There were present: Dr. Leonard and Messrs. Collins and Stokely Absento Messrs. Beatty and Brown Also present was W;H. Webb, Village Manager. The minutes of the previous meeting of July 20, 1953. were read and approved. 'Mr. Webb informed the council that some of residents had chased athletic equipment.fdr the village children'and inasmuch sa,the village did not have any land that could be used fore piavgronrd he`auggested he would ask the Board of Governors of the Pal Harbopr.Club.if a.por ion of the Club grounds 'could be used. it was moved by Mr, Stolely,�,aeconded:by Mr. Collins and unanimously voted that Mr. Webb be autherieed te;contact the Dfreetors,o$ the Club and if permission .was granted the village:covld erect goal posts and a.baseball stop. SEPTEMBER 21, 1953 The Council of Bel Harbour Village met at the Administration Building, Monday, September 21, 1953, at E:00 o'clock P. M, ` There were present: Dr. Leonard and Messrs. Beatty, Collins and Stokely Absent: Mr. Brown Also present were W. H. Webb, Village Manager; Mary'.Wetterer,, Village Clerk; and Pied Baisden, Village Attorney. • The minutes of the previous meeting of August 24, 1953 were read and approved. The Clerk read a Resolution commending Mr; Edward.G; Stokely for his service to the village as councilman and retiring mayor. awes moved by Mr. Beatty, Seconded 'by Mr. Collins and unanimously passed that yhis Resolution be printed, framed and presented to Mr. Stokely. .Mr. Baisden explained that at the last session of the -Florida Legislature a bill had been passed known as Senate Bill #99$,;abolishing the°right of annexation of Neighboring territory by all Dade County multi cipalities; He said that North Miami Beach had written a:letter:'asking . that we join then in fighting the legality of:the bill,' After discussion it was moved by Mr. Stokely, seconded by Mr. Beatty and unanimously voted that inasmuch as Bat Harbour Village was bound by our Charter and nature].` ibeundaries as to territorial-limite it would not be proper to spent tax- payer's'moneys to enter such a litigation. Mr; Webb read a letter from Mr. George Whittaker stating•that Miami Beach Heights had complied with the cerncilts requests for'imprcnmmento: to be made on the land resubdivided at the north end. 'Mr. Webb Said:all the requirements.bad been met except on the east side of,Collins,Avenue,. He told the•council that Miami Beach. Heights were now working on,the.,2ast piece, - of land in that section and would no doubt complete -these imProvements"whea- Tract *pit was ready to be put on record. It was moved by Mr.`'Stokely, seconded.Mr. Beatty and carried that the letter be acknowledged.' Dr. Leonard then signed.a Proclamation submitted by the Builder's Association of South Flotida regarding National Home Week. Mr. Webb then explained to the council that according to our Charter, during the last month of the fiscal year, funds can be transferred from one department to another.wdth consent of the council --to balance out, the budget; He said he wenld, dike to have $3,000.00 transferred:from the department of Parks And:Public Buildings to the Streets and. Sanitation Dept, On motion of Mr. Beatty, seconded by . Collins and unanimously passed the e' transfer was authorited. The councilmen present were .then tended their salaries of $1.0 - each for the fiscal year ending September 30, 1953. Mr. Webb told the council that Dade County was ready to turn the old access road east of Collins Avenue back to Miami Beach Heights so tbat they could develop Tract "GH. He said that it was necessary to secure the permission of the United States Corps of Engineers to erect a bulkhead.ontthe` oceanfront, and inasmuch as part of the property was then public property Mr. Surveil° to conserve tige petitioned the Engineers in the mkt of Bel Harbour Village. It was moved by Mr. Stokelylneconded by Mr. Beatty, that the council approve the action of Mr. Zurwelle. Mr. Webb explained that Zurwelle-Whittaker, Ine,.as engineers for Miami Beach Heights, Inc., had Submitted a sketch of the work the corporation proposed to do. The council unanimously agreed to approve the work outlined. Mr. Webb said When the State'Road'Oepartment started the,cOn;.. struction of the Bakeirs:BaUlover bridge they ordered all utilities removed from the easements east of Collins Avenue. He said that all that was - salvaged of the sanitary sewer line were the manhole covers. New the line must be extended to take care of the cabana development for the Kenilworth. He said he,had Written Mr. Kirkeby and advised him that be could have the line put in himalf or the village would have the work done Which would be a lien against the lot payable in two years at 0 interest. Be said that he bad been advised that Mr. Roy France bad been accepting bias for this work, bit that the prides bad come in at A Very high figure. He asked the council to authorize him to get bids on,extending the sanitaryeemer line In front of Lot 15 of the Ocean Front Section. It wasmoved:byMr. Beatty, seconded by Mr. nd unanimously passed that Mr. Webb be authorized to proceed as outlined Collins,;Ind thereby establish an assessment lien. chargeable' to theabutting property owner. . The Village Manager explained to the council that at the last session of the Legislature a,biik was passed setting up pensiOnfunds for pilicempn and in 1939en act bad been pessed,getting up pension fouls for fireeen. He said that under these bills cities could obtain binds by utilizing a 1% tax on certain types of insurance premiums. He suggested that it was perhaps time to hire an actuary to check into plens.for pollee, fire, and all other municipal employees.
