A RESOLUTION: AMENDING THE IDA LEE PARK MASTER PLAN FOR DEVELOPMENT
OF ADDITIONAL PAEKING AREAS
V~rIEREAS, the Loudoun County Board of Supervisors and its Library Board of Trustees have
requested that future parking areas be included along the west and northwest boundary of the Rust
Library Site within Ida Lee Park to provide overflow parking for patrons of the future expanded
Library; and
WHEREAS, the Library Board of Trustees of Loudoun County has agreed to convey the utility
easement through the eastern boundary of the library site to accommodate the development of Ida
Lee Park; and
WI-IE~, the additional parking at this location will benefit users of the proposed tennis
courts, playground and other active and passive areas planned to be developed adjacent to the library;
and
WHEREAS, this proposed modification to the town Master Plan is consistent with the "deed of
gift" covenants imposed by the Rust family:
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
Section I. The Ida Lee Park Master Plan as submitted to the Town Council on May 31, 1988 is
hereby amended to include the provision for additional paved and landscaped parking meeting the
town's development standards to be located along the west and northwest boundary of the proposed
library site on Old Waterford Road with a pedestrian and vehic~,lsr connection to the initial library
parking facility.
Section II. The master plan shall be graphically amended to show a general conceptual plan for
this parking area prepared by the architectural consultant to the County Library Board of Trustees,
as approved by the Director of Parks and Recreation for the town.

Section III. The cost for design and construction of these parking facilities shall be at the sole
expense of the County Library Board of Trustees, if initiated at their option to meet library needs.
Section IV. If the town elects to commence construction of these facilities in advance of the
library's needs, said costs for design and construction shall be divided eq,,Ally between town and
