D . Woods reviewad in detail the summary chart for schcdul�2
of construction for the lower Windy Hill parking area ,
cmphasizing the following four main items nueding to be
developed and/or reviewed by the Town Council and District
Board : 1) the development agreement ; 2) the District ' s
Corprehensive Use and Management Plan; 3 ) the conditional.
use permit ; and 4) the site davelopment plan .
in response to E . Shelley ' s question cn whether visitors
are currently able to onter the Preserve from the lower
area , D . Woods responded that visitors are being encouraged
to use the road side parking on Pornola Road or to entei
the Prescrve from the Skyline Area and hike down. D . Hansen
roperted that District signs had been installed .
Discussion centered on access , grading that needud to be
jone on the patrol road, and construction of the 50-car
parking lot that would be restricted tc cars , with buses
and horse trailers having to use the Town Hall parking
area .
Jobst Brandt , 351 Middlefield Read, Palo Alto , encouraged
the relocation of the patrol road to a less steep area when
the road is graded.
Motion: N. Hanks moved that the Board adopt the
Preliminary Use and Management Plan for the Slobe
property addition to the Windy Hill Open Spac,,-
Preserve , including the naming , as contained in
report R-87-106 and indicate its intention to
dedicate the property as public open space with
the exception of approximately two acres near the
Portola Road frontage which will remain
undedicated for the potential purpose of
facilitating the Portola Valley ' s development of
a public street to comply with the Town ' s General
Plan . R. McKibbin seconded the motion . The
motion passed 5 to 0 .

should be October 21 rather than October 14 . N. Hanko
reported that Carol Harrington, coordinator for last year ' s
event , would not be available the first two wueks in
October .
Discussion contered on location, preferred timc and day of
Event . K. Duffy suggested that the Board try to set a
permanent time of year for this event to facilitate future
planning and scheduling . T. Henshaw volunteered to help
K. Duffy with planning of the event whild N. Hanko was
absent .
Motion: E . Shelley moved that the Board schedule the
Docent/Staff recognition event for Wednesday,
October 21 at approximately 500 P .M. , with the
Corrittee returning with location, budget , and
other details . T. Henshaw seconded the motion .,

vii . INFORMATIONAL REPORTS
H. Grench reported that Barbara Green, a former Director , had
been appointed to the Santa Clara County Parks and Recreation
Commission. He also reported that the annexation proposal , of
District lands in San Mateo County outside the District
boundaries , submizoed to San Mateo County LAFCO had been
approved by the San Mateo County Board of Supervisors by a vote
of 4 tc 1 and that the matter would now be referred for approval-
to Santa Clara County in October .
C . Britton reported that the petition for annexation of Hidden,
Villa Ranch land to the Purissina Hills Water District hai been
signed by the Genaral Manager .

Ray Hcsler , 304 O ' Conncr Street , Menlo Park , said that the first
meeting of W San Mateo County Trails Committee , chaired by
Harry Dean_ had mcr recently and that its purpose was to act as
a liaison with other agencies in the County .
