RESOLUTION OPPOSIblG PROPOSED RATE INCREaSE-
MIDDLESEX WATER COMPANY
WHEREAS, Middlesex Water Company has filed a petition with the New Jersey Board
of Public Utilities for approval of the revised tariff sheets which provide for an increase
in its charges for water service; and
WHEREAS, the overall increase is 17:82% above the adjusted annual pro forma revenues
for the year ending December 31, 2003; and
WHEREAS, the proposed rates provide for increases to all classes of customers; and
NOW, THEREFORE, BE IT RESOLVED that the .M.~yor and Council of the Borough of
Carteret hereby oppose the proposed Midd!esex,Wai~i: Company rate increase; and
BE IT FLrRTHER RESOLVED that the Mayor and Council urge all residents who wish
to voice their opinion on Middlesex Water Company's petition, to attend a Public
Hearing scheduled for March 29, 2004, 7:00 P.M. to be held at Woodbridge High School,
Woodbridge, New Jersey.

of such Notice of Public Hearing is being mailed today to all parties on the Service
Lists below. A Certificate of Service is attached for your reference.
Copies of the Petition and Exhibits in this matter have previously been
served upon each party listed in the attached Service List B, as well as being
served upon the Department of Law and Public Safety and upon the Director,
Division of Ratepayer Advocate. Proof of such service is contained in the
attached Certificate of Service dated November 5, 2003.
Also enclosed is a copy of the Suspension Order dated December 10, 2003
issued by the Board of Public Utilities in this matter. A copy of such Suspension

NOTICE OF FILING OF A PETITION FOR APPROVAL OF
AN INCREASE IN RATES FOR WATER SERVICE AND RELATED APPROVALS
TO OUR CUSTOMERS
PLEASE TAKE NOTICE that on November 5, 2003 Middlesex Water Company (Company), pursuant
to N.J.S.A. 48:2-21, filed a Petition with the Board of Public Utilities (Board) of the State of New
Jersey for approval of revised tariff sheets which provide for an increase in its charges for water
service. The Company believes that this increase is necessary in order for it to be able to continue to
provide safe, adequate and proper service to its customers and to prevent the impairment of its financial
integrity.
The Company is requesting an overall increase in revenues of $8,014,874 or 17.82% above the adjusted
annual pro forma revenues for the year ending December 31, 2003 and to make other revisions of the
Company's tariff.
l'he proposed rates provide for increases to all classes of customers including General Water Service,
Municipal Service (Public Fire Service), Private Fire Service, Service Under Contract, Special Contract
Service, and Transmission Service to the South River Basin. The proposed rates for all customers are
contained in the tariff sheets and petition filed with the Board. The present and proposed rates for
quarterly billing for General Water Service are as follows:

Quarterly facilities charges have been revised as follows:
Fixed Charge
All general metered water service customers shall pay a fixed service charge based on the size of each
meter installed, in addition to the charge for the water used, if any.

AN AVERAGE RESIDENTIAL CUSTOMER USING 2,700 CUBIC FEET (20,196 GALLONS) OF
WATER PER QUARTER WILL SEE HIS/HER BILL INCREASE FROM $76.72 TO $90.28, AN
INCREASE OF $13.56 OR APPROXIMATELY 17.82%.
5illing shall be based on the facilities charge (fixed charge) plus consumption charges for each period.
The Company proposes to increase current rates for Private Fire Service by approximately 17.82%.
The Company proposes to increase rates for Municipal Service (Public Fire Service) by approximately
31.9%, as the proposed annual hydrant charge will increase from $370.35 to $488.64 and the inch foot
charge will remain unchanged.
Any relief determined by the Board to be just and reasonable may be allocated by the Board to any class
or classes of customers of the Company in such manner and, in such amounts or percentages, as the
Board may deem appropriate. The Board may choose to impose a greater portion of the increase on any
present or future class or classes, group or groups of customers, may exclude from any increase any of
the foregoing, or may vary the amount of percentage increase applicable to any of the foregoing.
PLEASE TAKE FURTHER NOTICE that Middlesex Water Company intends to implement, subject to
any refunds that may be ordered by the Board, the proposed tariffs for service on and after August 15,
2004 if the Board has not finally determined a just and reasonable tariff schedule prior to that date.

Middlesex Water Company (Middlesex or Company}. a public utility of the State of New Jeffrey

The increase in rates was proposed to become effective on December 15. 2003. The Petitioner
does not seek intedm relief pending linal Oelermination on said petition.
PelJtioner also notified the Board that it wilt implement the proposed tales on August 15. 2004.
on an interim basis, pumuant to law, it' the Board has suspended the effective date of the new
rates pursuant to N.J.S.A 48:2-21, but not finally delermined a new just and reasonable tariff
prior to August 15, 2004.
It appearing that the proposed revisions will increase existing rates and changes c~' alter existing
classifications in Petitioner's tariff, it is HEREBY ORDERED that:
(1) Pursuant to _N.J.S.A. 4-8:2-21, the Proposed revisions be. and are suspended until
April 15, 2004. unJess the Board enor to that cla~e makes a determination disposing
of Ihe petition;
(2) Petitioner shall, at least ten (1 O) days prior to the dam set' for hearings on the petition
