INITIATING AN AMENDMENT TO THE LEESBURG ZON'fNG ORDINANCE
REGARDING PIPESTEM LOTS
WHE~, this Council has found that Leesburg's pipestem regulations are less restrictive
than neighboring jurisdictions and are often undesirable when developed adjacent to existing
neighborhoods; and
WHEREAS, this Council desires to limit the use of pipestem lots to situations where their
approval will preserve natural features or reduce vekic~,lm' access points in non-local streets; and
/
WHERE~S, Leesburg citizens have petitioned this Council to request modifications to the
town's pipestem regulations; and
W'HEREA~, limitations on the number of lots to be served by a stem are more appropriately
placed in the Leesburg Subdivision and Land Development Regulations.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. An amendment to Section 8-2-11-9 of the Leesburg Zoning Ordlrmnce is hereby
initiated, said amendment to read ~s follows:
8-2-11-9 Pipestem and Irregular Lots.
Main buildings and accessory structures on pipestem or irregular lots subd/vided under
Sections 13-75 or 13-91 of the Town Code shall be located within the building lines
shown on the final plat of the subdivision in which the lot is located. Required off-
street parking on pipestem lots shall not be located on the stem portion of the lot or
common dr/veway serving more than one pipestem lot. Required off-street parking on
pipestem lots shall be connected to a street by a driveway with a m~nimum pavement
width of 14 feet which shall be paved as required by the Leesburg Public Facilities
The provisions of Section 2-7-1(o) of this ordiru~nce shall not apply to lots authorized by
this Section.
SEC-~UION 17. A joint public hearing with the Leesburg Plaz~ing Commi.~ion on this
amendment shall be held at 7:30 P.M. on April 24, 1990, in the Council Ch~nbers, 10 Loudoun St.,

clerk shall give notice of this hearing by advertisement in the April 5 and April 12 editions of the
Loudoun Times-Mirror and shall advise the Planning Comml.oaion of the purpose, time and date of
the hearing.
SECTION l~I. The Planning Commission is requested to report its recommendation to the'
Town Council on the evening of the hearing.
