SPECIAL MEETING AUGUST 6, 2001 The Information, Inc. of the City of Lynwood met in a Special Meeting at 11330 Bullis Road on the above date at 9:40 a.m. Vice Chairman Sanchez presiding. Directors Byrd, Rea, Reyes and Sanchez answered the joint roll call for agencies. Chairman Richards was absent. Also present were City Manager Davis, City Attorney Calsada, and Clerk Hooper. Treasurer Pygatt was absent. Clerk Hooper announced that the agenda had been posted in accordance with the Brown Act. PUBLIC ORAL COMMUNICATIONS NONE Item #4: Strategic Plan and Implementation 4• Proposed Parking Meter Zone-Clarification on Definition Assistant City Attorney Jeremy March stated to Directors that the city does not ~: have to get permission from Cal Trans for the parking meters unless the meters are installed on State highways, which are owned by Cal Trans. Jeremy also - ~ discussed the definition of highways, and the distinction between regular highways and state highways. Stated that there is no definition of state highways in the California Vehicle Code. Treasurer Pygatt arrived at 9:44 a.m. Chairman Richards arrived at 9:45 a.m. Director Rea discussed Imperial Highway being relinquished back to the city in the 1960's. Directors discussed the jurisdiction of the Highway Patrol. Assistant City Attorney March stated the Ordinance has to specify zones. Director Byrd asked that the Ordinance being brought back be held off until Directors can meet and discuss the locations to be specified for the installation of the parking meters. ;, Public Works Director Wang stated Directors needs to specify zones and rates. Stated these particulars can be finalized at next Mondays Special Meeting before ~ the Ordinance is submitted. Director Reyes discussed the parking of large trucks on Lilita and Benwell Avenues. Stated large trucks are parking in residential areas throughout the city. Asked what is being done about this problem. Discussed recently visiting Mexico and that they (Mexico) have big blocks of cement is residential areas to keep out large trucks. Stated Parking Enforcement needs to be more active in residential areas. p~099 Director Byrd asked Director Reyes how emergency vehicles get in to areas in Mexico if large vehicles don't have access in residential areas. Vice Chairman Sanchez discussed the presentation at last weeks meeting from Parking Enforcement relating to some of the same issues he brought up. City Manager Davis stated that staff is preparing a report with alternative strategies for addressing this issue.
