Lockport Street Plainfield, IL 60544 IN THE BOARDROOM Agenda A.CALL TO ORDER, ROLL CALL, PLEDGE B.PUBLIC COMMENTS (3-5 Minutes) C.BUSINESS MEETING 1.APPROVAL OF THE AGENDA 2.EXECUTIVE SESSION - Seeking Board consideration of a motion to adjourn to Executive Session as permitted under the Open Meetings Act under Section 2 (c)(1) to discuss the appointment, employment, compensation, discipline, performance, or dismissal of employees or legal counsel, and under Section 2 (c)(5) to discuss property acquisition, to reconvene. 3.MOTIONS TABLED FROM THE MAY 20, 2021 SPECIAL MEETING - a)Seeking Board consideration of a motion to remove items 3b-3e from the Table. b)Seeking Board consideration of a motion to direct the Finance Director to stop pay on any checks written and not cashed as of 7:00 p.m. on May 17, 2021 for any and all severance packages, and to cease and desist from drafting any new severance paychecks without the express permission and direction of the of the Plainfield Village Board of Trustees. c) Seeking Board consideration of a motion to direct the IT Department Director to reactivate the email of Administrator Murphy and to remove the “auto reply” feature that is currently in place. d) Seeking Board consideration of a motion to direct the Mayor not to interfere with the work of the Plainfield Village Manager, Brian Murphy. e)Seeking Board consideration of a motion to extend the contract for Administrator Brian Murphy for a period of two years under the same terms and conditions, salary to be discussed. 1 Special Meeting and Committee of the Whole Workshop Page - 2 4.INTERIM VILLAGE ADMINISTRATOR - a) Seeking Board consideration of a motion to remove the item from the table. b) Seeking Board consideration of a motion to appoint an Interim Village Administrator. 5.SPECIAL MEETING STIPEND - Seeking Board consideration of a motion to forgo the Trustee stipend payment for the May 20, 2021 Special Village Board Meeting. REMINDERS - •June 7 Village Board Meeting – 7:00 p.m. •June 10 Historic Preservation Commission – 7:00 p.m. •June 14 Next Committee of the Whole Workshop – 7:00 p.m. •June 16 Evening with the Mayor – 6:30 p.m. at Settlers’ Park Amphitheater 2 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on May 10, 2021 Boardroom/Virtual Mayor Argoudelis called the meeting to order at 7:00 p.m. Board Present: Trustee Benton, Trustee Calkins, Trustee Kalkanis, Trustee Larson, Trustee Ruane, and Trustee Wojowski. Others Present: Brian Murphy, Village Administrator; Michelle Gibas, Village Clerk; Jim Harvey, Attorney; Allen Persons, Public Works Director; Jon Proulx, Planning Director; Jessica Gal, Planner; Lonnie Spires, Building Official; Joan Meyers, Attorney; and John Konopek, Chief of Police. Trustee Kalkanis moved to approve the Minutes of the Committee of the Whole Workshop and Executive Session held on April 12, 2021. Second by Trustee Wojowski. Vote by roll call. Benton, yes; Calkins, yes; Kalkanis, yes; Larson, yes; Ruane, yes; Wojowski, yes. 6 yes, 0 no. Motion carried PRESIDENTIAL COMMENTS No Comments TRUSTEE COMMENTS Trustee Larson reminded everyone that the downtown businesses will be open during the closure of Lockport Street for the refresh project. PUBLIC COMMENTS Clerk Gibas noted that four (4) public comments were submitted: Kim Farbak, Lenny’s Gas N Wash, submitted an email in favor of video gaming. Jamie Littel, Moe Joe’s, submitted an email in favor of video gaming. Paul Hamiti, Nabby’s Restaurant, submitted an email in favor of video gaming. David Barriball, Uptown Tap & Eatery, submitted an email in favor of video gaming. WORKSHOP 1) HISTORIC PRESERVATION COMMISSION AWARDS Mr. Bortel, Chairman of the Historic Preservation Commission, gave a presentation highlighting Downtown Plainfield, adaptive re-use properties, façade improvements, East Side Historic District, and potential landmark nominations. Mr. Bortel presented the 2021 Architectural Details Award to 24012 W. Commercial and the 2021 Landscape/Streetscape Ward to the Village of Plainfield Public Works Department. Mr. Bortel then highlighted some adaptive re-use properties in the Business Transition District and some coming attractions. 2)LICENSING OF RAFFLES AND VIDEO GAMING Administrator Murphy stated that staff is seeking input and direction from the Village Board regarding the possible development of two Ordinances, one establishing a licensing system for raffles and the other amending the Liquor Ordinance to allow for video gaming. Trustee Benton reviewed some information that he collected regarding revenues and policies from the State of Illinois and surrounding municipalities. Trustee Benton stated that he was in favor of having video gaming. Trustee Wojowski expressed concern regarding video gaming and was not in favor. Trustee Wojowski also expressed concern regarding signage. Trustee Wojowski suggested bringing the video gaming question as a referendum. Trustee Larson wanted more information on raffles. Trustee Larson expressed concern regarding the video gaming legislation regarding its proximity to churches and schools and not being fair to all businesses. Trustee Calkins stated that he was in favor 3 Village of Plainfield Committee of the Whole Meeting Minutes – May 10, 2021 Page 2 of video gaming. Trustee Kalkanis expressed concern that the state legislation puts some businesses at a disadvantage, expressed concern regarding video gaming at gas stations, and would only support video gaming if the ordinance was extremely restrictive. Trustee Ruane expressed concern regarding video gaming and stated he was not convinced that video gaming is good for the Village. Trustee Ruane expressed concern regarding licensing of raffles making it more difficult for organizations. Mayor Argoudelis stated that he has heard from several business owners in favor of video gaming, and pointed out that those businesses in favor may not be qualified to have video gaming under the State regulations. It was the consensus of the Board to have staff continue researching video gaming and raffle licensing and to bring the information back to the Board at a future meeting. Mayor Argoudelis read the reminders. Trustee Larson moved to adjourn to Executive Session as permitted under the Open Meetings Act, under Section 2 (c)(1) to discuss the appointment, employment, compensation, discipline, performance or dismissal of employees or legal counsel, not to reconvene.
