REGULAR MEETING
November 28, 2000
The Moab City Council held their regular meeting on the above date in
the Council Chambers of Moab City Offices, located at 115 West 200
South, Moab, Utah. Mayor Karla Hancock called the Pre -Council
Workshop to order at 6:30 PM
Mayor Hancock called the Regular City Council Meeting to order at 7:00
PM; Public Works Director Brent Williams led in the Pledge of
Allegiance. Also in attendance were Councilmembers Joseph Lekarczyk,
Kirstin Peterson, Rob Sweeten Gregg W. Stucki and Kyle Bailey; City
Manager Donna Metzler, City Recorder/Assistant City Manager Rachel
Ellison, City Treasurer Laurie Ramstetter and Police Chief Michael
NaVarre. Twenty (20) members of the audience and media were
present.
Councilmember Sweeten moved to approve the Regular Council
Meeting Minutes of October 10, October 24 and November 14, 2000.
Councilmember Peterson seconded the motion. The motion carried 4-0
aye.
Under Citizens to be Heard, Jolene Welch stated that there were City
trees on Bowen Circle that were causing sewer problems and that fences
and foundations were being torn up. Ms. Welch stated that it costs $60
to $90 every time the sewer needs to be cleaned out and inquired if the
City will pay for that.
Councilmember Sweeten stated that the Council would direct Public
Works Director Williams to look into how to fix the problem.
Beulah Edwards stated that she also lived on Bowen Circle and that she
had called about the mess in front of her yard every spring and that tree
roots are headed for her foundation.
Under City Planning, Heather O'Hanlon gave a planning update.
Under Public Works Department Update, Public Works Director
Williams stated that city crews had been striping streets and that 500
West would be engineered to have two travel lanes, two park lanes and
one bike lane on the west side.
Under Police Department Update, Police Chief Michael Navarre stated
that he had met with the Utah Department of Transportation (UDOT)
four times to discuss the traffic light problems. Police Chief NaVarre
stated that UDOT was concerned with keeping the north/south traffic
flowing smoothly. Police Chief NaVarre also stated that the pedestrian
button was out of order at Center and Main Street, and that UDOT had
ordered parts to fix it. Police Chief NaVarre then stated that the call
volume for the month was down and that traffic enforcement was up.
A presentation was made by the Utah Municipal Clerks' Association to
City Recorder/Assistant City Manager Ellison of her Certified Municipal
Clerk Award.
A presentation was made by Kim Peterson of Peterson and Associates of
the Fiscal Year 1999-2000 Annual Audit.
Councilmember Sweeten moved to accept the Fiscal Year 1999-2000
Independent Audit of the City of Moab. Councilmember Stucki
seconded the motion. The motion carried 5-0 aye by a roll -call -vote.

ACCEPTED
Councilmember Lekarczyk moved to approve Proposed Resolution # 18-
2000 — A Resolution Amending the Fee Schedule for Wastewater
Treatment Services for the Grand Water and Sewer Service Agency.
Councilmember Peterson seconded the motion. The motion carried 4-1
aye by a roll -call -vote with Councilmember Sweeten voting nay.
Councilmember Bailey moved to approve the 2001 Redevelopment
Agency Meeting Schedule. Councilmember Sweeten seconded the
motion. The motion carried 5-0 aye.
Councilmember Lekarczyk moved to approve the 2001 Regular City
Council Meeting Schedule. Councilmember Sweeten seconded the
motion. The motion carried 5-0 aye.
Councilmember Sweeten moved to approve the 2001 City of Moab
Holiday Schedule. Councilmember Peterson seconded the motion. The
motion carried 5-0 aye.
Councilmember Sweeten moved to table the review of Grand County
Solid Waste Management Special Service District #1 Proposed 2001
Budget. Councilmember Stucki seconded the motion. The motion
carried 4-1 aye with Councilmember Lekarczyk voting nay.
Councilmember Peterson moved to approve a Request for Funding
Allocation for Sole Source Aquifer Designation Petition.
Councilmember Sweeten seconded the motion. The motion carried 5-0
aye by a roll -call -vote.
Under Reading of Correspondence, Mayor Hancock stated that she had
received a complaint regarding drainage on 500 West and that City
Crews had been patrolling the area to resolve problems.
Under Administrative Reports, a written report was submitted by City
Manager Metzler.
Under Council Reports, Councilmember Lekarczyk stated that he had
attended a meeting at the Moab Arts and Recreation Center with a
concerned citizen group regarding State Trust Lands Administration and
Johnson's Up -on -top. Councilmember Lekarczyk also stated that he
would like to see the City express views on water protection and send a
proclamation or resolution to the State of Utah.
Mayor Hancock stated that she had attended the legislative policy
committee meeting.
Councilmember Sweeten stated that he had been approached by KZMU
for an alternate site for cellular towers.
Councilmember Stucki requested a joint workshop meeting with the
Planning Commission on December 4, 2000.
Councilmember Stucki moved to approve the bills against the City of
Moab in the amount of $65,883.40. Councilmember Sweeten seconded
the motion. The motion carried by roll -call -vote 5-0 aye.
Councilmember Lekarczyk moved to adjourn the meeting.
Councilmember Sweeten seconded the motion. The motion carried 5-0
aye.
Mayor Hancock adjourned the Regular City Council Meeting at 9:52
PM.
