COMMON COUNCIL Special Session October 19, 1989 The Greencastle Common Council met in special session on Thursday, October 19, 1989 in City Hall. The meeting was called to order at 7:55 p.m. On call of the roll the • following members were shown to be present: Councilor Sheri Roach, Councilor Tim Conway, Councilor Sue Murray, Councilor. Bob Sedlack, Councilor Mike Rokicki.. City Attorney Larry Wilson was also present. The minutes of the regular session October 10, 1989 were presented to Council.. Councilor Roach requested that the following sentence be added to paragraph 11, page 2: "The fence will be installed next week ". Councilor Sedlack then moved that the minutes be approved as amended. This motion was seconded by Councilor Roach and was carried by an aye unanimous vote. Recommendations: Ordinance 1.989 -28, An ordinance Amending the Greencastle Planning and Zoning Ordinance Day Care Homes and Day Care Centers, was presented to Council and was read in its entirety by Mr. Wilson. Councilor Murray moved to resume consideration of Ordinance 1989 -28. Councilor Sedlack seconded the motion which was carried by an aye unanimous vote. Councilor Murray then moved to approve Ordi.nance 1989 -28 as presented. This motion was seconded by Councilor Sedlack. Discussion ensued with Mayor Harmless noting that the ordinance sets forth that day care centers become a special exception in all districts. Councilor Murray asked the number of Licensed homes presently in Greencastle, if they are to be grandfathered, and who maintains the responsibility for enforcement of licensing. Ms. Trina Shipman of the Welfare Department noted that no Licensed homes now exist in Greencastle, that state licensing is not grandfatherd, and that the state has a Process for enforcement. Mr. Wilson added that one of the requirements of licensing is to meet local zoning requirements. Ms. Sandy Gretter, local day care center owner, noted that requiring licensing is a way to make the day care industry more professional. Ms. Gretter also noted that day care ministries must be registered. Mr. Wilson noted that if day care ministries are not on church premises they must meet the requirements of a day care home or center. The discussion continued and with the call for the question the following vote was recorded: • AYES: Tim Conway ABS11MON: Sheri Roach Susan V. Murray Robert P. Sedlack Michael W. Rokicki Mayor Ilarmtess declared Ordinance 1989 -28 to have been passed and adopted. Resolution 1989 -26, A Resolution Approving Attorney Fees For Litigation, was presented to Council and was read in its entirety by Mr. Wilson. Councilor Murray moved to approve Resolution 1989 -26 as presented. This motion was seconded by Councilor Roach and was carried by an aye unanimous roll call vote. Mayor Harmless declared Resolution 1989 -26 to have been passed and adopted. Mr. Wilson expressed to Council. the need to update the City Cale. Councilor Sedlack indicated that there is a contract to update and the contact would be Mr. Jim Palmer of SPFA. Councilor Sedlack acknowledged the death of Mr. ,Jack Ilaberle, city employee for five years in the street department, and commented that Mr. Ilaberle would be missed by both the administration and other employees. Councilor Roach moved for adjournment. This motion was seconded by Councilor Sedlack, was carried by an aye unanimous vote, and the meeting was adjourned a 8:55 p.m. Lam /^ `✓ - Michael M.
