IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council President Robyn Keyes, Council Member Rob Geray, Council Member Dan Gubler, Council Member Kathy McNamara, Public Works Director Zech Prouse, Police Chief Shannon Basaraba, Building Inspector Allen Eldridge, and City Clerk Julie Hammond. ABSENT: Treasurer Amy Sullivan. VISITORS: Madison Stolworthy. Iona Day Celebration — Sasha Belliston: Ms. Belliston was not present for the meeting. Mayor's Youth Advisory Council (MYAC) Report: MYAC Secretary Madison Stolworthy reported to Council regarding the Association of Idaho Cities (AIC) Youth Conference she and Jessie Chatterton attended. She stated that they learned about unified vision during one of the workshops and the importance and fun of service while at the Idaho Youth Ranch. Council Member Geray asked about the representation from different cities. MYAC Secretary Stolworthy indicated that most were from surrounding areas such as Caldwell, Meridian, and Middleton as well as Iona. Mayor Andersen stated that there were cities attending from further away last year and that next year there should be more in attendance because Iona and Ammon had officially joined their MYAC groups. Youth from Idaho Falls were scheduled to attend this year but pulled their registration prior to attendance. Clerk Hammond asked if they had learned anything from other youth in attendance. MYAC Secretary Stolworthy indicated she learned how they set up their councils. Mayor Andersen and Clerk Hammond had discussed fundraisers with youth from the other cities. Council President Keyes remembered attending a leadership camp when she was younger and how beneficial it was to her and future leaders. Mayor Andersen wished Delegates were able to attend some of the classes offered in the youth track; citing the "Danger of Social Media" workshop. Reports Police Department: Chief Basaraba explained that with his current financial situation he would need to move to a weekday schedule during the school year. He stated that Kayla Key, Iona's Animal Control Officer, would be on duty nights and weekends. Chief Basaraba also indicated that it made no sense for Kayla not to be able to handle situations that arise. He suggested having her get certified to handle situations and code enforcement. There is no cost for the training as long as she stays employed for two years. Chief Basaraba also provided a pay scale that the City of Idaho Falls follows. He stated that it is easier for both employee and employer not to have to negotiate wages annually. Chief Basaraba stated that he would like to stick around but that he would need a day schedule. Council Member McNamara stated that the City doesn't want to lose him, the citizens depend on him. Mayor Andersen stated that it would need to be discussed in executive session. Council President Keyes agreed. Public Works: Public Works Director Prouse reported on the Smith Property that the City would like to purchase to put a well or water tank on. He stated he met with Ethan Smith to look at the north-east corner of the property. Director Prouse verified ownership on the property and spoke with Schiess & Associates on the elevation. He stated that Schiess would do a geology and hydrology check, if good they could do a water study for approximately $1,000 to $2,000. Director Prouse indicated that two acres would be enough land for a well or water tank, citing Idaho Falls new water tank next to the Bush plant. Director Prouse would check with Schiess on ownership and permission to access the road to the property. Council Member McNamara suggested getting a comparison from an appraiser on the purchase price of the property. Public Works Director Prouse reported that the generator grant was denied. Director Prouse looked into covering the ditch that runs on the eastside of Iona Square because of a citizen's request to make the road safer when large vehicles park along there during baseball. He stated that the piping materials alone were $10,500 with a clean out every 100'. Director Prouse asked if the City wanted to go ahead with the one way alleys. Council Member Gubler stated that people on Longhurst want their alley to continue as a two way alley. Mayor Andersen stated that we should get the public's input. Director Prouse indicated that all alleys should be consistent. Council Member McNamara asked if making alleys one way was necessary. Chief Basaraba stated that the City would be responsible for accidents. Director Prouse suggested a public hearing or town hall meeting. Director Prouse reported on the splash pad. He stated that they had removed the sod today. The City would trade the sod for part of the cement work. Director Prouse stated that Schiess would put together a bid package for the parking lot at Pioneer Park; as soon as it was finished he would send it out to bid. Mayor Andersen asked that there be no scheduling of Pioneer Park during July 14-28, 2014, due to the installation of the splash pad. Animal Control: Chief Basaraba introduced Kayla Key, Iona's new Animal Control Officer, and asked her to tell a little about herself She stated she had received an Associates of Applied Sciences in Horse Training and Management and had worked for Bonneville Joint School District #93. Chief Basaraba stated that an educational letter would be going out with the newsletter informing citizens of how to get a hold of Animal Control Officer Key. Building Department: Building Inspector Eldridge stated that the Building Department was busy with three sets of plans currently on his desk. He reported that there was only one lot left on Sawmill in the Mountain Ridge Subdivision. Inspector Eldridge had been in contact with Brandon Lee, Country Haven Representative, regarding weed control and chip sealing in the Country Haven Subdivision. Mr. Lee stated that they would live up to their end of the deal. Inspector Eldridge had reported to Mr. Lee that several contractors were trying to purchase lots in the subdivision but they wouldn't come down on the price of their lots. Mr. Lee indicated that they were ready to sell the whole subdivision. City Office: Clerk Hammond reported Planning & Zoning's (P&Z) recommendation on the Bryan's Single Sewer Service request. P&Z had recommended approval to Council with the understanding that the Bryan's were responsible for the sewer line from the main to their property, including clean -outs every 100' with a protective covering, maintenance, and repairs on the line. Clerk Hammond reported P & Z's recommendation on the Nu'r Subdivision Annexation Plan. P&Z recommended approval to Council for ratification of the Nu'r Subdivision Annexation Plan. Clerk Hammond also reminded everyone of tomorrow night's Capital Investment Plan Town Hall Meeting. Adjourned 6:55 p.m. Mayor Andersen and City Counsel, This letter is to request some changes to the Iona Police Department that will benefit the Iona Police Department and its employees. As everyone is aware, I have had an incident in my personal life that has made me realize certain things with this department need to be in place if I am to stay. I am not going to be able to financially work nights and weekends during the school year anymore. I may be able to do this in the short term but I will not be able to in the long term. If it is a requirement, I will unfortunately need to look for work elsewhere. I do not make enough money to afford the child care costs if that was required of me. The Iona Police Department has recently hired a part time Animal Control Officer named Kayla Key. I did not voice my concerns about what was decided on as a job description for this position at the original discussion due to the fact that I was not expecting to work here much longer. However, since the current changes in my life I have voiced my concerns with this position to Mayor Andersen, Councilwoman Keyes, and Councilman Gubler. If we are going to pay an Animal Control Officer $15.00 per hour it only makes sense that this individual is certified to handle any situation that may arise during the course of their work. We are a small town and because of that, we all need to be a jack of all and have the ability to handle a variety of items that may arise on any given day. I am asking the mayor and council to consider making my position a full time day shift working between Monday and Friday. I would also ask everyone to consider making the Animal Control Officer position a certified police officer position at some time in the very near future. This position may begin as a part time position; however, it would still maintain its primary focus as animal control. This position would work primarily in the afternoons, evenings, and weekends. This would allow us to have police coverage throughout the majority of the week and also give me the opportunity to remain working for the City of Iona. The last request I have is to accept the salary chart that is attached to this letter. Almost every police department that I am aware of has a salary chart that clearly defines your positions pay and the step increases you make as you remain with this department. As of right now I have an annual bargaining clause in my contract, however, negotiating ones salary is not a comfortable position to be in. This chart would take that away from both the employee and mayor/council. The City of Iona has been very fair with its employees and I do not want to act as if I am ungrateful in any way. The salary chart relieves me and all police department employees from having to argue pay changes annually and doing salary comparisons. Idaho Falls has the citizen staff to do this annually while Bonneville County does it on the request of its commissioners, therefore, the Sheriff has the ability to adjust ones hourly as he sees fit for what he considers a pay inequity. This is clearly shown in the fact that the accepted Sergeants annual salary is $63,865 and Lieutenants annual salary is $72,819. The two numbers do not fit on the supposed guidelines for sergeant and lieutenant. However, I have been informed that the sheriff usually does not make these adjustments until an officer gets to the sergeants position.
