Greencastle City Hall Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Stacie Langdon, Steve Fields, Tyler Wade, Mark Hammer, Gary Lemon and Dave Murray. Adam Cohen was absent. III. Public Petitions and Comments: None. IV. Special Requests: A. Street Closure Request-PCCS and Greencastle Art Council- Andrew Ranck- Motion by Dave Murray to approve the street closure request as presented, second by Mark Hammer, 5-0, motion passed. Stacie Langdon abstained. B. Street Closure Request- DPU- First Year Experience- Julia Sutherlin a. August 16, 2019- Withdrawn b. August 18, 2019- Motion by Stacie Langdon to approve the new street closure as presented, second by Tyler Wade, 6-0, motion carried C. Noise Ordinance Request- First Year Experience- Julia Sutherlin a. August 17, 2019 b. August 18, 2019 c. August 19, 2019 Motion by Tyler Wade to approve all the noise ordinance request as presented, second by Stacie Langdon, 6-0, motion carried. D. Street Closure Request-Putnam County Fair Parade- Nancy Michael- Motion by Steve Fields to approve the street closure as presented second by Gary Lemon, 6-0, motion carried. E. Street Closure Request- DePauw University-Matthew Abtani- Motion by Dave Murray to approve the street closure as presented second by Steve Fields, 6-0, motion carried. F. Street Closure Request- Celebrate 4- Bill Dory- Motion by Dave Murray to approve the street closure as presented second by Mark Hammer, 6-0, motion carried. G. H. Street Closure Request- Greencastle Music Fest- Motion by Gary Lemon to approve the street closure as presented second by Stacie Langdon, 6-0, motion carried. I. Street Closure Request- Daniel Builder- Motion by Gary Lemon to approve the street closure as presented second by Mark Hammer, 6-0, motion carried. V. . Department Reports: A. Cemetery— Ernie Phillips B. Engineer— C. Fire Department— John Burgess D. Park and Recreation — Rod Weinschenk E. Planner— Scott Zimmerman F. Police Department— Tom Sutherlin G. Department of Public Works — Brad Phillips H. Water & Wastewater Department — Oscar King I. City Attorney - Laurie Robertson Hardwick VI. Reports A. Mayor's Report- Mayor updated the council on the following items: • DePauw has updated the Mayor with street closures during construction • YMCA meeting was well received by public • Campus link trail will have ribbon cutting soon • Weather has not been great for pool • Sidewalk project underway • Touch a Truck is Saturday morning B. Clerk-Treasurer's Report- Just got back from our ILMCT conference and SBOA state called meeting. Received the legislative updates and emphasis being placed on capital assets. C. Councilors' Report- Stacie Langdon reported the Memorial Day 5K run at the Cemetery and the Memorial Day Ceremony was a great family event and very successful. Steve Field enjoyed opening night of the music in the park and glad to see curbing going in on Seminary Street. Dave Murry would like a list of all trash complaints to be complied and addressed with Republic. VII. Approval of Minutes A. Regular Session-May 9, 2019- Motion by Mark Hammer to approve the May 9, 2019 minutes as presented, second Stacie Langdon, 4-0, motion carried. Steve Fields left the meeting and returned after vote. Tyler Wade abstained. VIII. Approval of City Claims A. Motion by Mark Hammer to approve claims as presented, second by Dave Murray, 5-0, motion carried. Stacie Langdon abstained. IX. Old Business A. Ordinance 2019-3 (Second Reading)- An Ordinance Amending the Text of the City of Greencastle, Indiana Zoning Ordinance - Motion by Stacie Langdon to approve Ordinance 2019-3 as presented on second reading, second by Gary Lemon, 5-1, motion carried. Steve Fields voted no. X. New Business A. Greencastle Economic Development Area Tax Increment Request 2019 pay 2020 — Motion by Dave Murray to capture one hundred percent (100%) of all the TIF dollars, second by Gary Lemon, 4-2, motion carried. Mark Hammer and Steve Fields voted no. Xl. Adjournment Motion by Gary Lemon to dismiss at 8:45 PM, second by Tyler Wade, 6-0 motion carried. 1111.illiam A. Dory, Mayor ATTEST: Aor Ly da R.
