Special Session
December 19, 1989
® The Greencastle Common Council met in special session on
Tuesday, December 19, 1989 at 7:00 p.m. in City Hall. On call of
the roll the following members were shown to be present: Councilor
Tim Conway, Councilor Sue Murray, Councilor Bob Sedlack, Councilor
Mike Rokicki. Councilor Sheri Roach was absent. Also present was
City Attorney Larry Wilson.
The minutes of the November 14, 1989 meeting were distributed
to Council. Councilor Sedlack requested that a portion of page one
(1), paragraph twelve (12) be amended to read as follows:
"Councilor Sedlack moved that the ordinance be amended to exclude
the exceptions for Sundays on Spring Street between Poplar and
Walnut since there are no churches in the area." Councilor Sedlack
then moved to approve the minutes as amended. This motion was
seconded by Councilor Murray , and was carried by an aye unanimous
vote of members present.
The minutes of the November 15, 1989 meeting were distributed
to Council and Councilor Sedlack moved to approve the minutes as
written. This motion was seconded by Councilor Murray, and was
carried by an aye unanimous vote of members present.
The November Treasurer's report was presented to Council.
Councilor Sedlack moved to approve the Treasurer's report as
presented. This motion was seconded by Councilor Rokicki, and
carried by an aye unanimous vote of members present.
Ordinance 1989 -33, An Ordinance Amending Chapter 255 -20 of
Greencastle City Code - Holidays, was presented to Council and read
by title only. Councilor Murray moved to approve Ordinance 1989 -33
• as presented. This motion was seconded by Councilor Sedlack, and
was carried by an aye unanimous vote of members present.
Mayor Harmless declared Ordinance 1989 -33 to have been passed
and adopted this date.
Resolution 1.989 -28, A Resolution Approving Application to the
Small Cities Community Development Block Grant Community Focus
Fund, was presented to Council and was read in its entirety by
Mayor Harmless. Councilor Murray moved to approve Resolution 1989-
28 as presented. This motion was seconded by Councilor Sedlack.
Mayor Harmless noted that an income survey for the area to be
served by the grant may be necessary. On call for the question the
motion was carried by an aye unanimous vote of members present.
Mayor Harmless declared Resolution 1989 -28 to have been passed
and resolved this date.
Resolution 1989 -30, A Resolution Authorizing Transfer of Funds
Within Classifications of Appropriations in the 1989 Budget of the
City of Greencastle, was presented to Council and read in its
entirety by Clerk- Treasurer Berry. Councilor Murray moved to
approve Resolution 1989 -30 as presented. This motion was seconded
by Councilor Sedlack, and was carried by an aye unanimous vote of
members present.
Mayor Harmless declared Resolution 1989 -30 to have been passed
and resolved this date.
Resolution 1989 -31, A Resolution Authorizing Transfer of Funds
Between Classifications of Appropriations in the 1989 Budget of the
City of Greencastle, was presented to Council and was read in its
• entirety by Clerk- Treasurer Berry. Councilor Sedlack moved to
approve Resolution 1989 -31 as presented. This motion was seconded
by Councilor Murray, and was carried by an aye unanimous vote of
members present.

Mayor Harmless declared Resolution 1989 -31 to have been passed
• and resolved this date.
Presented to Council were two claims from Wilson & Wilson out
of the Industrial. Development Fund. One in the amount of $3,219.00
for legal services in regards to the Acorn project, and one in the
amount of $979.00 for legal services in regards to industrial
development. It was noted that both claims had been previously
approved by the Citizens Advisory Commission For Industrial
Development at their meeting of November 15, 1989. Councilor
Murray moved to approve and pay the claims as presented. This
motion was seconded by Councilor Sedlack. On call of the roll the
motion was carried by the following vote:

Councilor Murray
Dr. Gary Druckemiller, Superintendent of the Greencastle
School Corporation was present in the audience and commended the
Street Department and Mr. Jim Wright for their efforts in clearing
the streets early enough to allow buses to run in the morning. He
also indicated that the Southern Highway right -of -way agreement
between the school corporation and the city would remain in effect.
Councilor Sedlack thanked Dr. Druckemiller for his comments
and noted that one of the reasons that the street department has
been able to achieve success against the weather is the
determination of Council and the Administration to provide proper
equipment for the department.
Councilor Murray noted that it was good to hear positive
• comments from the community.
Councilor Rokicki distributed to Council for their review the
second draft of the proposed smoke detector ordinance and a copy of
the present nuisance ordinance.
With no further business, Councilor Sedlack moved for
adjournment. This motion was seconded by Councilor Murray, carried
by an aye unanimous vote, and the meeting was adjourned at 7:43 pm.
