RECEIVING AND REFERRING THE APPLICATION OF EVERGREEN MU.T.q
INVESTMENTS (STRATFORD IN LEESBURG) FOR REZONING PLAN/PROFFER
AMENDMENTS TO THE PLANNING COMMISSION FOR JOINT PUBLIC
HEARING WITH TOWN COUNCIL IYNDER CHAPTER 11, TITLE 15.1 - 431 OF
THE 1950 CODE OF VIRGINIA, AS AMENDED.
WHE~, the Town of Leesburg is committed to ret~inln~ the County of Loudoun government
of~s within the Town of Leesburg; and
WHE~, the Stratford in Leesburg development is the best location for the proposed County of
Loudoun government complex; and
WHEREAS, this Council desires to convey it's support for the proposed County of Loudoun
government complex at Stratford in Leesburg to the County Board of Supervisors; and
WHEREAS, this Council desires to expedite the required amendment process for the proposed
revisions to the approved rezoning #ZM-95 Stratford in Leesburg by Evergreen Mills Investments and
retain the County of Loudoun offices in the Town of Leesburg; and
WHEREAS, the applicant submitted modified rezoning plans to the Town of Leesburg on January
10, 1990 which propose inclusion of the County of Loudoun government complex and accommodate the
expanded dear zone due to the proposed runway ILS at the Leesburg Municipal Airport; and
WHEREAS, the retention of the County of Loudoun offices and accommodation of the proposed
airport ILS are both critical to Leesburg's economy;,
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The application of Evergreen Mills Investments (Stratford in Leesburg) for rezoning
plan modifications and proffer amendments to approved Ordinsnce No. 88-0-20 adopted June 22, 1988;
which amended the Town Plan, the Leesburg Zoning Map and approved a rezoning concept plan and
rezonino~ plan, for Planned Employment Center (PEC) and Plsnned Residential Community (PRC) zoning

as proffered is received and referred to the Planning Commi.~ion for a joint public hearing and
recommendation to the Town Council
SECTION H. A joint public hearing with the Planning Commission and the Town Council shall be
held on February 13, 1990 regardln~ the proposed amendments/modifications pursuant to Section 15.1 -
431 of the 1950 Code of Virginia, as mended. The public hearing shall begin at 7:30 p.m. or as soon
thereafter as the matter rosy be reached, and shall be held in the Council Cbsmbers, 10 Loudoun Street,
S.W., Leesburg, Virginia. The clerk shall publish notice of this hearing and the Council's intention to
consider the proposed amendments/modifications in the Loudoun Thnes-Mirror on January 25, 1990 and
February 1, 1990 and shall advise the Phinnlrlg Commission of the purpose, time, and date of the hearing.
SECTION IH. The Plarmln~ Commission shall report its recommendation to the Town Council on
the proposed amendments/modifications within 30 days following the first Planning Commission meeting
after the public hearing - on or before March 15, 1990.
