HomeMy Public PortalAboutMIN-CC-2000-11-14MOAB CITY COUNCIL REGULAR MEETING November 14, 2000 The Moab City Council held their regular meeting on the above date in the Council Chambers of Moab City Offices, located at 115 West 200 South, Moab, Utah. Mayor Pro-Tem Joseph Lekarczyk called the Pre - Council Workshop to order at 6:30 PM Mayor Pro-Tem Lekarczyk called the Regular City Council Meeting to order at 7:00 PM; Audience member Andy Klein led in the Pledge of Allegiance. Also in attendance were Councilmembers Gregg W. Stucki, Joseph Lekarczyk, Kirstin Peterson and Kyle Bailey; Deputy Recorder Danielle Shumway, Zoning Administrator/Planning Assistant Debra Gilger, Police Chief Michael NaVarre and Public Works Director Brent Williams. Twenty-two (22) members of the audience were present. There were no minutes to approve There were no Citizens to be Heard. Under City Planning, Zoning Administrator/Planning Assistant Gilger stated the new Planner would begin work on December 4th. She requested there be a joint City Council/Planning Commission meeting on December 14th Under Public Works Department Update, Public Works Director Williams stated bike racks had been installed in various places in town. Public Works Director Williams reported some businesses had complained about the bike racks and that those racks had been removed. Public Works Director Williams stated that there would be no medians installed on 500 West. Under Police Department Update, Police Chief Michael NaVarre stated that the call volume for October was down. Police Chief NaVarre also stated that he had applied for and received a grant in the amount of $6,000. This money will be used for a video camera to be installed in one of the new patrol cars. Councilmember Sweeten asked what effect the new seizure law would have on the Drug Task Force. Police Chief NaVarre stated he did not have an answer for that at this time. Councilmember Peterson stated she wanted to recognize Police Chief NaVarre for his contribution to the Community. Councilmember Bailey moved to approve a Special Event License for Canyonlands Arts Council to Conduct a Holiday Craft Fair on December 2, 2000. Councilmember Sweeten seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to approve a Temporary Class III Beer License for Michael Vogel, d.b.a. City Market Located at 425 South Main Street. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to approve a Home Occupation License for Dennis Mogensen, d.b.a. Hillside Electric, Located at 369 Hillside Drive to Conduct an Electrical Maintenance Business. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. REGULAR MEETING & ATTENDANCE APPROVAL OF MINUTES CITIZENS TO BE HEARD PLANNING UPDATE PUBLIC WORKS UPDATE POLICE DEPARTMENT UPDATE APPROVAL OF SPECIAL EVENT LICENSE FOR CANYONLANDS ARTS COUNCIL FOR HOLIDAY CRAFT FAIR APPPROVOL OF TEMP CLASS III BEER LICENSE FOR MICHAEL VOGEL, D.B.A. CITY MARKET APPROVAL OF HOME OCCUPATION LICENSE FOR DENNIS MOGENSEN D.B.A. HILLSIDE ELECTRIC Councilmember Bailey moved to table Approval of Proposed Ordinance #2000-09 — An Ordinance Regarding Conditions for Professional Offices. Councilmember Peterson seconded the motion. The motion carried 5-0 aye. Councilmember Peterson moved to award the Parks Department One -ton Truck Bid in the amount of $26,623.65 to Certified Ford. Councilmember Sweeten seconded the motion. The motion carried by roll -call -vote 5-0 aye. Under Reading of Correspondence, Councilmember Stucki stated he had received complaints about the blue arrows indicating water connections in his neighborhood. Public Works Director Williams stated he would look in to it. Under Administrative Reports, a written report was submitted by City Manager Metzler. Under Council Reports, Councilmember Sweeten stated he had met with Dale Pierson, who has received federal funding for Arches Special Service District. Councilmember Sweeten also stated he would like the City to consider Skakel Springs as a water supply for Arches Special Service District. Councilmember Stucki moved to approve the bills against the City of Moab in the amount of $718,016.74. Councilmember Sweeten seconded the motion. The motion carried by roll -call -vote 5-0 aye. Councilmember Sweeten moved to adjourn the meeting. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Mayor Pro-tem Lekarczyk adjourned the Regular City Council Meeting at 7:55 PM. APPROVAL OF PROPOSED ORD #2000-09-AN ORD REGARDING CONDITIONS FOR PROFESSIONAL OFFICES AWARD OF PARKS DEPT.
