Leesburg Expands Tax and Utility Bill Payment Options
For Residents
Beginning June 13, 2011, the Town will no longer accept
credit card payments over the phone
Leesburg, VA (June 6, 2011) – The Town of Leesburg’s Finance Department recently made
changes to the payment options available for residents to pay tax and utility bills. These
changes are part of the department’s ongoing efforts to improve customer service through
technology enhancements.
The Town now offers an automatic bill pay option for water and sewer bills. Customers can
download an ACH debit agreement form from the Town’s website at
www.leesburgva.gov/index.aspx?page=267. The completed form must be submitted via mail
or in person with an attached voided check. Once effective, the customer’s quarterly bill
amount will be automatically deducted from their account ten days prior to the bill’s due date.
Additionally, the Town has partnered with Official Payments Corporation (OPAY) to facilitate
automated online payments for parking tickets, Real Estate Tax, Personal Property Tax and
utility bills using a major credit card (VISA, MasterCard, Discover or American Express) or
eCheck. OPAY is the same company used by many other government entities around the
Commonwealth of Virginia and the rest of the country. The transaction fees are as follows:
• For Real Property Tax and Personal Property Tax bills, OPAY assesses a convenience
fee of 2.75% based on the total transaction amount each time the service is used.
• For parking tickets and all utility-based payments, OPAY assesses a flat rate fee of
$3.95 per transaction. There is a $200 per transaction cap on utility-based
payments. If the total bill exceeds $200, it is necessary to enter multiple
transactions to satisfy the payment amount. The online transaction fee for paying
bills was reduced from $4.95 to $3.95.
• There is a flat rate of $3.95 per transaction for eCheck payments up to a $10,000
limit.

However, OPAY does accept payment over the phone. See the Town website at
www.leesburgva.gov/index.aspx?page=267 for detailed instructions.
Other payment options, for both tax bills and utility bills, include:
• In person payments. Customers can pay by credit card (VISA, MasterCard or Discover),
check, cash or money order at Town Hall (25 West Market Street) Monday through
Friday from 8:30 a.m. to 5:00 p.m.
• By mail. Customers can mail checks or money orders to the address specified on their
bills.
• Via secure drop box. The Town has a secure Night Depository located in an exterior
alcove of the Town Hall building at the corner of Wirt and West Market Streets.
• Online banking. Most banks offer online bill payment services. However, customers
should be aware that these payments are converted by their banks to a paper check and
can take up to 15 business days to reach the Town of Leesburg. Customers should plan
accordingly to avoid late fees.
• By fax. Customers can fax credit card (VISA, MasterCard or Discover) payment
information for water and sewer bills to 703-771-2799.
