Box 429 • Hillsborough, North Carolina 27278 919-732-2104 • Fax. 919-644-2390 MINUTES PLANNING BOARD July 1, 1997 PRESENT: John Taylor (chair), Richard Bradford, Joel Brinkley, David Daniel, Ed Gill, Jack Hughes, Louise Long PUBLIC: Margaret Hauth Taylor called the meeting to order at 6:35 PM. ITEM #2: Gill reported the Park Board is re -grouping since their requests for funding were not included in the approved budget. Hauth reported the BOA approved a site plan modification at the concrete plant. Hughes asked about Scotswood and Hauth said the Town Board would discuss it at their August meeting. Taylor asked the impact of the donation of the old racetrack property on the extension of Brady Road Hauth described the donation and its potential negative impact on the bypass's ability to be constructed.. ITEM #3: Hughes moved to approve the May minutes. Daniel seconded. VOTE: Unanimous. ITEM #4: Hauth introduced six proposed amendments to Section 10, Watershed protection. She noted that three are mandatory and three are recommended changes. She expressed some concern about item 4, but noted she would be able to get the necessary information in time for the August submittal date. Bradford asked if the word "incorporated" could be removed where it refers to homeowners associations. He noted that associations are not required to be incorporated and it does not have an effect on the ownership of the property. He added that, as corporations, some fail and the ownership of open space becomes tricky. Gill asked if this has an effect on the protected status of the property as open space. Bradford said it did not. Taylor asked if "diminutive" was sufficiently specific in item 2. After discussion, the members agreed that any attempt to be more specific would be more cumbersome. MOTION: Hughes moved to send the six amendments to public hearing. Brinkley seconded. VOTE: Unanimous. 1TEM #5: Hauth introduced the proposed amendments to the EDD manual. She noted the difficultly with the current use of "office" and "service" describing two types of business. She said the line between what is a service and what is an office is very fine. The current manual holds these two categories to two different performance standards and developers are trying to take advantage. The second set of amendments deals with the perimeter buffer and would eliminate it where it is a jurisdictional boundary with -EDD zoning on the other side. The last set simply updates information on utilities in the district. Brinkley asked about the sound levels and whether the document refers to where the measurement is taken. Hauth said she is unsure and would check before the next meeting. He asked whether the seating, requirement for general restaurants is accurate. He noted that the requirement is based on square footage and seating, which seems duplicative. Hauth agreed that it is a different calculation than the Town's Zoning Ordinance and she would call to clarify that point as well. MOTION: Bradford moved to send the amendments to public hearing.
