A RESOLUTION: PRESENTED March 14~ 1989 89-49 ADOPTED March 14, 1989 ENDORSING STAFF COMMENTS ON THE NORTHERN VIRGINIA SUB- REGIONAL TRANSPORTATION PLAN on September 17, 1987, Governor Baliles directed that the State Secretary of Transportation and Public Safety and the Commi~,~ioner of the Department of Transportation meet monthly in Northern Virginia with the mayors, board chairs and principal local and regional transportation staff to produce a detailed, of Fm~l transportation plan and map for the area; and WHEREAS, the Town of Leesburg is included in this sub-regional area and has fully participated in the development of the Northern Virginia Sub-Regional Transportation Plan from its commencement; and WHEREAS, all current locally adopted transportation plans for 2010 are intended to be included in the recommended plan and the recommended plan map; and WHE~, the Town of Leesburg staff has provided the Virginia Department of Transportation and its support staff, the Metropolitan Washington Council of Governments with Leesburg's adopted Town Plan Transportation Policy Map and other important transportation planning documents; and WHEREAS, the updated Northern Virginia 2010 Transportation Plan recommended plan and map dated January 27, 1989, does not incorporate or reflect several important road ali~nnents, intersections, and improvements as adopted by the Leesburg Town Plan, 1986, as amended; and WHEREAS, the Virginia Department of Transportation has solicited comments concerning the recommended plan and map from the Town of Leesburg and other participating local governments prior to our endorsement of the plan; and WHEREAS, the accurate incorporation and reflection of the Town's proposed new road alignments, intersections, and improvements as well as the estim-ted costs of such facilities is vital to the Town of Leesburges requested endorsement of the Northern Virginia Sub-Regional Transportation Plan, as well as the Town's continued participation in the refmement of the recommended plan; ENDORSING STAFF COMMENTS ON SUB-REGIONAL PLAN 2 THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia, as follows: This Council endorses the attached letter to Ms. Carolyn Hyland Zeller at Virginia Department of Transportation, dated March 6, 1989, concerning the Town's requested revisions/additions to the recommended plan and map of the Northern Virginia Sub-Regional Plato PASSED this 14th day of March ATTEST: Clerk of Co~ .;1989. Map and Draft Tee_hnical Report of the Northern Virginia Sub-Regional Transportation Plan. It ia my understaodinS that Peter Stephenson stated at the March 3, 1989, Teo_hnlosl Committee meeting, that the Town of Leesburg's adopted transportation plan was not adequately incorporated in the draft Sub-Regional Phua map and report. Several omiaaions had previously been identified by Peter in December, 1988, and to our knowledge had been corrected. Therefore, I was surprised that the firmli~.ed tnap which was printed also cont-~ined the same omi.~ioz~s. At the December 2, 1988 Technical Committee meetir~, Mr. Bill Mann with Metropolitan Washin/ton Council of Governments had made several additions to the dra/t map, at Peter's direction Later that day, Peter transmitted by t~A~imile the attached information (Leesbur~s Transportation Policy Map showin~ Battlefield Parkway, as well as the adopted All.o~ment of the Dulles Toll Road Extension and its intersection with Battlefield Parkway) as backup material at Mr. Mann's request. Unfortunstely, because the Town was not properly notified in advance of the January 27, 1989, meetin~ of the T~hni~! Committee, when the Sub-Re/ional Plan Map was apparently f/rmlleed, Peter was unable to attend that meetin~ and review the official rasp for its accuracy. Therefore, the following additions to the Sub-Regional Plan Map and other documents are still required, as Peter previously requested: Battlefield Parkway (Route 654) needs to be added as a Principal Arterial and should be designated as a New Alignment; Interchanges with Battlefield Parkway and the following facilities need to be added and designated as Interchanges: a) Dulles Toll Road Extension (Route 267), b) East Market Street (Route 7), and c) Route 15 Bypass Nortl~ In addition, as per a recent letter from Mr. Thomas Mason, Director of Engineering and Public Works for the Town of Leesburg to Mr. Richard C. Lockwood of VDOT concerning the 1989 Statewide Highway Plan (comments attached), I request the followin~ also be reflected: Ms. Carolyn Hybrid Zeller Page #2 March 6, 1989 Sycolin Road (Route 643) from Route 7/15 Bypass to the south corporate limits needs to be designated as a Minor Arterial to be widened; Route 15 ~ North from the Route 7 interchange north to Battlefield Parkway needs to be designated as a Limited Access Facility to be widened; 5. Catoctin Circle needs to be des/gnated as a Minor Arterial to be widened; 6. Plaza Street Extension needs to be de~i~ated as a Minor Arterial-New Alignment; 7. A new Interchange at the Route 15 Bypass North and Edwards Ferry Road needs to be designated; o The following existing interchanges need to be designated for completion-' Route 7 at Route 7/15 Bypa~ b. Route 15 at Route 7 Bypass For your convenience, all of the above requested additions are graphically shown and numbered on the enclosed Recommended Plan Map. These additions, which accurately reflect our locally adopted transportation plan, are critical as they represent much needed improvements for the rapidly growing Town of Leesburg. In addition, it is then subsequently important to review the cost estimate numbers for sccuracy. Based on the Leesburg Town Plan 1986 (updated November, 1988), Leesburg's roadway improvement costs will total approxdmAtely 88.2 million dollars. Of this total, we are estimating a total VDOT contribution of $20 million ($1 million for 20 years-leaving our total funding needed at $68.2 million dollars). Without these needed additions, it will be difficult to recommend adoption of this Plan to our Mayor and Town Council. Thank you for your ass/stance.
