HomeMy Public PortalAbout05/29/1990 Special CCMThe Council of the City of Medina met in special session on Tuesday, on May 29, 1990 at 7:00 p.m. Present: Mayor, Thomas Anderson; Councilmembers, Wilfred Scherer, Robert Mitchell, Anne Theis, Stephem Schmit; Deputy Clerk, Laura Skarda 1. ADDITIONAL AGENDA ITEM Thomas Anderson asked if there were any additional agenda items. Anne Theis said that she would like to talk about the Lake Independence Milfoil problem. She said that boat launch in Independence Beach was closed because of the discovery of Eurasion milfoil, and that the DNR will be treating the beach area on this Thursday, if the weather permits, and that they suggested that the area will have to be closed for two weeks. Moved by Theis and seconded by Scherer to leave the launch and picnic beach in Independence Beach closed until two weeks from the time of the treatment. Motion declared carried. 2. COMPREHENSIVE PLAN Thomas Anderson said the city has a six-month extension on the due date for the comprehensive plan, and it is due at the Metropolitan Council by July 10, 1990. Anne Theis said that John Bergly should also include a water management plan. She said that Joel Settles at the Hennepin County Soils Office will provide us with a sample ordinance to review and attach to Medina's ordinance that would take care of it. She said she would see if Loren Kohnen had received a copy. Thomas Anderson asked if they should send the model plan to the next planning commission meeting. Moved by Theis, seconded by Schmit to send the model ordinance to the planning commission for their review. Motion declared carried. Roads Thomas Anderson discussed the new proposed service road north of Highway 55, between County Road 101 and 116 in the comprehensive plan. He said that Highway 55 is a limited access highway, and the only roads with access to 55 will be Highway 101, 116, Arrowhead Drive, Willow Drive, Pioneer Trail and County Road 19. Townline Road on the west is proposed to not go through to 55, but to empty onto County Road 19. Robert Mitchell suggested that Corcoran plan in a similar fashion with the north frontage road to the west. Thomas Anderson said that the residential roads will happen when people subdivide. Land Use or Sewer Plan Thomas Anderson talked about the areas that were proposed for extension for sewer, such as the party to the south of Medina Morningside that has always had an interest in it. The plan shows also additional expansion to the north and west of the existing Medina Morningside development with overlays for proposed expansion. He asked if there were any plans in the Independence Beach area. Anne Theis said that the Independence Beach area had only to accomodate what's there now. He said it should show some overlays on the lots not in the sewered area now. Steve Schmit asked about the sewer capacity in the City of Loretto to the north of Independence Beach and what would happen if that system started to fail, would they be able to get sewer from Maple Plain. Thomas Anderson said he thought so, as it was the closest, however, he didn't know what they would do at this time. Anne Theis said that the landowners north of Independence Beach aren't interested in sewer at this time, but there is a lot of land there. Robert Mitchell said that he agreed with the sewer for both sides of Holy Name Drive, but none south of County Road 24. Thomas Anderson talked about the information received from Lundgren Brothers about r 'l the sewer request for the Wally. Doerr property of approximately 250 acres for development, and that he felt is more land than we can justify at the Metropolitan Council. Robert Mitchell said that he felt that Medina Morningside shouldn't be considered a projected urban area, that it was just a "bail out" area providing sewer to homes on small lots with failing septic systems. He said that he felt that sewer was important, however, to all the industrial areas for them to remain viable. Thomas Anderson asked about the Doerr/Lundgren Brothers request. Terry Forbord of Lundgren Brothers said that they have had only had permission from Mr. Doerr to talk about this project for a week. He said they would like to get as many sewer units as possible. He said that some type of staging would be conceivable, and that these phases would be determined after further analysis. Robert Mitchell asked what size the lots would be and was concerned about one half acre sewered lots with the size of homes that are currently being built on them and thought that the lots should be more of the size of 2 acres. Thomas Anderson asked the council if they wanted to include this request in the sewer district by asking for more units, or shifts in the present request. Steve Schmit and Wilfred Scherer said that they should ask for more units. Terry Forbord asked if Hennepin County still owns the Elwell property, would the city still be requesting units for that property. Anne Theis said that by leaving the units in place on the Elwell property may strongly enforce the request for the Elwell property if they show that property further west wants sewer units. Robert Mitchell said that he would like Hamel Road to be the south border for the sewered area in the industrial portion and up to Arrowhead and not any further south than that. Terry Forbord asked about the industrial property use to be defined. Thomas Anderson said that industrial use in Medina has been lighter and dryer types of use because of the lack of sewer and water capacity in Medina. Robert Mitchell said that also the standards for not having outside storage along with the sewer and water capacity has maily attracted factories that are inside of the building, such as Devac. Thomas Anderson said they would take the overlay area out by Medina Morningside, west of the proposed County Road 116 extension, and west of Holy Name Lake. Parks Thomas Anderson said that most of the city parks were people parks, as Baker Park fills the need for other types of park activity. The people parks are mainly used for ballfields and picnic areas. He said that there are four existing parks, Hunter Farms Park, Holy Name Lake, Medina Morningside, and Independence Beach. The park property on Maple Street and County Road 19 is proposed for a small persons ballfield. Anne Heideman, from the Park Commission, said that there is going to be a survey sent around the Independence Beach area regarding the use of the parks, ages of children,etc. Thomas Anderson said that the Elwell Farm should include a park when developed, and the Doerr property should have a park also. The park at Holy Name Drive and Co. Rd. 24 is a green space, and the park by Independence Beach is green space and picnic area. Anne Heideman said that the proposed park near Medina Morningside would be a supplemental park to the existing one because it is not adequate. Thomas Anderson said in the Hamel area the plan was to extend the existing privately held legion ballfield similar to what's in Loretto. Anne Theis asked if they weren't concerned that the adjacent property to the existing ball park land more suitable for residential development instead of for park property. Anne Heideman talked with the planner and he came out and looked at the land adjacent to Hunter Drive and the land adjacent to Brockton Lane, and he said that the cost of development of land adjacent to Hunter to make it usable park would be astronomical because of the soils. She said that in the Hamel area that there is an active effort to purchase park land for picnic spots, etc. Thomas Anderson said that lights for the fields creates another problem. He asked if the council :_had any other comments or suggestions for the park property. Robert Mitchell said that he was not much in favor of trails. Thomas Anderson said that there is a regional trail proposed that goes into Baker Park from the northeast, and then again out to the west to Lake Rebecca Park, and a proposed trail to use railroad right of way. He also that there was a proposed trail from the Hunter Farms area to Baker Park, as well as trails along the County Roads. Anne Theis said that she had talked with Jim Dillman, Public Works Director, about the possibility of creating a trail for the Dan Bar Development to the Maple Street Park, where you could walk along the shoulder of Walnut Street, past the Ostlund property and go across the new development straight down and have a walking path to the Maple Street park. This would be on a platted street that is not presently developed. Anne Heideman said she would like to see them referred to as linear parks. Moved by Anderson, seconded by Schmit to approve the Comprehensive Plan conceptually, with the land use portion as submitted with the exception of the overlay areas that were talked about being omitted, the one by Medina Morningside, the one west of Holy Name Lake and the one west of the proposed County Road 116 extension, the addition of the Doerr property in 4 to 5 year phases like the Elwell property; roads approved as submitted. These adjustments to be made by the planner and then send it on to the Metropolitan Council. Robert Mitchell said that he didn't want to do this at all. He said that this plan ought to be cut down to half the size. He said that he didn't want this to this quickly. Thomas Anderson said that there are needs to be addressed, such Loram and Walter G. Anderson in their needs for sewer. Robert Mitchell said he felt that the frontage road is important and that there should be sewer north of it and no sewer south of it. He said that he was willing to spend time with Bergly to get this accomplished. He said that he was told that the Metropolitan Council didn't need this plan until after the first of the year. He said he would go and meet with Bergley and work with him. Anne Theis asked how the deadline was going to be addressed, and that we were already many thousand of dollars over the cost on this project. Steve Schmit said that the council had input all along the way and that they had been to some of the meetings and the planning commission had done much work on this. Moved by Anderson, seconded by Schmit to amend the motion that the changes be made by the planner, Wehrman Bergly Associates, and that the changes be brought back for approval at the City Council before it is sent to the Metropolitan Council at their June 17th meeting. Motion declared carried. Voting no - Mitchell. Thomas Anderson said that he wanted notes at the next council meeting of June 5 from Robert Mitchell from his meeting with Bergly. Anne Theis said that the Council should seriously think about how to terminate this business. Moved by Anderson, seconded by Theis to adjourn. Motion declared carried.
