INITIATING ADOPTION OF THE EAST BATTLEFIELD PARKWAY
ALIGNMENT STUDY PREPARED FOR THE TOWN OF LEESBURG
BY KAMBER ENGINEERING, INC.
WI~REAM, the Leesburg Town Plan 1986 Transportation Policy Map concept,,slly designated the
East Battlefield Parkway as a proposed circumferential arterial roadway located outside the Route 7/15
Bypass but within the Town's annexation area; and
WITEREAS, the adoption of an alignment is critical to the Town's planning efforts in this rapidly
developing eastern quadrant of the Town of Leesburg; and
WHEREAS, the Leesburg Town Council, on May 11, 1988, awarded a contract to Kamber
Engineering, Inc. in association with Bellom~McGee, Inc. to perform the ,llg~ment study, evaluating
roadway alignments for the parkway and determirdng the impact of each -llgnment on five key
intersections; and
WHEREAS, the East Battlefield Parkway Study was concluded by the consultants on December 14,
1988, and presented to the Planning and Zoning Committee of the Town Council on January 4, 1989:
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia, as follows:
SECTION I. Adoption of the East Battlefield Parkway Alignment Study is initiated to select an
-li~munent to be used as a planning guide and further to be incorporated as an addendum to the Town
Plan 1986 Transportation Policy Map.
SECTION II. A public hearing shall be held at 7:30 p.n~ on February 28, 1989, in the Council
Chambers, 10 Loudoun Street, S.W., Leesburg, Virginia, and in accordance with Section 15.1-431 of the
1950 Code of Virgini~ as amended, this hearing shall be a joint public hearing of both the Leesburg
Planning Commission and the Leesburg Town Council. The Clerk shall give notice of hearing in the
Loudoun Times-Mirror on February 9, 1989 and February 16, 1989, and advise the Planning Commi.~sion
of the purpose, time and date of this hearing.

SECTION III. The Planning Commission shall report its recommendation to the Town Council on
the proposed study within thirty (30) days of the public hearing.
