With anticipated road improvements to 143rd Street and strong demand for non-residential development, staff will present an option to extend the existing “Light Industrial / Business Park” future land use designation in the Village’s Comprehensive Plan to the south side of 143rd Street. Future Land Use 143rd Street West Memo Packet F.2.PLAINFIELD BUSINESS PARK SITE PLAN REVIEW Staff will introduce a proposed site plan for a new headquarters and maintenance/storage facility for a logistics company in the Plainfield Business Park east of Van Dyke Road and south of Depot Drive. OTHERS PRESENT: T.PLECKHAM, ASSISTANT VILLAGE ADMINISTRATOR; M.GIBAS, VILLAGE CLERK; D.KISSEL, WASTEWATER SUPERINTENDENT; J.PROULX, PLANNING DIRECTOR; J.MELROSE, ECONOMIC DEVELOPMENT MANAGER; L.SPIRES, BUILDING OFFICIAL; AND Z.ZIGTERMAN, POLICE COMMANDER. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Argoudelis called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Mayor Argoudelis led the Pledge of Allegiance. There were approximately 50 persons in the audience. PUBLIC COMMENTS (3-5) Minutes Mayor Argoudelis stated that there are several people wishing to speak regarding the Olde Towne Project. Mayor Argoudelis pointed out that the project is in a preliminary stage at this time. There will be another public meeting with the residents about this project and all comments will be taken into consideration. The following people commented, questioned, or expressed concern regarding the Olde Towne Project. Barbara Fitzpatrick Carol Van Tilbert Mary Snidersmith Mary Henneberry Will Snidersmith Susan Butters Stephanie Clausen Susan Sommerfeld Dan Reyes Heath Wright Marvin Juel Charles Dziak expressed concern regarding the classification of pool permits. Ed Arter stated he would like to be informed about when sewer lining would begin. BUSINESS MEETING 1)APPROVAL OF THE AGENDA Trustee Benton moved to approve the Agenda. Second by Trustee Wojowski. Vote by roll call. Wojowski, yes; Benton, yes; Calkins, yes; Kalkanis, yes; Larson, yes; Ruane, yes. 6 yes, 0 no. Motion carried. 3 Village of Plainfield Special Meeting Minutes – May 24, 2021 Page 2 2) 2021 PLAINFIELD FEST Trustee Larson moved to approve the 2021 Plainfield Fest, associated permits, and use of Village property and right-of-way from July 16-18, 2021. Second by Trustee Benton. Trustee Ruane inquired about expanding seating into the grassy area and the ability to close the road if necessary. Commander Zigterman noted that the grassy area can be utilized, and the roads can be closed if necessary. Trustee Larson suggested having a dedicated space for designated drivers. There were no objections from the Board. Vote by roll call. Wojowski, yes; Benton, yes; Calkins, yes; Kalkanis, yes; Larson, yes; Ruane, yes. 6 yes, 0 no. Motion carried. Trustee Benton moved to adjourn. Second by Trustee Wojowski. Voice Vote. All in favor, 0 opposed. Motion carried. The meeting adjourned at 8:15 p.m. Michelle Gibas, Village Clerk 4 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on June 28, 2021 Boardroom Mayor Argoudelis called the meeting to order at 8:16 p.m. Board Present: Mayor Argoudelis, Trustee Wojowski, Trustee Benton, Trustee Calkins, Trustee Kalkanis, Trustee Larson, and Trustee Ruane. Others Present: Traci Pleckham, Interim Village Administrator; Michelle Gibas, Village Clerk; Doug Kissel, Wastewater Superintendent; Jon Proulx, Planning Director; Jake Melrose, Economic Development Manager; Lonnie Spires, Building Official; and Zack Zigterman, Police Commander. Trustee Ruane moved to approve the Minutes of Committee of the Whole Workshop held on June 14, 2021. Second by Trustee Benton. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS No comments. TRUSTEE COMMENTS No comments. PUBLIC COMMENTS No comments. WORKSHOP 1) SEASONS AT PLAINFIELD – PRAIRIE CREEK MULTI-FAMILY DEVELOPMENT Jake Melrose stated that the applicant is requesting a site plan review and approval for a 320-unit luxury garden style apartment community on approximately 66 acres east of the IL Route 59 and Joseph Avenue Intersection. The subject property is zoned R-4 Multiple Family Residential, and the proposed use and site plan conforms to the Village’s Zoning Ordinance. Mr. Tony DeRosa, Fiduciary Development, gave a presentation highlighting other projects, market demand, proposed development, and project benefits. Christina Baker indicated support for this project and stated that they have been working hard to find something that would be beneficial to the Village and surrounding property. Mayor Argoudelis stated the he likes the project and would like to see connectivity to the DuPage River Trail and commercial property. Trustee Benton indicated support for the project. Trustee Wojowski indicated support for the project and would also like to see connectivity. Trustee Kalkanis stated if stuck with the zoning, this is the best-case scenario and would also like to see connectivity. Trustee Larson indicated support for the project and would like to see connectivity. Trustee Larson also expressed concern regarding impact to the school district. Trustee Calkins expressed concern regarding flood levels and would like to see connectivity. Trustee Ruane indicated support for the project and would like to see connectivity. The applicant will continue working with staff. Mayor Argoudelis read the reminders Trustee Calkins moved to adjourn. Second by Trustee Ruane. Voice Vote. All in favor, 0 opposed. Motion carried.
