Present: Mayor, Gary Acromite; Councilmembers, Philip Zietlow, Ann Thies, Mitchell, Wilfred Scherer; Clerk -Treasurer, Donna Roehl; Zoning Lorin Kohnen; Engineer,Glenn Cook 30, 1991 Robert Administrator, 1. COMPREHENSIVE PLAN AMENDMENT GAry Acromite reported that the Planning Commission had discussed the need to hold a public hearing regarding the revised comprehensive plan amendment. Ron Batty had said that the council needs a recommendation from the planning commission before council can act on the amendments. Robert Mitchell stated that if the Planning Commission believed there is a need to discuss the revisions at a public meeting council should agree to direct them to mold a public hearing. Anne Thies stated that a 30 day delay will not harm the sewer planning. Philip Zietlow asked if the plan would be null and void if the planning commission does not give it their endorsement. Gary Acromite stated that council needs some recommendation from them or council can. wait 60 days and act without their recommendation. He stated that his urgency was the sewer planning for the failing business systems, that could be done this season if approved early. Moved by Mitchell, seconded by Thies to direct the Planning Commission to hold a public hearing on the Comprehensive Plan amendment revisions on June 25th and that they should make a recommendation to council within 30 days or council can act after 60 days without a recommendation and that a request for a 30 day extension should be made to the Metropol- itan Council. Motion declared carried Anil Thies stated that the Planning Commission needs to review all of the documents that the city has received. Council discussed revisions to table 9 of the plan; the sewer units and flow. Robert Mitchell asked that old regualtions be reviewed that allowed units per acre. Elm Creek Interceptor Robert Mitchell stated that Metro Waste Control needs to know the maximum capacity. that Medina will need for sizing the Elm Creek Interceptor and that we should provide for long term needs so as not to be undersized far in the future. Gary Acromite stated that he would work with Glenn to refine tables that can be used for discussion. Wales Doerr Pr2perty Rick Sathre, engineer, asked if council would like to hear their presentation comparing the Elwell property on Co. Rd. 101 to the Doerr property on Co. Rd. 116, with regards to number of sewered and unse erect parcels that could be :wilt according to existing soils. He stated that 20 unsewered parcels could be built upon on the 173 acres of the Doerr property and because the Elwell property was better suited for on -site septic systems 80-85 parcels could be obtained, while with severed property the Doerr property would support 160-180 units and the Elwell property would support 600 units on its 340 acres. Peter Pflaum stated that the Doerr property is unique for development with Lake Medina and the large wooded area. Wilfred Scherer stated that the wooded area should not be destroyed for the sake of small lots. Glenn. Cook stated that the 8" sewer line would need to be replaced by a 12" line to serve the Elwell ,property while a line co serve the Doerr property would be constructed directly off the the trunk serer on Hwy. 5 . He reported that the lot sizes in Cherry Hills Farm are 9000 to 11,000 sq. ft. and the lots shown on the Doerr and Elwell properties are to be 30,000 sq. ft.
