HomeMy Public PortalAbout10 - 2019-10 - COMMISSION ON HUMAN RELATIONS RESOLUTION 2019-10 A RESOLUTION ESTABLISHING A GREENCASTLE COMMISSION ON HUM• N RELATIONS WHEREAS, a prosperous community,which seeks to enhance and unify its economic development and quality of life,must ensure that the needs and voices of all of its citizens and vi.itors are heard; WHEREAS, openness and inclusion are characteristics of a city that must be vigilantly a a dressed, just as business development and sustainability are; WHEREAS, the city has confirmed, in Resolution 2015-6 and Resolution 2018-5,that it is a priority to welcome and promote diversity and inclusion among its citizens and visitors; WHEREAS, Resolution 2009-5 created a highly successful Sustainability Commission hich has resulted in not only a more sustainable community but one that allows for local economic growt ; and WHEREAS, the Common Council desires to create a similar body as an established part of Greencastle city government,to promote the understanding and inclusion of all its citizens and v'sitors as was expressed in Resolution 2015-6 and hereby creates a Commission on Human Relations. NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL OF THE CIT OF GREENCASTLE that, in the interest of fostering an inclusive and understanding community,th:i e is hereby created a Human Relations Commission as follows: Human Relations Commission 1. Public Policy and Purpose. The Greencastle Commission on Human Relations is he eby established to enhance the quality of life for all of its citizens and visitors. Specifica ly,the Commission is charged with leading the city of Greencastle in building an open and nclusive community by doing the following: a. Aiding the City in ensuring compliance with title VI and the Americans Wit a Disabilities Act(ADA); b. Ensuring compliance with local, state and federal laws; c. Providing a resource for those who need assistance from state and federal ag-ncies, not-for-profit organizations and other sources,relating to Title VI and the A*A; d. Reporting to Council as requested,but no less that once annually; e. Providing a resource for those who seek to make Greencastle a more diverse and inclusive community; f. Aiding businesses in creating inclusive environments if they want and seek assistance; and, g. Conducting audits of city property, facilities and programs to minimize barri-rs to inclusion and to ensure all employees and public participants have proper support and access to public programs and facilities. 2. Membership. a. The Commission shall consist of seven members committed to the Public Ps licy and Purpose of the Commission. Three shall be appointed by the Common Cou cil,two by the Greencastle Community School Board; and two by the Mayor. The I ounty Commissioners may send a representative,who shall act as an ex-officio me ber. The Commission shall have the authority to appoint ex-officio members at it. discretion,by majority vote of the Commission. All ex-officio members shal 1 be non-voting. If any of the appointing agencies fail to make appointments wit'in thirty days,the positions shall be filled by the Mayor. b. All Common Council and Mayoral appointments must reside within the city limits, while school board appointments and County Commissioner appointments gay reside in that governing body's jurisdiction. While the City should seek to c eate a diverse commission,no specific requirements are placed upon the appointments. c. The City's ADA Coordinator/Title VI Representative shall serve as an Ex-Oficio member and the Administrator of the Commission. d. All appointments are for three years, except the first appointments shall be a. follows: one city council appointment shall serve for one year, one for two ears, and one for three years; the school board appointments shall serve for one y:ar and three years; and the Mayor's appointments shall serve for two years and thre• years; e. A member may be removed by a majority vote of the Commission based upn poor attendance. The appointing authority shall replace the removed member wit in thirty days,pursuant to subsection a., above. 3. Voting. A majority of the Commission shall constitute a quorum. 4. Rules and Procedures. The Commission shall create its own operating rules and pro,edures.
