The regular meeting of the City Council of the City of Temple City was called to order by Mayor Merritt at 7:30 P. M. Rev. 2. Bierbaum, Associate Paster of the First Methodist Church of Temple City, gave the invocation followed by the Mayor leading 3. the Pledge of Allegiance to the Flag. 44. ROLL CALL: PRESENT: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt ABSENT: Councilmen -None ALSO PRESENT: City Attorney Shatford and City Manager 'goollett, Asst. City Manager Koski, Traffic Engineer Env all, & ',!illiam Krelle, Engineer for Parking Dist. #2. APPROVAL OF MINUTES: a. Minutes of the regular meeting of February 8, 1965. Council- man Dickason moved to approve as mailed, Councilman Harker se- conded, and carried by the following called vote: AYES: Councilmen- Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None b. Minutes of regular meeting of February 22, 1965. Councilman Harker moved to approve as mailed, Councilman Dickason seconded, and carried by the following roll call vote: AYES: Councilmen- Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None UNFINISHED BUSINESS: 6, RESOLUTION NO. 65- L;47: City Attorney Shatford read title to Resolution No. 65- 447, A RESOLUTION OF THE CITY COUNCIL OF TEMPLE CITY SUPPORTING DIVULGENCE OF NAMES OF JUVENILES IDENTIFIED WITH MAJOR CRIMES OF VIOLENCE AND BRUTALITY ALONG :\ITH NAMES AND ADDRESSES OF PARENTS OR LEGAL GUARDIANS,. Councilman Tyrell moved to adopt Resolution No. 65- 447, Councilman Nunamaker seconded, carried by the follow ing roll call vote: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None NEW BUSINESS: AGREEMENT WITH PASADENA FAMILY GUIDANCE FOR SERVICES TO BE DIVID ED IN CONJUNCTION WITH SCHOOL DISTRICT CURRENT PROGRAM. City Attorney Shatford presented the draft of the agreement which basically provides the City would put up a maximum of $2000. during the current fiscal year at $15. per counseling interview. This would only be for family service provided to adults and not to children as the School District is entering into an agreement with respect to the children. A discussion followed regarding the amount of $2000. quoted in the Agreement. Councilman Dicka- son felt this should be pro -rated for the rest of this fiscal year. Councilman Tyrell was concerned about the Fee schedules and dis- tribution of costs as well as just what services were ceinei o -Fred 14 the Family Guidance Service. Toni Martin, former Pres. of the Temple City Family Guidance explained the operation and .answered questions concerning the service. Following a lengthy discussion Councilman Dickason moved to refer this back to the stafF for redraFiin(, For the next Council meeting, Councilman Harker seconded, carried by the followin; called vote: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen-None ASSENT: Councilmen-None 711 Council Minutes, March 8, 1965, page .2 8. PARKING DISTRICT NO, 2: Clearing of property and contract for improvements. City Manager ;rdoollett presented Mr. ,.gym. Krelle, Parking District Engineer, who presented the bids on clearing the property in the sum of $1100. and for the improvements the bid of Sully - Miller, the lowest bid of approximately $18,210. He advised the additional cost of acquiring the properties in the sum of $4500. and $2000. additional to cover increased cost of improve- ments and incidental expense, making a total of $6500. which he recommended the Council appropriate in order to go ahead with the completion of the project. A lengthy discussion followed. Councilman Dickason stated the maximum had been levied against the properties and this was what is left over for the City to pick up and if approved he felt this sets a horrible precedent, and suggested the possibility of starting over again. Also the City comes ir1 for the maintenance expense. City Attorney Shat - ford advised the land costs were up over the estimates but saved the costs of condemnation. Councilman Tyrell stated this sum was not budgeted and the City Manager advised $2500. was budgete for O'Melveny & Ayers and Mr. Krelle and the City has been spend ing money on this District for the past two years. Councilman Tyrell felt the City should stop paying for this a make it pay for itself. Councilman Nunamaker stated the City voted to pay the lawyer and engineer fees, and it was never said the City ex- pected this money back. Councilman Dickason challenged Council- man Nunamaker's statement saying he did not think we ever voted to pay engineer fees. Mayor Merritt stated we already have set a precedent by paying for engineering fees in the curb and gutter program. Following further discussion Councilman Nunamaker moved to authorize the expenditure of $6500. as a contribution toward the cost of engineering and incidental expenses, to award the contract for clearing the lots to James A. Law, DBA ABABA DEMOLITION ENGINEERS in the amount of $1180.,to award the con- tract for the improvements to Sully - Miller Contracting Co. in the amount of $10,212.50, and to instruct the City Attorney to draw Agreements for services to be performed by the ABABA DEMOLI- TION ENGINEERS and the SULLY- MILLER CONTRACTING CO. and instruct the Mayor and City Clerk to sign on behalf of the City, Council- man Merritt seconded. There followed discussion about eliminat- ing the planting and sprinklers. The City Manager advised these are requirements contained in the zoning; ordinance and also in the off - street parking ordinance. Councilman Tyrell felt by eliminating the sprinkling system, landscaping, sign and some of the lights would come awfully close to covering the shortage of $6500. Councilman Harker felt the back of the stores Facing the lot should be improved and made attractive. Councilman Harker made an amendment to the motion that the City do as already move(.' to authorize the expenditure of $6500. but with the understandinc it will be reimbursed to the City with revenue from the operatior, of the lots. The City Attorney advised there was no source of revenue at this time. There followed some discussion regarding setting up the Parking District Commission and possible fees to be established for all -day parking in certain areas of the park- ing lot. City Attorney Shatfcrd.r,e- worded the motion to "in the event an admission charge is levied on cars parking in the lot that the fees received should be used to repay the City for this $6500. Councilman Merritt seconded the amendment motion. Roll call vote as follows to carry the motion: AYES: Councilmen- Harker•;.Nunamaker, Merritt NOES: Councilmen - Dickason, Tyrell ABSENT: Councilmen -None. The roll call vote to Councilman Nunamaker's motion was as follows AYES: Councilmen- Harker, Nunamaker, Merritt NOES: Councilmen - Dickason, Tyrell ABSENT: Councilmen -None Motion carried. 5. INSTALLATION OF TRAFFIC SIGNALS & MAST ARMS ON LAS TUNAS AT ENCINITA, OAK AVE. & GOLDEN WEST, AND TEMPLE CiTY BLVD, & GARi- BALDI. Asst. City Manager Koski advised on March 2 bids were received for` this project and the low bid was $18,788. by William R. Hahn, 1435 N. Hacienda Blvd., La Habra Heights. Councilman Tyrell moved to award the bid for installation of traffic signals and 712 Council Minutes, March 8, 1965, page 3 mast arms to .gym. R. Hahn, La Habra Heights, in the amount of $18,788. and to instruct the City Attorney to draw the contracts and to instruct the Mayor and City Clerk to sign on behalf of the City, Councilman Nunamaker seconded, carried by the follow- ing roll call vote: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell,.Merritt NOES: Councilmen -None ABSENT: Councilmen -None 10. TRAFFIC COMMISSION RECOMMENDATIONS: Item 6, Recommend placement of street reflectors by Jr. Chamber of Commerce at following locations: (1) Sultana Ave. on curved portion just north of Hermosa Dr. and south of Longden Ave. and (2) on channelization located on west side of Baldwin Ave. within vicinity of Daihes Drive. Item 7. Placement of yellow commercial vehicle loading zone on south side of Las Tunas Dr. commencing 7 ft. east of east curb line prolongation of Hart Ave. to point 32 ft. east of said east curb line prolongation. Item 8. Moved to approve the drawing for directional signs as submitted by Temple City Christian Church and to re- commend they be allowed to manufacture and place these signs at discretion of Traffic Engineer with no expense to the City. Item 11. Placement of "YIELD" sign on Longden Ave, easterly of Encinita Ave. to aid right turn movements eastbound from. Encinita Ave. Traffic Engineer Envall presented and explained the above re- commendations. Councilman Dickason moved to approve the re- commendations of the Traffic Commission, Councilman Tyrell sec- onded, and carried by the following roll call vote: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 11. PARKING DISTRICT #1 ASSESSMENT HEARING: City Manager Woollett presented the Parking District #1 assess- ment diagram to be set for public hearing. Councilman Tyrell moved to set the assessment hearing for Parking District #1 for 7:30 P. M. on April 29, 1965, Councilman Nunamaker seconded, carried by the following called vote: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 12. TRACT NO. 28607: Acceptance of Street Improvements and release of bond City Manager Woollett presented the recommendation from the Road Dept. with the above recommendation. Councilman Tyrell moved to accept the street improvements and to release the bond issued by Glen Falls Ins. Co. for faithful performance in the sum of $22,800. to Noel & Mary Rita Baldwin, 5017 Baldwin Ave., Temple City, Councilman Dickason seconded, carried by the follow ing roll call vote: AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen =None ABSENT: Councilmen -None 13. RESOLUTION NO. 65 -448: Sanitary Sewers in Green St. etal City Manager Woollett read title to Resolution No. 65 -448 TEMPLE CITY IMPROVEMENT NO. 4 GREEN ST. (a private street) CONSTRUCTION OF SANITARY SEWERS, A RESOLUTION INSTITUTING PROCEEDINGS ACKNOW- LEDGING WAIVER OF DEBT LIMIT INVESTIGATION PROCEEDINGS AND DIR- ECTING PREPARATION OF PLANS AND SPECIFICATIONS. He advised 84% of property owners involved have signed the petition. Council- man Tyrell moved to adopt Resolution No. 65 -448, Councilman Nunamaker seconded, and carried by the following called vote: AYES: Councilmen- Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 14. RESOLUTION NO. 65- 446: Warrants & Demands City Manager Woollett presented Resolution No. 65 -446 A RESOLU- TION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS & DEMANDS IN THE SUM OF $31,065.07 DEMAND NOS. 6195 713 Council Minutes, March u, 1965, page 4 through No. 6281. Councilman Tyrell moved to adopt Resolution No. 65 -446, Councilman Nunamaker seconded, roll call vote to carry as follows: AYES: Councilmen- Dickason, Harker, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 15. REPORT ON BOARD OF DIRECTORS MEETING OF LEAGUE OF CALIF. CITIES Councilman Harker reported several items regarding assembly bill were t.onsidered. #1. TAX & REVENUE. Make a bed tax a universal tax: throughout the state with those cities already having an esta.6 ached tax to et credit against this tax. #2. Hours of work for Fireman before legislation is a 56 hr. maximum week and the Union is lobbying for a 40 hr, week. #3. Work hours 40 maximum work week for all government employ- ees with $2. per hour minimum wage. Also compensation for City Councilmen, the amount depending upon the size of the City. A City the size of Temple City would permit a Council, to award themselves a monthly salary of $200. each. #4. AB946. A move under way to get an extension on the Brown Act which would apply to executive sessions. Councilman Tyrell felt we should have more information about these billd. The City Manager advised the Councilmen already have extracts of all bills affecting cities and suggested these bills be discussed at one of the study sessions, possibly on March 16. 16. COMMUNICATIONS: a. The City Manager presented a letter from the Los Angeles Boun- dary Commission re proposed annexation #23, City of Rosemead. Councilman Tyrell moved to receive and File, Councilman Nunamak- er seconded and carried. b. The City Manager presented a request for a Charitable Solici- tation permit from the Mental Health Assn., Los Angeles County, for a permit from May 1 to 31, 1965. Councilman Tyrell moved to approve, Councilman Nunamaker seconded, and carried. 17. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: Mr. Dick Stearns, Chairman of the Republican Club, spoke in this capacity as well as a citizen. He spoke concerning the $6500. for Parking District and protested the allocation. He stated the citizens of this community cannot stand`;.this continual out- ward going of funds He stated he was going to recommend to his club that more people attend the Council meetings. He stated they understood the necessity of beautifying the City but at the same time modiFications could be made. They do not understand why no apparent attempt was made to save costs where they can be saved. He also asked the Council to consider carefully the total aspect of what they are getting Into in connection with the proposed Family Guidance Agreement. 18. MATTERS FROM CITY OFFICIALS: Councilman Dickason stated we have a nice looking street on Double Dr. and recommended a cost estimate,: be secured for land- scaping to be forwarded to the County For consideration on joint participation. Asst. City Manager Koski advised the City's pro- posal includes grass and Canary Island Pine. Our recommendation would be that this would be our street planting program rather than attempting to plant along the sidewalk with limited right of way. Councilman Dickason commented on Golden West the sidewalks are back from the curb and the parkway between some people have ce- mented. Mr. Koski advised this is sidewalk fill -in and done on a permit. This should be given policy consideration. Gravel is easy to remove but cement is difficult. Mayor Merritt at this time presented Norman Erickson a Certifi- cate of Recognition on behalf of the City. City Manager Woollett presented a request from Boy Scout Troop #157 for a rummage sale to be held Tuesday, March 16, from 10 AM. to 3 P.M.
