ENDORSING THE PLANNING COMMISSION WORK PROGP~LM
WHEREAS, the Planning Commission approved a work program for the b~lAnce of rural year
1988-89 on November 17, 1988; and
WHE~, the Town Council has reviewed the Planning Commi.~ion work program and is in
complete agreement as to its appropriateness; and
WHE~, the work program includes the following goals:
Continue to assist in the revision of Leesburg's zoning ordinance and land development
regulations to ensure consistency with the goals and objectives of the Town Plan. These efforts
include, but are not limited to:
Revise off-street parking regulations.
Revise special exception regulations.
Revise and clarify building height standards.
Revise the definitions section of the zoning ordinance.
Consider adding a requirement of notify adjacent property owners when development
plan applications are fded.
Revise "Duties of the Planning Commission", Section 10-3 of the Zoning l~linance, to
ensure consistency with Section 15.14!~. of the 1950 Cede of V'n~inia, ss~ amended,
"Duties of the Commission".
Take a more active and interested role in the formulation of the Capital Improvements
Program_
Work with staff to develop an in-house orientation and training program for new Commission
members.
Participate in AP& Northern Vir~nia Planning District Commission and %r~rgin~ Citizens
Planning Association and other professional organizations which promote the continuing
education of the commi~qion members.
Evaluate the effectiveness of and make necessary improvements to the committee systen~
Work with staff to develop measures that facilitate the Commissions' knowledge ,of the status of
sulxiivision and development plan applications.
Revise and update Planning Commission By-laws.
Encourage cooperation and the development of better channels of communication with the
members of other Town commlsmlons.

9. Continue to educate and infom the public on the implications of long-telun and short-term
planning a~tivities of the Commi~ol~
10. Have in-honse training sessions conducted by outside professionals on understanding group
dynamics and other topics that will assist the Commls~ion to work more effectively as a team.
11. Submit an Annual Report to the Council concerning the operation of the commission and the
status of pisnning within the Town consistent with Section 15.L~.~(e) of the 1950 Code of
'V'~ginia, as amended.
12. Endorse and a~st with the Town Plan updste.
13. continue to monitor and review county, re~onsl and state development sctivity sppl~ble to
land use and development issues in Leesburg.
14. Monitor and review county, regional and state ~rtation plarming progrsm~ to ensure
consistency with the goals and objectives of the Town Plan.
15. Encourage the up&ting of all development application forms.
16. Encourage the publ~sMng of the quarterly Development Report.
17. Support the implementation of improved Planning Department nmpping mpabilities.
18. continue to work with the stuff to insure tl~ new development provides adequate parking in
mariner consistent with town ordinances.
19. Continue to review applications requesting specisl exception, development plan gad subdivim'on
ptst approval.
THEKEFORE, KESOLVED by the Council of the Town of Leesburg in Vir~'~is as follows:
The Planning Commi~don work program for the bst~ce of fmcal year 1988-89 is hereby
PASSED this 13th day of December , 1988.
