that Area IV (Foxridge /Tennessee Street) will still require the grant to complete a project of that magnitude. Ile also indicated that the proposed increase In sewer rates will b required regardless of annexation, due to the necessary changes in the Wastewater Treatment plant to meet more stringent federal requirements. Ihe following proposed timetable was presented to Council: 1990 - Begin grant application procedure for Foxridge; construct Fillmore Road project, construct Toddson Drive project. 1991 - Continue Foxridge administration, construct Frazier Street project. 1992 - Construct Foxridge project, construct Medallion Drive project. 1993 - Construct wastewater treatment plant improvements and southside intercepter, construct West walnut Street project (time frame 1993- 1995). 1994 - North Jackson Street lift station improvements, consideration of Fdgelea annexation. The sewer rate increase was proposed to be phased in over a three year period with 10 %, 1.0%, and 15% realized per year. Discussion ensued with the following residents expressing various concerns: Jack O'Brien, Barry Taylor, Wayne Lewis, Wally Estes, Paul Bowen, William Tayi.or, Ellsworth Murphy, Leslie Hawker, Jim Shafer, Thelma Bumgardner, Betty Black, Helen Fender and patty Adams. Some of the concerns expressed dealt with a back -up plan If no grant becomes available, areas already in the city not receiving services, increase in utility rates, increase in taxes, sewage plant capacity, the necessity of growth verses quality of life, and improvements to roads. ® In response to inquiry Mayor Harmless indicated that the grant for Foxridge, plus 504 assistance will be actively pursued; he also noted that it is his intent to handle future annexations in the same manner as those proposed in 1989. Discussion continued further with an explanation of de- annexation if the fiscal plan is not completed within the legal time requirement. CC 7/18/89 Recommendations continued: page 2 Ms. Patty Adams and Mr. Ellsworth Murphy delivered to Council petitions containing signatures of those residents opposed to annexation. The petitions were accepted into • the record and are hereby attached. Discussion continued with Mr. Frazel.l indicating that the county sanitarian has identified Putnam County in general, and the Foxridge and Edgelea areas specifically a s not having the type of soil conducive to finger type septic systems. Councilor Sedlack asked what the proposed population increase would be with Mr. Frazell's response being approximately four hundred forty (440).
