The Hillsborough Planning Board has forwarded a proposal to the Town Board on
sidewalks and walkways for future subdivisions. The Town Board deferred action on this
proposal in its August meeting. While there are many good reasons for sidewalks, the proposal
by Centex Homes to place over 200 homes in a fairly narrow corridor behind Wildwood Estates
serves as a good example of why sidewalks may be needed to insure the safety of pedestrian
traffic. For this development to be viable from a traffic management standpoint, it will be
necessary to provide access to Oakdale West. This will create a residential avenue from New 86
to Old 86. One can anticipate that traffic from both the subdivision itself and the larger
community will make this avenue something of a thoroughfare. The high density of proposed
homes along this thoroughfare strongly recommends a sidewalk requirement. Unfortunately, by
acting on the re -zoning request which made this subdivision possible, before acting on the
sidewalk proposal, the Town Board has created the prospect that sidewalks would not be
installed. I strongly urge fellow members of the Planning Board and the Town Board to insure
that this possibility does not become a reality. Even apart from the issue of safety, it is important
that we think through the consequences of major growth on the quality of residential life in
Hillsborough. Those of us fortunate enough to live in a section of town where sidewalks
presently exist appreciate how much they add to one's enjoyment of their neighbors and of the
community at large. Now is the time to take the steps necessary to insure that others also can
experience these benefits.

MINUTES
PLANNING BOARD
October 6, 1998
PRESENT: John Taylor (chair), Richard Bradford, Joel Brinkley, David Daniel, Pip Merrick
PUBLIC: Tony Gaffey, Rob Weintraub, Margaret Hauth
Taylor called the meeting to order at 6:40 PM.
ITEM #3: Bradford moved to approve the September minutes as written. Daniel seconded.
VOTE: Unanimous
ITEM #4: Hauth introduced the revised preliminary plans for Beckett's Ridge. Gaffey explained the changes
since the last meeting. Bradford asked the intended use of the open areas shown on the plans.
Gaffey noted they are passive open spaces. Hauth noted that the ordinance groups all open space
together and does not require different types. Gaffey noted that the areas marked ` w1b" are the
wet land boundary areas. Small areas can be disturbed without a permit and the area on lot 172
will be disturbed.
Daniel said that he looked at the topography and the southern most area of the development is
most likely to impact Wildwood. Gaffey noted that they are designing a facility behind lot 114
to limit the impact off-site. He also described the stormwater improvements planned along the
rail corridor to address run-off from both developments.
Merrick asked whether a couple of lots could be set aside for playgrounds. Weintraub said they
would look into it. He noted that they found the wildflower area mentioned at the hearing and
have included it in the open space area. Merrick suggested that lot 168 might make a good play
area. Bradford asked that the areas be varied by size and targeted age group.
The members discussed walkways, sidewalks, and the possibility of easements to shortened the
walk necessary to reach open areas and other lots.
MOTION: Bradford moved to recommend approval of the preliminary plan with the following conditions:
1) water, sewer, and stormwater plans approved; 2) one or two pedestrian easements connecting
roads "g" and "1"; 3) trail or sidewalk along road "1"; 4) create no less than 2 additional pocket
park areas for active recreation; and 5) include pedestrian access over easement between lots 188
and 189. Taylor seconded.
VOTE: Unanimous.
Bradford asked that the dedication of land be added to a future agenda, specifically when and how
to ensure someone does get title to it. Taylor adjourned the meeting at 7:50PM.
