IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council President Robyn Keyes, Council Member Rob Geray, Council Member Dan Gubler, Council Member Kathy McNamara, Public Works Director Zech Prouse, Police Chief Shannon Basaraba, Building Inspector Allen Eldridge, and City Clerk Julie Hammond. ABSENT: Treasurer Amy Sullivan. VISITORS: Sharlee Andersen, Madison Stolworthy, Cory Stolworthy, Ethan Smith, Nancy Heuer Smith, Less S Smith, and Kelly Hoopes. Mayor's Youth Advisory Council (MYAC) Report: MYAC Historian Sharlee Andersen and MYAC Member Madison Stolworthy reported on several activities/projects the group has been involved with in the last few months: Iona's Easter Egg Hunt; Water Festival for area 5th & 6th Graders; and a MYAC Dinner Auction including a Silent Dessert Auction where they raised $184.50. Council Members were unable to attend the Dinner Auction so Champs Chicken delivered dinners for everyone for a donation of $5.00 going towards the Dinner Auction Fundraiser. Historian Andersen and Member Stolworthy asked Council to support four MYAC Members attendance at the upcoming Association of Idaho Cities (AIC) Youth Conference in Boise. They also reported that District #93/Iona MYAC would be joining forces with Ammon. Ethan, Nancy, and Les Smith — Land Purchase for Well/Water Tank: The Smith's own 40 acres above Charles Scoresby on the south side of Telford Rd. They were asked to attend the City Council's Work Meeting to discuss the purchase or exchange of approximately five acres of land for a City Well/Water Tank. Mrs. Smith asked where the water would go. Mayor Andersen stated to the main line on 55th and 49th. Mrs. Smith asked if the area would be connected to City water including Panorama. Mayor Andersen stated maybe in the future. Mrs. Smith asked if the City would need more room to widen the access road. Public Works Director Prouse indicated that the right-of-way would have enough room. Mrs. Smith asked for a written guarantee for water for a possible future subdivision development. Mayor Andersen didn't see a problem with the agreement as long as the development met City codes and costs. Les Smith asked if there were plans of continuing Foot Hill Rd. Mayor Andersen hadn't heard any discussion on that matter. He stated that the lava rock on Foot Hill discourages developers. Mrs. Smith indicated that the purchase of land for a well and/or water tank was fine with them as long as both parties are happy. Director Prouse would meet with Ethan Smith to look at the land. Kelly Hoopes, Horrocks Engineers — Capital Investment Plan (Street Maintenance Repairs): Mr. Hoopes explained that he worked for Horrocks Engineers who works with the Bonneville Metropolitan Planning Organization (BMPO) to develop Capital Investment Plans. He stated that they first look at the existing facility and come up with a Capital Investment Plan. This lays the ground work for upcoming grants. Mr. Hoopes stated that he has been working with Director Prouse and has made a priority list. He also reported that BMPO had done a traffic count. Mr. Hoopes stated that Iona doesn't have any red flags from the numbers reported on the traffic count. Mayor Andersen stated that Rocky Mountain Middle School intersection gets backed up. Mr. Hoopes had visited with Bonneville County but there is not a lot of funding out there at this time and the intersection didn't really impact Iona. " " Mr. Hoopes explained that there are different kinds of streets: urban; rural; and collector streets. He stated that Owens and 55th warranted upgrades on space and Owens was considered a collector street. Council President Keyes asked why Olsen was the only collector street. Mr. Hoopes explained that as a City you want a direction for the future; a local street with road access off of a street. He stated that if you wanted to apply for federal aid, one of the requirements is that it has to be a collector street. Director Prouse stated that Owens specs as a collector street. Mr. Hoopes suggested looking at funding through the Community Choices Grant that comes out in September. Mr. Hoopes stated there was potential for additional trails in Iona. Central Bikes Bicycle Club (CBBC) was another avenue for funding. Mr. Hoopes explained that there were grants geared towards water and sewer. Council President Keyes asked about curb and gutter. He stated that the Americans with Disabilities Act (ADA) Ramps only applied to State funding. Mr. Hoopes wanted to do the final step. He asked to put out a survey referencing bicycle/ pedestrian facilities and traffic/road concerns in our June Newsletter. He suggested having the survey results in by June 15, 2014 and hold an open house on June 25, 2014 at 7:30 p.m. He would coordinate with Clerk Hammond. Mr. Hoopes stated Iona's first priority as drainage and cracks on Free Ave. He stated Iona/Ucon had a list of 34 items needing attention but they would hone it down to a list of five with cost estimates. Building Inspector Eldridge asked if 50th East (Crook Rd) would be considered a collector street. Mr. Hoopes stated that 50th East was a collector road and asked if property along the road would be annexed into Iona. Inspector Eldridge indicated that a portion (Country Haven) of it was already annexed. Mayor Andersen -thanked Mr. Hoopes.
