HomeMy Public PortalAboutMIN-CC-2000-07-25MOAB CITY COUNCIL REGULAR MEETING July 25, 2000 The Moab City Council held their regular meeting on the above date in the Council Chambers of Moab City Offices, located at 115 West 200 South, Moab, Utah. Mayor Pro-Tem Joseph Lekarczyk called the Pre - Council Workshop to order at 6:30 p.m. Mayor Pro-Tem Lekarczyk called the Regular City Council Meeting to order at 7:00 p.m. Councilmember Kyle Bailey led in the Pledge of Allegiance. Also in attendance were Councilmembers Gregg W. Stucki and Kirstin Peterson; City Manager Donna Metzler, City Recorder Rachel Ellison, City Attorney Chris McAnany, Police Chief Michael NaVarre, Community Development Coordinator David Olsen, and Planning Commission Member Stanley Noorlander. Six (6) members of the audience and media were present. Councilmember Bailey moved to approve the Regular Council Meeting Minutes of June 13 and June 27, 2000. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. There were no Citizens to be Heard. Under Planning Update, Planning Commission Member Noorlander stated that the Planning Commission had recommended the request for a subdivision adjustment by Mike Smith and the request for a Home Occupation License by Dave Medara. Community Development Coordinator Olsen stated that the Skate Park grand opening would be Wednesday, July 26, 2000 at 4:00 PM. No Public Works Department Update was given. Under Police Department Update, Police Chief NaVarre stated that animal control flyers were being distributed in problem neighborhoods. Police Chief NaVarre also stated that patrol officers had been very busy, and that the Police Department had conducted a training at the Seekhaven Shelter. Councilmember Peterson moved to approve a Request by Canyonlands Fat Tire Festival Organizing Committee for Use of City Owned Property Located at 100 West Street to Conduct the Canyonlands Fat Tire Festival. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Councilmember Stucki moved to approve a Proposed Zone Change Located at 911 West 400 North from I-1 to R-4. Councilmember Bailey seconded the motion. The motion failed 1-3 nay with Councilmember Stucki voting aye. Councilmember Bailey moved to approve Proposed Ordinance #2000- 04 — An Ordinance Regarding the Permitting of Wireless Telecommunications Facilities. Councilmember Peterson seconded the motion. The motion carried 4-0 aye by a roll -call -vote. Councilmember Peterson moved to approve a request by the Southern Utah Wilderness Association to Hold an Amplified Music Event at Old City Park on September 16, 2000. Councilmember Bailey seconded the motion. The motion carried 4-0 aye. LOCATED AT 100 WEST STREET BY CANYONLANDS FAT TIRE FESTIVAL PROPOSED ZONE CHANGE LOCATED AT 911 WEST 400 NORTH FROM I-1 TO R-4, FAILED ORD #2000-04 -REGARDING THE PERMITTING OF WIRELESS TELECOMMUNICATIONS FACILITIES, APPROVED SOUTHERN UTAH WILDERNESS ASSOCIATION REQUEST TO HOLD AN AMPLIFIED MUSIC EVENT AT OLD CITY PARK, APPROVED Councilmember Peterson moved to approve a request by the Red Rock REQ BY THE RED ROCK STARS SHOW TEAM TO USE THE Stars Show Team to Use the Rotary Park Millcreek Pathway on October 26 through 28, 2000 to Hold a Fundraising Event with the condition that adjoining property owners be notified and are agreeable to holding the event and that the applicable event fees be paid. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Councilmember Bailey moved to approve a request by Music of Moab to Hold an Amplified Music Event at Old City Park on September 28, 2000. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Councilmember Bailey moved to approve a request for a Home Occupation License for Dave Medara, d.b.a. Moab Desert Adventures, Located at 801 East Oak Street to Conduct a Guide Service/Rock Climbing Business. Councilmember Peterson seconded the motion. The motion carried 4-0 aye. Councilmember Bailey moved to approve a request for a Subdivision Adjustment by Mike Smith. Councilmember Peterson seconded the motion. The motion carried 4-0 aye. Councilmember Peterson moved to approve Change Order #1 for the 200 South Waterline Project. Councilmember Bailey seconded the motion. The motion carried 4-0 aye by a roll -call -vote. City Manager Metzler made a presentation regarding Possible Funding for a Moab Bypass Feasibility Study. Discussion followed. Councilmember Bailey moved to approve a request for a Fee Waiver of Pet Licensing Fees for Dog Days for the month of August 2000. Councilmember Peterson seconded the motion. The motion carried 3- 1 aye by a roll -call -vote with Councilmember Stucki voting nay. City Manager made a presentation regarding the City Hall/Old Middle School Project. Discussion followed. Councilmember Peterson moved to approve the Consulting Services Scope of Work Agreement with Montgomery Watson Engineering for Drinking Water Source Protection Plans for an amount not to exceed $30,000. Councilmember Stucki seconded the motion. The motion carried 4-0 aye by a roll -call -vote. There was no Correspondence to be read. Under Administrative Reports, City Manager Metzler distributed a written report. Under Mayor and Council reports, Councilmember Bailey stated that he had attended an Atlas partnership meeting and that earth would be moved onto the tailings pile to start wicking water out. Councilmember Bailey also stated that Senator Bennett was lobbying to move the tailings pile. Councilmember Peterson stated that she had attended a lighting meeting with the Park Service, Al McLeod and Lillian Makeda. Councilmember Peterson stated that there had been a good dialogue for support of protection of the night skies. Councilmember Peterson also stated that there would be a cooperative effort with San Juan County. Councilmember Stucki moved to pay the bills against the City of Moab in the amount of $207,058.74. Councilmember Bailey seconded ROTARY PARK MILLCREEK PATHWAY, APPROVED WITH CONDITIONS REQUEST BY MUSIC OF MOAB TO HOLD AN AMPLIFIED MUSIC EVENT AT OLD CITY PARK, APPROVED HOME OCCUPATION FOR DAVE MEDARA, D.B.A. MOAB DESERT ADVENTURES, LOC. AT 801 E. OAK STREET, APPROVED REQUEST FOR A SUBDIVISION ADJUSTMENT BY MIKE SMITH, APPROVED CHANGE ORDER #1 FOR THE 200 SOUTH WATERLINE PROJECT, APPROVED DISCUSSION REGARDING POSSIBLE FUNDING FOR A MOAB BYPASS FEASIBILITY STUDY FEE WAIVER OF PET LICENSING FEES FOR DOG DAYS FOR THE MONTH OF AUGUST 2000, APPROVED DISUSSION REGARDING THE CITY HALL/OLD MIDDLE SCHOOL PROJECT CONS. The motion carried 4-0 aye by a roll -call -vote. Councilmember Bailey moved to adjourn. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Mayor Pro-Tem Lekarczyk adjourned the Regular Council Meeting at 8:55 PM. MOTION TO ADJOURN ADJOURNMENT
