REFERRING AMENDMENTS TO THE SUBDIVISION AND LAND
DEVELOPMENT REGULATIONS TO INCORPORATE DESIGN AND
CONSTRUCTION STANDARDS MANUAL TO THE LEESBURG PLANNING
COMMISSION FOR PUBLIC HEARING AND RECOMMENDATION
WHEREAS, a 1988 consulting services contract was entered into by and between the Town of
Leesburg and William H. Gordon, Inc., of Reston, VA. to prepare a design and construction standards
marll~al for adoption as part of the Town of Leesburg's Subdivision and l~ud Development
Regulations; and
WHEREAS, approximately ten months later, following careful coordination among the
Department of Engineering and Public Works, the Department of Planning, Zoning and Development
and consultant, a design and construction standards mauual hms been prepared and received by this
WHEREAS, Leesburges design and construction manual win promote the health, safety and
general welfare of the public by assisting the professional design community in the preparation of
development plans and facilitating plan evaluation by public review agencies to ensure orderly, high
q, mllty development within the town in accordance with state and local statutes; and
WHEREAS, the adoption of this manual will also represent an important part of the Town of
Leesburg's efforts to shorten the review time for land development applications; and
WHEREAS, review of this document by the professional design community is an important
component of ensuring that the proposed regulations and construction standards are consistent with
the economic use of public and private funds and environmental q, ali~y; and
WHEREAS, this review and evaluation process will take approximately four months to
complete:

THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The "Design and Construction Standards Interim Guidelines", dated March, 1989,
ar.e hereby referred to the Planoing Commission for recommendation pursuant to Section 15.1.472
of the 1950 Code of Virginia, as amendech
SECTION II. The Planning Commission shah conduct a public hearing on the proposed manual
and report its recommendation to the Council within 120 days of this referral.
