PLANNING BOARD
December 2, 1997
PRESENT: John Taylor (chair), Richard Bradford, Joel Brinkley, David Daniel, Louise Long, Pip Merrick,
Chris Quinn, George Sagar, Quanda Turner
PUBLIC: Louie Callemyn, Jeff Peloquin, Ed Purcell, Eric Peterson, Margaret Hauth
Taylor called the meeting to order at 6:32 PM. Taylor called the members' attention to the
ordinance amendments and roster provided by Hauth. Turner apologized for her recent un -
excused absences and thanked Hauth and the members for their patience.
ITEM #2: Sagar reported that the Board of Adjustment approved a site plan for CPH, LLC to build a group
of three office buildings in Meadowlands. Hauth reported that the Parks and Recreation Board
heard from Pat Shannon who is interested in re -invigorating the Murray Street park effort.
ITEM #3: Bradford moved to approve the minutes. Turner seconded.
VOTE: Unanimous.
ITEM #4: Hauth introduced the Preliminary Plan for English Hill subdivision. She introduced Callemyn and
Peloquin, surveyor and developer. Caflemyn described the project in detail and noted that Purcell
is a representative of the family as well as part of the design team. Taylor asked what type of
houses are planned. Peloquin said he is making every effort to keep them under $140,000 and
that they will be about 1500 square feet, 3 bedrooms and 2 bathrooms. He added that this will
fill a void in the current Hillsborough market. Quinn asked about traffic impact on Miller Road.
Peloquin described the 3 access points of Gwenn, Orange High, and Miller and noted that the
impact should be negligible. Taylor noted though, that combined with Governors Downs, nearly
150 new homes are planned in the general vicinity and DOT will have to address the impact.
Sagar noted that development on the north side of town is nearly impossible to stop. He added
that this subdivision, with larger lots, meshes well with the mix of densities desired in town.
Merrick asked whether $140,000 is really affordable. Brinkley noted that the County average is
$250,000. Hauth noted that such statistics are only collected on a county bases, and Chapel Hill
skews the average, as it does in average household income. Merrick asked if it would be possible
to reserve some of the smaller lots for smaller houses in an effort to get prices to about $75,000.
Peloquin said that the hard costs simply on the house construction would run that amount, which
would make the land free to the purchaser. He added that there are programs providing second
mortgage to lower income families wanting to purchase homes. He said this development aims
at those who do not qualify for special assistance and who cannot afford $150,0004200,000.
Brinkley and Daniel asked about providing additional access from surrounding streets. Peloquin
said the houses adjacent to either side of an Ann Road extension use the easement as their
driveways and are built very close to what could become a road. He added that the lots on
Buttonwood are mostly built on, so an extension is not possible to the east. Bradford
ITEM #5: Hauth indicated the locations of the nine 100 acre tracts near town which have some potential for
large scale developments. Taylor noted that the Collins tract appeared to be of greatest concern
since it is currently within the jurisdiction. Hauth noted the ones in the EDD are more likely to
develop and request annexation. Sagar asked how town jurisdiction could be extended over the
southern properties. Hauth said they could request annexation or the town could negotiate with

Orange County to extend the ETJ. Bradford added that ETJ extensions also require State
Legislature approval. Sagar asked about the costs and benefits of extending the ETJ. Hauth
noted the only real change is land development processes. There are no tax or service incentives
for a project to be within the ETJ. Hauth provided a brief history of the cooperative planning
agreement signed between the Town and County in 1991 and the reasons why the Town
withdrew from the agreement about 2 years ago. Sagar noted that the boundary appears to
simply be a power issue between the two elected boards.
Taylor adjourned the meeting at 7:30 PM.
