Greencastle City Hall Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Adam Cohen, Stable Langdon, Steve Fields, Mark Hammer, Gary Lemon and Dave Murray. Tyler Wade absent. III. Public Petitions and Comments: None. IV. Special Requests: A. Street Request- Girls Youth Softball-Becky Hunsinger- Motion by Adam Cohen to approve the street request on August 10, 2019 as presented, second by Stacie Langdon, 6-0, motion carried B. Street Closure Request-Midwest Muscle Car Challenge- Motion by Steve Fields to approve the street closure as presented, second by Stacie Langdon, 6-0, motion carried. C. Street Closure Request— Putnam County Mural Project- Eric Freeman and Chris Flegal- Motion by Adam Cohen to approve the use of shoulder near the silos on Veteran's Highway. However, they must get approval from Brad Phillips, Tom Sutherlin and Laurie Hardwick for any use of the shoulder area to make sure it is safe at all times, second by Stacie Langdon, 6-0, motion carried. V. . Department Reports: A. Cemetery— Ernie Phillips B. Engineer— C. Fire Department— John Burgess D. Park and Recreation — Rod Weinschenk E. Planner— Scott Zimmerman F. Police Department—Tom Sutherlin G. Department of Public Works — Brad Phillips H. Water & Wastewater Department— Oscar King I. City Attorney - Laurie Robertson Hardwick VI. Reports A. Mayor's Report- Mayor updated the council on the following items: • July 4th plans are under way and the city will be using the same fireworks company that does fireworks in Bainbridge. • Thank you to Jack's and Republic in providing free dumpsters and trash disposal for our Clean City Day. • Congratulations to the Greencastle Middle School and High School in their successes at the Academic Bowls. • Thank you for your patiences in the neighborhoods as DePauwr and the City works on Locust Street. • Land has been purchased for the new community center • Public meeting will be held on May 23 at 6:30 to discuss the community center. The YMCA staff, YMCA board and the architect will be here to answer questions and hear concerns. • SR 231 Potholes- INDOT is planning on coming through and doing overlay on 231. B. Clerk-Treasurer's Report- Budget time is approaching. Gary Lemon, Mark Hammer and Gary Lemon volunteered to meet with the Mayor and Clerk-Treasurer to oversee the 2020 budget process before it comes to the whole Common Council. C. Councilors' Report- Stacie Langdon invited every on to come out to the Memorial Day 5K run at the Cemetery and the Memorial Day Ceremony on May 27 Steve Fields encouraged everyone to follow the speed limits during this time with all the construction going on in our community Mark Hammer asked everyone to please stay ahead of their mowing. Dave Murray would like parking downtown be reviewed in the near future. VII. Approval of Minutes A. Regular Session-April 11, 2019 B. Special Session- April 15, 2019 Motion by Adam Cohen to approve the April 11, 2019 regular minutes and the April 15, 2019 special session minutes as presented, second Gary Lemon, 5-0, motion carried. Mark Hammer abstained since he was not present. VIII. Approval of City Claims A. Motion by Mark Hammer to approve claims as presented, second by Steve Fields, 6-0, motion carried. IX. Old Business X. New Business A. Ordinance 2019-3 (First Reading)- An Ordinance Amending the text of the City of Greencastle, Indiana Zone Ordinance - Motion by Gary Lemon to approve Ordinance 2019-3 as presented on first reading, second by Mark Hammer, 5-0, motion carried. Steve Fields abstained. B. Resolution 2019-2- A Resolution Transferring Police Canine to Putnam County Sheriff's Department. -- Motion by Dave Murray to approve Resolution 2019-2 as presented, second by Adam Cohen. A motion by Gary Lemon to amend the original motion to change the selling amount from $3,000 to $3,250, second by Dave Murray, 6-0, motion carried. Gary Lemon called the question vote was 4-1, motion carried. Mark Hammer voted against and Stacie Langdon abstained. C. Council Scholarship- Reminder that council needs to submit their payment to the Community Foundation. XI.
