RECEIVING AND REFERRING THE APPLICATION OF SYCOIJN BUSINESS
PARK GENERAL PARTNERSHIP FOR REVISION OF THE PROFFERS
PERTAINING TO #ZM-58 TO THE PLANNING COMMISSION FOR PUBLIC
HEARING UNDER CHAPTER 11, TITLE 15.1 OF THE CODE OF VIRGINIA, AS
AMENDED.
WHEREAS, Rezoning #ZM-58 was approved by Council Ordinance #85-0-30 for the site
commoniy referred to as the Richlyn Development; and
WHEREAS, proffer number 9 of that ordinance states:
"9.
The principal uses proposed for Parcels A and B-1 shall be llmi%ed to the following
percentages:
warehousing 30%
office 30%
research & development manufacturing 30%
a,,xiliary 10%
This proffer does not restrict the property owners rights to modify these percentages
through the proffer amendment process in response to future m~keting considerations."
WHEREAS, an application has been received from Sycolin Business Partnership to request an
amendment and addition to the proffered condition #9 to read as follows:
9.(a)
The principal uses proposed for the 17.5 acres which is a portion of Parcel B-1 shall be
limited to the following, warehousing, office, research and development, manufacturing and
augilia~y uses which shall not exceed 10 percent of the total gross floor area
THEREFORE, RESOLVED by the Council of the Town of Leesburg in ~mgir~a as follows:
SECTION I. The petition of Sycolin Business Partnership for amendment of proffers for 17.5 acres
identified as Tax Map #60(5)1B and 2, approved as part of #ZM-58 for amendment and addition to
proffer #9 as shown above, and assigned rezoning application #ZM-113, is received and referred to the
Planning Commission for recommendation under Chapter 11, Title 15.1 of the Code of Virgini~ as
amended.
SECTION II. A joint public hearing on this application shall be held by the Town Council and the
Planning Commission, following which, the Planning Commi~.sion shall have 30 days after the public

hearing to msi~e a recommendation to the Council. This joint public hearing shall be held October 2~
at 7:30 p.m. in the Council Cbsmbers, 10 Loudoun Street, S.W. The Clerk of the Council shall advertise
this hearing on -'0c~cob~e~5 ' and .1~ 1989 in the Loudoun Times-Mirror.
