HomeMy Public PortalAbout11/14/1989GRELACASTTJi CkHCN (X)UNCIL Regular Session November 14, 1989 The Greencastle Common Council met in regular session on Tuesday, November 14, 1989 at 7:30 p.m. in City Hall. On call of the roll the following members were shown to be present: Councilor Sheri Roach, Councilor Tim Conway, Councilor Bob Sedlack. • Councilors Sue Murray and Mike Rokicki were absent. Also present was City Attorney Larry Wilson. Department Reports: Fire Chief Bob Elmore distributed a statistical report for the month of October. Mayor harmless initiated a discussion of E91.1 and Chief. Fl.more noted that there is a meeting of all county fire departments on Sunday, November 19, 1989 at 1:00 p.m. Chief Jack Hanlon delivered the monthly report that included 478 complaints, 171 of which were arrests. Councilor Sedlack asked about parking on the newly paved SR231 around the square. Chief Hanlon indicated that the department has been lenient because the striping Is not yet complete. The Street Department report included storm sewer repairs, installation of street and stop signs, street sweeping, patching, and the pick up of 880 cubic yards of leaves. With the inquiry of Councilor Sedlack, Mr. Wright noted that he is working closely with the state concerning the repaving project. The state is working two crews and there are twenty -seven more intersections to be completed. In regard to Park activity, Mr. Wright indicated that the park is closed to vehicular traffic, and the street crew will be working to remove the leaves. Mrs. Charlene Nichols reported the statistics for the sewer plant in October and noted that the Phragmites reeds would be arriving this week for planting. The minutes of October 19, 1989, both the special session and the executive session were distributed to Council.. Councilor Sedlack moved to approve the minutes as distributed. This motion was seconded by Councilor Roach and was carried by an aye unanimous vote. The Treasurer's reports for September and October, 1989 were distributed to Council. Councilor Conway asked about the audit adjustment on page four. The Clerk- Treasurer indicated that the funds designated for the Southern Highway were • transferred from Industrial Development to the Southern highway Fund. Councilor Roach then moved to approve the reports as distributed. This motion was seconded by Councilor Sedlack and was carried by an aye unanimous vote. Recommendations from Officers and Departments: Mayor Harmless read a letter from Bill Dory of the Merchants Association asking permission to again inetal.l. the canopy of lights around the square. Councilor Roach moved to approve the request. This motion was seconded by Councilor Sedlack and was carried by an aye unanimous vote. Mayor Harmless then read a letter from Sue Ik;Cune, Christmas Parade Chairman, asking for permission and assistance for the annual Christmas parade. Chief Hanlon and Mr. Wright offered assistance. Councilor Sedlack moved to approve the request. This motion was seconded by Councilor Conway and was carried by an aye unanimous vote. The parade is scheduled for November 20, 1989 at 6:30 p.m. and should last 20 -30 minutes. Resolution 1989 -27, A Resolution Authorizing a Temporary Transfer from the General Fund, was presented to Council and was read in its entirety by the Clerk - Treasurer. Councilor Sedlack moved to approve Resolution 1989 -27 as presented. This motion was seconded by Councilor Roach. The Clerk- Treasurer explained that the transfers were tax anticipation transfers and would be paid back before the end of the year. "the motion was carried with an aye unanimous vote. Mayor harmless declared Resolution 1989 -27 to have been passed and adopted. Resolution 1989 -28, A Resolution Approving Application to the Small Cities Commmi.ty Development Block Grant, C< uni.ty Focus Fund, was read and discussed, but not presented for approval. Discussion ensued concerning the sewer separation project to which the grant funds will be applied. The resolution will have to be approved if the City is invited to make formal application. Ordinance 1.989 -29, An Ordinance Amending Chapter 443 -15 of the Greencastle City ® Code, Schedule of No Parking Zones, was presented to Council and read in its entirety _ by Mr. Nilson. Chief Hanlon indicated that the additional no parking zone is necessary for safety reasons. Councilor Sedlack moved that the ordinance be amended to exclude the exceptions for Sundays on Spring Street between Poplar and Walnut since there are no churches in the area. This motion was seconded by Councilor Conway and was carried by an aye unanimous vote. Councilor Roach then moved to approve Ordinance 1989 -29 as amended. This motion was seconded by Councilor Sedlack and was carried by an aye unanimous vote. CC 11/14/89 page 2 Recommendation continued: Mayor Harmless declared Ordinance 1989 -29 to have been passed on first reading. ® Ordinance 1989 -30, An Ordinance Approving the Petition of Wain Barker and Myrtle Barker, husband and Wife, to Vacate Public Right -of -Way located in the City of Greencastle, Putnam County, Indiana, was presented to Council and read in its entirety by Mr. Wilson. Mayor Harmless noted this to be a public hearing and asked for torments or questions from the audience. There being none Councilor Roach moved to approve Ordinance 1989 -30 as presented. This motion was seconded by Councilor Sedlack. Councilor Sedlack asked if we are in essence signing off rights to small pieces of property. Mr. Wilson responded that statute does allow for vacation, however, the Plan Commission and the Council need to set guidelines as to when and where vacations will be allowed and possible fees assessed to the procedure. With no further discussion the motion to approve was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1989 -30 to have been passed on first reading Ordinance 1989 -31, An Ordinance Approving the Petition of Linda Ruml.ey to Vacate Public Right -of. -Way located in the City of Greencastle, Putnam County, Indiana, was presented to Council and read in its entirety by Mr. Wilson. Mayor Harmless noted this to be a public hearing and asked for comments or questions from the audience. Mrs. Rumley noted that the area has been grassed over for forty years and cannot accommodate a fire truck. Councilor Sedlack moved to approve Ordinance 1989 -31 as presented. 'this motion was seconded by Councilor Conway and was carried by an aye unanimous vote. Mayor harmless declared Ordinance 1989 -31 to have been passed on first reading. Ordinance 1989 -32, An Ordinance Approving the Petition of Robert W. Ebans and Frank Ikrtcheson to Vacate Public Right -of -Way located in the City of Greencastle, Putnam County, Indiana, was presented to Council and read in its entirety by Mr. Wilson. Mayor Harmless noted this to be a public hearing and asked for comments or questions from the audience. Discussion ensued concerning road improvements in the area. Councilor Sedlack then moved to approve Ordinance 1989 -32 as presented. This motion was seconded by Councilor Roach and was carried by an aye unanimous vote. O Mayor Harmless declared Ordinance 1989 -32 to have been passed on first reading. Council Reports and Comments: Councilor Sedlack asked Chief Hanlon about the issue at 904 S. Indiana. Chief Hanlon indicated that he is taking care of it. Councilor Sedlack also asked about that status of the street department garage. Mayor Harmless noted that with the additional equipment purchases we now have to reevaluate the size of the building. Copies of the state statute concerning holidays were distributed to Council to be evaluated for the next meeting. With no further business, Councilor Roach moved for adjournment. This motion was seconded by Councilor Sedlack, carried by an aye unanimous vote, and the meeting was adjourned at 9:15 p.m. / Cam/ Michael M.
