Home My Public Portal AboutResolution 2018-41, Accepting A Proposal For Purchase Of Firefighter Airpac Units From Municipal Emergency Services, Deer Creek, Illinois For Riverdale Fire Department RESOLUTION NO. 2018-41 RESOLUTION ACCEPTING A PROPOSAL FOR PURCHASE OF FIREFIGHTER AIRPAC UNITS FROM MUNICIPAL EMERGENCY SERVICES, DEER CREEK, ILLINOIS FOR THE RIVERDALE FIRE DEPARTMENT FOR THE CITY OF RIVERDALE, IOWA . WHEREAS, the City Council of the City of Riverdale ("City') authorized its Fire Department ('Department") to solicit proposals for replacement Airpac SCBA units and related equipment for its firefighters; and, WHEREAS, the Department had solicited proposals from numerous suppliers over the preceding year before receipt of a proposal from Municipal Emergency Services, Deer Creek, Illinois which was at a cost significantly lower than other providers and met the performance and equipment interoperability expectations of the Department; and, WHEREAS, Municipal Emergency Services provided two quantities of equipment for consideration by the Council, as follows: A. 15 units with related equipment for an amount of$94,800.00 as proposed on quote number QT1219862, dated 11/15/2018 or B. 22 units with related equipment for an amount of$139,040.00 as proposed on quote number QT1219862, dated 11/15/2018; and, WHEREAS, having reviewed the above proposals for comparability, the Department recommends purchase of either 15 or 22 units as determined by the City Council for the amount quoted. NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, SCOTT COUNTY, IN THE STATE OF IOWA: Section 1. That the quotes from Municipal Emergency Services cited hereinabove above shall be made part of and are hereafter a part of this resolution. Section 2. We have be in contact with two different vendors that sells two different type of SCBA'S. Currently our SCBA'S are 19 to 20 years old and do not meet the new NFPA 1852 standard on SCBA'S. We currently do not have enough face mask for all of our current fire fighters at this time. In the next year or two we are going to have to replace 44 breathing air cylinders. This is due to the breathing air cylinders no longer can be hydro tested. The current breathing cylinders are 30 min bottles and with the new standard our low air alarm goes off at 25 percent now. This gives us about 15 min in heavy working conditions and then we will have to back out and send a new crew in. Sandry Fire sells MSA which the City Council has seen a demo of. MSA has a lot of add ones. For an example we can have a built in thermal imaging camera, tracking system, quick connect for the air bottles. We would have to buy new equipment for how we would fill the air bottles now. A 45 min bottle for MSA is about an inch bigger then what we have now. MES fire sells SCOTT which this is the current brand the fire dept. uses at this time. connection to fill, the new SCBA'S will meet the standard. The fire dept. would like to stay with the current brand we have now. That would be SCOTT. The training on them and to get them in service limited time. Which if we went with MSA the training would be a longer period of time. Scott offers a 5.5, 45 min breathing air cylinder. Which isn't much bigger then what we have now. This would allow our crews to work longer in heavy working condition and not have to switch out crews as soon. We would like to get this approved by the end of the month due to the fact of the deals we are getting are up November 30th 2018.
