AU/"dORIZING AN AGREEMENT WITH THE COUNTY OF LOUDOUN
REGARDING THE DEVELOPMENT AND USE OF IDA LEE PARK
WHEREAS, the County of Loudoun Board of Supervisors approved on June 6,
1988, to contribute $400,000 in fiscal year 1988-89 to the development.of
the first phase of Ida Lee Park; and
WHEREAS, the County of Loudoun Board of Supervisors has agreed to
contribute an additional $400,000, based on available funding, in fiscal
year 1989-90; and
WHEREAS, these contributions were subject to an agreement for the use
of Ida Lee Park between the Town of Leesburg and Loudoun County; and
WHEREAS, an agreement has been developed and approved by the Town of
Leesburg and Loudoun County Parks and Recreation Commissions:
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
as follows:
The manager is authorized and directed to execute, on behalf of the
town, an agreement (attached hereto) with the County of Loudoun,
authorizing the use of Ida Lee Park by Loudoun County residents and the
Loudoun County Department of Parks and Recreation and the contribution of
$800,000 by the County of Loudoun Board of Supervisors to the development
of Ida Lee Park.

This agreement made this 27th day of November , 1988, by
and between the Town of Leesburg, hereafter "Town" and the County of
Loudoun hereafter "County".
W I TNE S SETH
WHEREAS, the Town received by deed of gift 138 acres of undeveloped
land through the William F. Rust, Jr. Family which the town has designated
as a park, and named it after Mr. Rust's grandmother Ida Lee; and
WHEREAS, the Town has sold bonds for which a portion of proceeds will
be used to finance the development of the first phase of Ida Lee Park to
consist of an access road and natatorium/gymnasium complex at an e.~timated
cost of over $5.4 million; and
WHEREAS, this facility will fulfill a major portion of the Leesburg
recreation needs identified in the adopted Loudoun Service Plan for park
development; and
WHEREAS, the Leesburg Town Council requested the Board of Supervisors
consider participating in the cost of the natatorium/gymnasium complex; and
WHEREAS, the Board of Supervisors by motion adopted June 6, 1988,
authorized payment of $400,000 to the Town as a contribution toward[ the
development of Ida Lee Park; and
WHEREAS, the County and Town desire to ensure that county residents
will have equal access to facilities developed at Ida Lee Park:
THEREFORE, in consideration of the agreements herein, Town and County
agree as follows:

1. The County agrees to make a payment to the Town in the amount of
$400,000 to help finance the construction of the first phase of Ida Lee
Park development, said payment to be made prior to January 1, 1989.
2. The County has agreed to also make payment in fiscal year
1989-1990 to the town in the amount of $400,000 to further assist with the
development of the phase one development of Ida Lee Park, subject to the
appropriation of funds available for that purpose.
3. The Town agrees to ensure that access and all rates and fees for
the use of Ida Lee Park available to county residents, living outside the
corporate limits of Leesburg, shall be on the same basis as for to~m
residents.
4. The Town agrees to assist and cooperate with the County in
scheduling the use of the Ida Lee Park natatorium/gymnasium complex without
cost for county non-instructor social and recreation programs, arranged
between the Town of Leesburg and Loudoun County Parks and Recreational
Directors, based on scheduled hours of public operation and the scheduling
of programs operated by the town's Parks and Recreation Department..
15. This agreement shall terminate on January 1, 2009.
