ENDORSING A NORTHERN VIRGINIAREGIONALJAILFACILITY
WHEREAS, the Chief Administrative Officers of the Northern Virginia Planning District
Commission met with the Northern Virginia Sheriffs in January, 1989, to discuss jail crowding in the
region; and
WHEREAS, the Sheriff's Technical Committee was formed to study the concept of construction
of a regional jail facility for sentenced minimum security i~m-tes serving six years or less; and
WHEREAS, the Chief Administrative Officers received the interim report and recommendations
of the Sheriff's Technical Committee and agreed that regional jail development is the most cost
effective means to relieve jail crowding;, and
WHEREAS, a regional jail will contribute to this Council's desire to limit the need to expand
the current jail in the downtown historic district; and
WHEREAS, the concurrence of the governing bodies is required in order to proceed with the
development of this project:
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
A Northern Virginia regional jail is hereby endorsed and the chief administrative officers and
sheriff's technical committee of the Northern Virginia Planning District Commission are hereby
requested to:

Pursue all possible efforts to acquire publicly or privately
owned property upon which to locate a regional jail,
Pursue a mutually acceptable agreement for the operation and
administration of a regional jail,
Pursue any legislation necessary to construct and operate this
facility,
Pursue the most cost effective methods for planning, constructing
and operating a regional jail.
