ITEM #2: Comments from the Chair. • Committee Reports ITEM #3: Approval of May 5 and May 28 minutes. ITEM #4: Recommendation to Town Board regarding zoning of newly annexed parcels: a) 105.63 acres that is a portion of Fox Hill Farm (part of Tax Map 5.13..14) from county Residential -1 to town R-20. b) 85.85 acres on the west side of NC 57 owned by Freeland heirs and Phelps (parts of Tax Map 4.4..6 & 4.2..1) from county AR to town AR. C) 24.72 acres at the intersection of NC 86 and US 70 Business (Tax Map 4.40.A.9) from county Industrial -2 to town General Industrial. ITEM #5: Continued discussion of requiring sidewalks/walkways. Box 429 • Hillsborough, North Carolina 27278 919-732-2104 9 Fax: 919-644-2390 MINUTES PLANNING BOARD June 2, 1998 PRESENT: John Taylor (chair), Richard Bradford, Joel Brinkley, David Daniel, Jack Hughes, Louise Long, Pip Merrick, Chris Quinn, George Sagar PUBLIC: Margaret Hauth Taylor called the meeting to order at 6:32 PM. ITEM #2: Sagar reported that the Board of Adjustment approved site plans for an ATM in the North Hills Shopping Center, an addition to St. Matthews Episcopal Church, and for Hardwood Design (cabinet manufacturer) to locate in Cornerstone Park. Hauth noted the Park Board did not meet. Hughes reported that the Vision 2010 update task force is drafting a document and process to solicit public input. ITEM #3: Bradford moved to approve the minutes as written. Merrick seconded. VOTE: Unanimous. ITEM #4a: Hauth introduced the zoning of the portion of Fox Hill Farm recently annexed into town. She noted that the owner had requested R-20 for design flexibility in lot width, as was stated at the public hearing. Taylor noted that the comments from the hearing were more about the impact of annexation and development on the surrounding properties and not specifically to the zoning. Hauth noted that larger lot zoning like R-40 or AR could be placed on the property without further hearing. Sagar voiced his support for R-40 zoning in that it supports the Vision 2010 statement of encouraging a variety of housing types and densities. He noted its rare for the town to get a request for a larger lot subdivision. Bradford agreed and noted that R-40 is more compatible with the current county designation which may facilitate subdivision review. MOTION: Sagar moved to recommend to the Town Board that the Fox Hill Farm property be zoned R-40 to avoid significant conflicts with county regulations during the subdivision review process in the future. Quinn seconded. VOTE: Unanimous ITEM #4b: Hauth introduced the zoning of a portion of the Phelps and Freeland heirs properties that were recently annexed into town. She noted the land is zoned AR under the county and the owners wished to maintain that. She added there were no public hearing comments on this request. MOTION: Sagar moved to recommend to the Town Board that the Phelps and Freeland properties by zoned AR. Brinkley seconded. VOTE: Unanimous ITEM #4c: Hauth introduced the zoning of the newly annexed Hines Liner property. Daniel asked about extra requirements on the property to protect the appearance of this entrance into town. Hauth noted that an overlay district was created for this purpose, but it has not been applied to any piece of property. Hauth said the district had not been applied yet because she had not received direction from the board to actively zone properties, possibly without the owners' consent. Sagar asked whether the property would be subject to the conditions simply because it meets the district criteria (being along a town entranceway) and Hauth said it would not. Hauth noted that there is minimal benefit to the Town of placing the overlay on a property zoned industrial as the PB 6/2/98, page 2 majority of the requirements are use -based, and the prohibited uses are also prohibited in GI. The members discussed whether to make the overlay on condition on the zoning. They agreed to recommend the condition and directed Hauth to check with the Town Attorney for advice about whether the overlay can be implemented without further hearing. MOTION: Sagar moved to recommend to the Town Board that the Hines Liner property be zoned General Industrial with the understanding that the property is also subject to the requirements of the Entranceway Overlay district. Hughes seconded. VOTE: 8-1, with Bradford opposed ITEM #5: Hauth introduced the discussion of amending the subdivision regulations to require sidewalks and/or walkways in all developments. The members agreed to proceed with the amendments now rather than complete the whole package with landscaping discussions and delay. Brinkley asked about the wording changes from sidewalk to walkway and Hauth agreed to clarify the references. Hughes suggested adding a section under subsection d to note that something less than a paved sidewalk will be considered in certain circumstances. The members further agreed that sidewalks should be separated from the street pavement by curb and gutter. The members agreed to complete deliberations on the proposed amendments at the July meeting.
