A RESOLUTION: PRESENTED November 22~ 1988 88-228 ADOPTED November 22~ 1988 ENDORSING THE MAYOR'S COMMENTS CONCERNING LEESBURG'S HISTORIC DISTRICT PARKING FEE PROGRAM RESOLVED by the Council of the Town of Leesburg in Virginia as follows: The Mayor's letter dated November 18 is endorsed as the Counci~L's response to the Planning Commission's request that legislation to signifi- cantly increase the town's historic district parking fees be initiated. Leesburg, VA 22075 Re: Historic District Parking Fees and Regulations Dear Bill: The Planning and Zoning Committee and the entire Council has had att opportunity to review your action on November 3 to ask the Council to initiate an amendment to Section 2A-5(b)(2) of the Leesburg Zoning Ordinance to alter the process for historic district parking fees and to raise the fee from $3,000 to up to $8,000. While the town is on the threshold of bidding our downtown municipal government center/parking structure complex, we are naturally reluctant to initiate any program that could reduce the revenues we'll need to help pay for our 371 space parking structure. Fees set too high will discourage needed development downtown and impair the viability of the town's planned 18,000 square-foot infill project on Loudoun Street. The location and scale of the town's new parking structure is intended to fulfill much of the need for new parking in Leesburg so that our downtown streetscape is not diminished by new on-site parking lots for every newly developed lot. While we appreciate the concerns expressed by the Planning Commission, we also had an opportunity to consider the views of Committee Chairman. and Council Planning Commission Representative Christine Forester as well as our t:ownmanager and finance director. We believe the present historic district parking program has not been abused and will be essential to the continued vitality of downtown Leesburg as well as the successful retire- ment of the parking structure debt. The Town Council and staff will continue to monitor and evaluate Leeeburg's downtown parking supply, historic district parking fees .and hourly parking rates once our new facility comes on-line so that proper adjustments can be made to complement this very needed facility.
