Norrrh -oroiina 2727 919-732-2104 MINUTES PLANNING BOARD November 4, 1997 PRESENT: John Taylor (chair), Richard Bradford, Joel Brinkley, David Daniel, Ed Gill, Jack Hughes, Pip Merrick, George Sagar PUBLIC: Louie &.Kim Callemyn, Margaret Hauth Taylor called the meeting to order at 6:30 PM. ITEM #2: Sagar reported that the Board of Adjustment did not meet. Gill reported that the Parks and Recreation Board also did not meet, but Olson presented a report to the Town Board on Occoneechee Mountain Park in hopes of getting a park ranger position approved. ITEM #3: Gill moved to approve the minutes as written. Hughes seconded. VOTE: Unanimous. ITEM #4: Hauth introduced the preliminary plan for Hart's Mill for a second review. She noted that the plans now indicated the wooded areas intended to be preserved and the street trees to be planted. Bradford asked about the existing tree cover. L. Callemyn said there is a mix of large hardwoods that are less than 10 years old. He noted it is his plan to grub out the site this winter so the larger trees have a chance to grow. Hauth noted that the Town Engineer has approved the plan and is awaiting a formal extension contract with the developers. The contract will include the developers for Governor's Downs, who are currently unavailable to sign an agreement. Hauth noted the Engineer's recommendation to approve the plans with the condition that construction of infrastructure is delayed until the contract is signed. MOTION: Hughes moved to recommend approval of Hart's Mill preliminary plan to the Town Board, including the engineer's recommended condition on delaying utility construction. Gill seconded. VOTE: Unanimous. ITEM #5: Hauth introduced the discussion of amendments to the street section of the subdivision regulations. She highlighted some of the areas where she envisions changes. Merrick asked whether the changes would replace or add to the existing language. Hauth said they would add to the existing text. She added that she had not proposed any changes relative to minimum right- of-way widths or sidewalks. The members discussed these two topics. Gill spoke in favor of requiring sidewalks on at least one side of the street. His experience in Cornwallis Hills indicates the need for these improvements in most cases. Brinkley asked Hauth the find a reasonable cost estimate for sidewalks that the members can use as a rule of thumb when deciding when to require sidewalks. ITEM #6: Hauth updated the members on the status of the annexation of the proposed Scotswood development. She said the Town Board asked staff to prepare cost estimates for providing water and sewer to the intervening properties and determine who would pay those costs. Hughes noted that he had been contacted by the developer and agreed to meet with him to further discuss the project. Hughes said that while the meeting was amiable, the two remain on opposite sides of the topic. He noted that the point may become moot depending on the outcome of the local election. He said, based on pointed questions asked at a candidates forum, a change on the Town Board will shift the opinion away from annexation. He thanked the members for their indulgence with the topic. W. 11/4/97, page 2 Hughes noted that the members may be wise to stop a look at the larger picture for a time. He noted that the development is not going to go away and others will follow, each seeking annexation. He suggested the members consider investing some time to formulate an ideal of how large tract developments should be. The members asked Hauth to prepare a map of tracts of at least 100 acres in an near town so they can get a feel for where the large developments may be proposed. Taylor suggested that the members be careful to not focus on specific developments like Scotswood and University Station, but instead think in general terms about what is and is not desirable.
