THE CITY OF RICHMOND, INDIANA, AUGUST 6, 2009
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, August 6, 2009, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Mary Jo Flood. Also attending were Assistant City Attorney Kim Vessels, Metropolitan
Development Director Tony Foster, Captain Terry Hopkins, Street Commissioner Bill Smith,
Dave Mears and Randy Powell
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the July 30, 2009 meeting.
Lawson made a motion to approve with a second by Flood. The motion was unanimously
passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment for August 7, 2009 in
the amount of $102,255.84. She explained that of that total $13,964.20 was paid to Harley
Davidson for Emergency response kits and installation of the kits on 4 police motorcycles and
vehicle registration fees; $21,063.00 to Bowlin Construction for curbs and sidewalks on SW 4th
Street and $22,863.00 was paid to Rose View Transit for Operating Capital Match. Flood made
a motion to approve with a second by Lawson. The motion was unanimously passed.
RESOLUTIONS
A. Robinson brought to the board a request that was presented by Metropolitan
Development Director Tony Foster for the approval of Resolution No. 3 -2009 for the
acquisition of property by the City that is know as the Dana Property at 2153
Williamsburg Pike. He also stated that the remediation of this property will be paid
for from State Funds and the City is acquiring it from the County. Lawson made a
motion to approve with a second by Flood. The motion was unanimously passed.
Robinson told the board that the deed that was on the agenda for the property known as the Dana
Property, at 2153 Williamsburg Pike will be tabled at this time.

STREET CLOSURES
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for several street closures for the Richmond Celebrates Kids Parade and Gene Autry
Days. Captain Hopkins told the board that he had made an error and neglected to put
something on the agenda that was just an oversight on his part and that it was to be
added. This was a request that was submitted by Karen Chasteen, Co -Chair of the
Starr Gennett Walk of Fame Celebration for the street closure of thelst block of South
1st Street from Thursday, September 10, 2009 through Sunday, September 13, 2009
for the Walk of Fame Celebration and preparation. Flood made a motion to approve
with a second by Lawson. The motion was unanimously passed.
B. Captain Terry Hopkins brought to the board a request that was submitted by Planning
Technician Sarah Mitchell for the approval to close the 1st block of SW 13th Street on
September 12, 2009 from 8:00 AM to 12:00 PM for the Richmond Celebrates Kids
Parade set up. Lawson made a motion to approve with a second by Flood. The
motion was unanimously passed.
C. Captain Terry Hopkins brought to the board a request that was submitted by Planning
Technician Sarah Mitchell for the approval to close the 1300 block of West Main
Street through the 200 block of East Main Street on September 12, 2009, from 10:30
AM to 1:00 PM for the parade route. Flood made a motion to approve with a second
by Lawson. The motion was unanimously passed.
D. Captain Terry Hopkins brought to the board a request that was submitted by Planning
Technician Sarah Mitchell for the approval to close the 1st block of South 2nd Street
on September 12, 2009 from 10:30 AM to 2:00 PM for parade teardown. Lawson
made a motion to approve with a second by Flood. The motion was unanimously
passed.
NOISE VARIANCES
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
and submitted by Ed Gray for the approval of a Noise Variance for Saturday, August
8, 2009 from 10:00 AM to 1:00 PM at 109 North 6th Street, American Legion Post
#65, for a Car Show with DJ for the 2010 Youth Baseball Fund Raiser. Flood made a
motion to approve with a second by Lawson. The motion was unanimously passed.
B. Robinson brought to the board a request that was presented by Captain Terry Hopkins
and submitted by Rick Parker for the approval of a Noise Variance Amendment for
Saturday, August 8, 2009 at 923 North "E" Street, the 4th Floor Blues Club, from 7:00
PM to 11:45 PM instead of 11:00 PM. Lawson made a motion to approve with a
second by Flood. The motion was unanimously passed.

STREET CLOSURE AND NOISE VARIANCE
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
and submitted by Renee Oldham and Jim Hair to approve the closure of the 500 to
900 block of East Main Street on Saturday, September 12, 2009 from 8:00 AM to
B. 5:00 PM for the Fall Festival. Flood made a motion to approve with a second by
Lawson. The motion was unanimously passed.
C. Robinson brought to the board a request that was presented by Captain Terry Hopkins
and submitted by Renee Oldham and Jim Hair for the approval of a Noise Variance at
the 10th Street Parking Lot on Saturday, September 12, 2009 from 5:00 PM to 9:00
PM for a free concert. Flood made a motion to approve with a second by Lawson.
The motion was unanimously passed.
STREET CLOSURE
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
and submitted by Renee Oldham for the approval to close the 800 block of East Main
Street on Friday, August 14, 2009 from 8:00 AM to 5:00 PM for the Downtown
Business Picnic. Lawson made a motion to approve with a second by Flood. The
motion was unanimously passed.

Phase II. Those bids are as follows:

B. Robinson brought 2 bids to be opened that were for the Home Owner Repair Project
for 715 South 15th Street that was originally opened at the July 30, 2009 meeting.
She explained that these bids were received in a timely matter and were left in the
office and that is the reason why they were not opened at the first opening of the bids.
They have been in the Purchasing Office and are sealed and have not been tampered
with since they were received. One was received on July 21, 2009 and the other was
received on July 24, 2009. Those bids are as follows:

Robinson took this time to say that Assistant City Attorney Kim Vessels had a matter to speak
with the board about. Ms. Vessels stated that she forgot to state to the board and the camera last
week that the grievance meeting that was suppose to be at tonight's meeting was rescheduled for

August 13, 2009 due to a written request from the Union and a scheduling conflict. She then
apologized for not making that statement at the last meeting.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
