HomeMy Public PortalAbout1998-05-04 Annual Town Mtg ReportReport of the ANNUAL TOWN MEETING May 4, 1998 In accordance with the warrant, the Annual Town Meeting was held in the Brewster Elementary School Cafetorium, Monday, May 4, 1998. The meeting was called to order at 7:00 p.m. by the Moderator, Stephen L. Doyle. The Tellers were Althea E. Ailing, Jean Gage, June Gallant, Ruth Hanlon, Eleanor Nielsen, and William Nielsen. The Checkers were Carolyn H. Chase, Germaine I. Cummins, Ann Golini, Elizabeth Hardy, Dorothy D. Leone, Sharon Morgan, Janet Norton, Peter Norton, Sherry A. Ryder, John Unger, and Mildred Unger. A quorum was present. The Town Clerk, Joan K. Cole, read the Annual Town Meeting Warrant and the return of the Warrant. There being no objection, the Moderator dispensed with the reading of all the articles. MOTION: I move that the Town vote to approve the Consent Calendar as printed in the warrant, which includes Articles number 1, 2, 3, and 4. ACTION: ADOPTED ANNUAL REPORTS ARTICLE 1. To act upon the Annual Town Report of the Board of Selectmen, Town Officers and/or other Special Committees, or to take any other action relative thereto. (Board of Selectmen) MOTION: Moved under the consent calendar. ACTION: ADOPTED HERRING FISHERIES ARTICLE 2. To see if the Town will vote to take no action regarding its Herring or Alewife Fishery, or to take any other action relative thereto. (Alewife Committee) MOTION: Moved under the consent calendar. ACTION: ADOPTED CHAPTER 90 ROAD MAINTENANCE FUNDING ARTICLE 3. To see if the Town will vote to appropriate a sum of money made available as provided under the Chapter 901oca1 road and highway money from the Commonwealth of Massachusetts, said funds shall be expended to repair and resurface certain Town roads and their appurtenances under the direction of the Board of Selectmen, or to take any other action relative thereto. (Board of Selectmen) MOTION: Moved under the consent calendar. ACTION: ADOPTED COMPOST BIN GRANT REVOLVING FUND ARTICLE 4. To see if the Town will vote to reauthorize the Home Composting Bin Account Program in accordance with Section 53E 1/2 of Chapter 44 of the General Laws; to deposit revenues generated from the sale of compost bins into the revolving fund to purchase additional compost bins; and to authorize the Board of Selectmen during the ensuing fiscal year to enter into contracts and expend from this revolving account an amount not exceeding the funds on deposit in the account or the limits set by statute, or to take any other action relative thereto. To see if the Town of Brewster will vote to amend the Code of the Town of Brewster by adding the following as Chapter 48, Article VI, Section 48-10, as follows: The Town will address the placement of articles on the Town Meeting Warrant by Lottery on the Town Meeting floor. All articles shall be placed in a "fish bowl" or other suitable container to be drawn randomly by the Town Moderator, each article to be considered according to its sequence in the drawing process, or to take any other action relative thereto. (Citizens Petition) MOTION: I move that the Town vote to approve Article 33 as printed in the warrant. ACTION: DEFEATED PROPERTY TAX REDUCTION ARTICLE 34. To see if the Town will vote to direct the Board of Selectmen to place the following question on the ballot for a special election: "Shall the Town of Brewster be required to reduce the amount of real estate and personal property taxes to be assessed for the fiscal year beginning July first, nineteen hundred and ninety-nine by an amount equal to $2,000,000.00? Yes or to take any other action relative thereto. 1 No (Citizens Petition) MO- TION: To see if the Town will vote to approve Article 34 as printed in the warrant, except that the amount shall be changed from $2,000,000.00 to $250,000.00. MO_ TION: I move that the Town vote to indefinitely postpone consideration of Article 34. ACTION: ADOPTED TO INDEFINITELY POSTPONE RACIAL DIVERSITY SCHOOL DEPARTMENTS ARTICLE 3S. To see if the Town will vote to adopt the following resolution: Whereas, according to official school district reports for 1996-97 filed with the Massachusetts Department of Education (Ed Reform System Staff Report October 1, 1997), the Nauset Regional School District employees 132 teachers of whom only one is a teacher of color; Whereas, according to official school district reports for 1996-97 filed with the Massachusetts Department of Education (Ed Reform System Staff Report October 1, 1997), the Town of Brewster employs forty-seven teachers, of whom only one is a teacher of color; Whereas, the Equal Opportunity and Discrimination policy of the Nauset Regional School District, adopted on March 20, 1996, states: "The school districts will continue to develop a system of positive steps to recruit, retain, and promote a qualified staff that reflects the cultural diversity in the community, and in the society at large." Whereas, it is important that children experience racial and ethnic diversity in their public school teachers, so they may learn to live effectively in amulti-cultural, democratic society; Therefore, the citizens of Brewster request that the Superintendent of the Nauset Regional School District, the Nauset Regional School Committee, the Brewster School Committee, and the Principals of Nauset High School, Nauset Middle School, Eddy Elementary School, and the Stony Brook Elementary School, be proactive and assertive in their recruitment and hiring of qualified teachers of color. or to take any other action relative thereto. (Citizen's Petition) MOTION: I move that the Town vote to approve Article 35 as printed in the warrant. ACTION: ADOPTED REAL ESTATE EASEMENT ARTICLE 36. To see if the Town will vote to convey, for no consideration, to Peter and Carol Trull an easement over a portion of the Town land adjacent to the Belmont Park housing development, to require the recording of a plan to show the location of the easement area and to authorize the Board of Selectmen to determine the easement's location, to permit Peter and Carol Trull to install and maintain a private well, pump, and water lines, or to take any other action relative thereto. (Board of Selectmen) MOTION: I move that the Town vote to approve Article 36 as printed in the warrant. ACTION: ADOPTED STABILIZATION FUND ARTICLE 37. To see if the Town will vote to add a sum of money to the Stabilization Fund and to raise and appropriate and/or transfer from available funds a sum of money for this purpose, or to take any other action relative thereto.
