The regular meeting of the City Council of the City of Temple City was called to order by Mayor Merritt at 7:42 P. M. Elder 2. Nunamaker of the Re- Organized Church of the Latter Day Saints, 9458 Broadway, .in Temple City, gave the invocation. Mayor Merrit'. 3. then led the Pledge of Allegiance to the Flag. 4. ROLL CALL: PRESENT: Councilmen - Dickason, Harker, Nunamaker, Merritt ABSENT: Councilman - Tyrell ALSO PRESENT: City Manager Woollett 5. APPROVAL OF MINUTES: March 22, 1965. City Manager Woollett referred to paragraph 9, page 2, of the minutes of the regular meeting of March 22, 1965, line 15 reads "around $2500:" which he changed to read "at least $2500." Coun- cilman Harker moved to approve as corrected, Councilman Nunamaker seconded, and carried by the following called vote: AYES: Councilmen- Dickason, Harker, Nunamaker, Merritt NOES: Councilmen -None ABSENT: Councilman - Tyrell 7:45 P. M. Councilman Tyrell arrived at this time. REORGANIZATION OF COUNCIL: Mayor Merritt announced that this is the time to reorganize the Council and requested City Clerk Woollett to take the chair. Mr. 'Aoollett called for nominations for Mayor. Councilman Tyrell nominated Councilman Harker for Mayor, Councilman Nuna- maker seconded. Councilman Tyrell moved nominations be closed and that a unanimous ballot be cast for Councilman Harker, Councilman Merritt seconded, with a unanimous roll call vote to carry the motion. Councilman Merritt nominated Councilman Tyrell as Mayor Pro Tem, Councilman Harker seconded. Councilman Merritt moved to close the nominations and to cast a unanimous ballot for Councilman Tyrell as Mayor Pro Tem, Councilman Dickason seconded, and the motion was carried by a unanimous roll call vote. Councilman Merritt then expressed his appreciation for all the help from the staff and Councilmen during his term as Mayor and that he was very very proud to have served in the office. Mayor Harker then assumed the chair and expressed appreciation for the time and effort recent Mayor Merritt had donated to the position he has just vacated. UNFINISHED BUSINESS: 6. PRESENTATION OF CERTIFICATE OF RECOGNITION: B. ARLEY GORHAM Mayor Harker requested Mr. B. Arley Gorham to come forward to receive a Certificate of Recognition. He expressed appreciation to Mr. Gorham for his services as Commissioner on the Parks & Recreation Commission on behalf of the City Council and of the City of Temple City. Mr. Gorham accepted stating he felt it was a wonderful tribute to him. He requested the Council consider a little more the purchase of more land for parks in the City, and that he felt it was vitally important to irur youth, as well as the future development of our City. 7. RESOLUTION NO. 65 -456: Amending 1964 -65 Budget. City Manager Woollett stated this Resolution provides additional funds for provision of legal services and engineering services for Parking Districts #1 and #2, in the sum of $7,486. Councilman Dickason moved to adopt Resolution No. 65 -456, Councilman Nuna- maker seconded, carried by the following called vote: AYES: Councilmen- Dickason, Merritt, Nunamaker, Tyrell, Harker NOES: Councilmen -None ABSENT: Councilmen -None 722 Council Minutes, April 12, 1965, page 3 Councilman Nunamaker seconded, and carried by the following roll call vote: AYES: Councilmen - Dickason, Merritt, Nunamaker, Tyrell, Harker NOES: Councilmen -None ABSENT: Councilmen -None As this was the first reading of Ordinance No. 65 -149 no further action was taken. 14. TRAFFIC COMMISSION RECOMMENDATIONS: Item 6. Truck Route Signs: Commission recommends installation per Traffic Engineer's Report and designation of portion of Double Drive within City as truck route. Item 9. Posting south side of Olive from Rosemead easterly 450 ft, "No Parking" and recommend construction of curb and gutter and paveout south side of Olive from Rosemead Blvd. easterly approximately 500 ft. Item 13. Installation of white loading zone in front of Longden School and change time restriction to 8 A. M. to 6 P. M. Traffic Engineer Envall presented the above recommendations explaining conditions involved. A lengthy discussion followed per- taining to Item 9 as this property belongs to the church and is separated from that part of the property by the flood control wash and is used by the telephone company employees for parking which causes a hazard traffic -wise on Olive. Also this is zoned R -1 and the use is non- conforming. Also the property is unsight- ly due to weeds and collection of debris. Councilman Nunamaker moved to instruct the City Attorney to draw a Resolution on item 9 for "No Parking" as recommended, and to include the curb, gutter and paveout project in the next budget, Councilman Tyrell seconded, carried by the following roll call vote: AYES: Councilmen-- -Dickason, Merritt, Nunamaker, Tyrell, Harker NOES: Councilmen -None ABSENT: Councilmen -None Councilman Dickason moved to instruct the City Attorney to draw Resolutions for Items 6 and 13 in accordance with the recommenda- tions of the Traffic Commission, Councilman Merritt seconded, carried by the following roll call vote: AYES: Councilmen - Dickason, Merritt, Nunamaker, Tyrell, Harker NOES: Councilmen -None ABSENT: Councilmen -None 15. RESOLUTION NO. 65 -455: appointing part -time employees, Recreation; Dept. City Manager Woollett presented Resolution No. 65 -455, A RESOLU- TION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING PART -TIME AND TEMPORARY EMPLOYEES. Councilman Tyrell moved to adopt Resolution No. 65 -455, Councilman Nunamaker seconded, and carried by the following called vote: AYES: Councilmen- Dickason, Merritt, Nunamaker, Tyrell, Harker NOES: Councilmen -None ABSENT: Councilmen -None 16. RESOLUTION NO. 65 -454: .4arrants & Demands City Manager Woollett presented Resolution No. 65 -454 A RESOLU- TION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOANG CLAIMS AND DEMANDS IN THE SUM OF $77,907.06, DEMAND NOS. 6333- 6432. Councilman Nunamaker moved to adopt Resolution No. 65 -454, Councilman Tyrell seconded, carried by the Following called vote: AYES: Councilmen - Dickason, Merritt, Nunamaker, Tyrell, Harker NOES: Councilmen -None ABSENT: Councilmen -None 17. RESOLUTION NO. 65 -453: '.larrants & Demands, Vehicle Parking Dist- rict No. 2 Improvement Fund, - City Manager Woollett presented Resolution No. 65 -455 A RESOLU- TION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOJI NG CLAIMS AND DEMANDS IN THE SUM OF $4,347,74, DEMAND NOS. 104 THROUGH 106 ACQUISITION AND. IMPROVEMENT FUND VEHICLE PARKING DIS- TRICT NO. 2. Councilman Merritt moved to adopt Resolution No. 65 -453, Councilman Tyrell seconded, carried by the following roll call vote: AYES: Councilmen- Dickason, Merritt, Nunamaker, Tyrell, Harker NOES: Councilmen -None ABSENT: Councilmen -None 723 Council Minutes, April 12, 1965, page 2 NEW BUSINESS: 8. RESOLUTION NO. 65 -457: appointing City Attorney City Manager Woollett read in full Resolution No. 65 -457 titled as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA APPOINTING CHARLES R. MARTIN AS CITY ATTORNEY, PRESCRIBING HIS DUTIES, AND SETTING A SALARY IN CONNEC- TION THEREWITH, & APPOINTING JOHN ROBERT FLANDRICK AND HOMER H. BELL AS ASSISTANT CITY ATTORNEYS, OF THE CITY OF TEMPLE CITY. Councilman Tyrell moved to adopt Resolution No. 65 -457, Council- man Dickason seconded, and carried by the following roll call vote: AYES: Councilmen - Dickason, Merritt, Nunamaker, Tyrell, Harker NOES: Councilmen -None ABSENT: Councilmen -None 9. ORDINANCE NO. 65 -150: Urgency. Change of Council Meeting nights. City Manager Woollett read in full Ordinance No. 65 -150 tit ed AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMEN[ ING SECTION 2703 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO THE TIME OF COUNCIL MEETINGS. Councilman Dickason moved to adopt Ordinance No. 65 -150 as an urgency ordinance, Councilman Tyrell seconded, carried by the following roll call vote: AYES: Councilmen - Dickason, Merritt, Nunamaker, Tyrell, Harker NOES: Councilmen -None ABSENT: Councilmen -None 10. RECOMMENDED TREE PLANTING PROGRAM, APRIL 1965. Asst. City Manager Koski stated the recommendation was for 119 trees to be planted for replacements and new plantings the last part of April at a cost of approximately $1,000. from budget appropriation. Councilman Merritt moved to approve, Councilman Nunamaker seconded, and carried by the following called vote: AYES: Councilmen - Dickason, Merritt, Nunamaker, Tyrell, Harker NOES: Councilmen -None ABSENT: Councilmen -None 11. PLANNING COMMISSION RECOMMENDATIONS: City Manager Woollett presented Resolution No. 65 -143PC of the Planning Commission recommending adoption of Ordinance No. 65- 151 relating to and regulation of Mobile Parks and Mobile Homes thereon. He recommended this be held over until the next meeting of the City Council in order that the new City Attorney can re- view the Ordinance. Councilman Tyrell so moved, Councilman Nuna- maker seconded and carried. City Manager Woollett presented Planning Commission Resolution No. 65 -145PC finding the proposed Parking District No. 4 con- forms to the general plan of the City. Councilman Tyrell moved to approve, Councilman Merritt seconded, Carried by the follow- ing roll call vote: AYES: Councilmen- Dickason, Merritt, Nunamaker, Tyrell, Merritt NOES: Councilmen -None ABSENT: Councilmen -None 12. RESOLUTION NO. 65 -452: Vehicle Parking District #4. City Manager Woollett read title to Resolution 14o. 65 -452 RESO- LUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA APPROVING REPORT AND FIXING TIME AND PLACE OF HEARING THEREON (Vehicle Parking District No. 4). Councilman Tyrell moved to adopt Resolution No. 65 -452, Councilman Merritt seconded, carried by the following roll call vote: AYES: Councilmen- Dickason, Merritt, Nunamaker, Tyrell, Harker NOES: Councilmen -None ABSENT: Councilmen -None 13. ORDINANCE NO. 65 -149: Vehicle Parking District No. 4. 1st read. City Manager Woollett presented Ordinance No. 65 -149 AN ORDINANCE OF THE CITY OF TEMPLE CITY, CALIFORNIA, DECLARING THE INTENTION OF THE CITY COUNCIL OF SAID CITY TO FORM VEHICLE PARKING DISTRICT NO. 4 OF SAID CITY AND TO ACQUIRE AND IMPROVE LANDS FOR PARKING PLACES, AS PROPOSED IN THE PETITION THEREFOR, AND FIXING THE TIME AND PLACE FOR HEARING AND GIVING NOTICE THEREOF. Councilman Tyrell moved to waive further reading of Ordinance No. 65 -149 724 Council Minutes, April 12, 1965, page 4 At this time Mayor Harker appointed Councilman Nunamaker to re- place him as city representative to the League of Calif. Cities. Also as the Mayor is the representative to the Sanitation Dis- trict Mayor Harker appointed Councilman Merritt as alternate, which Councilman Merritt accepted. Councilman Merritt will con- tinue to be the City representative at Contract Cities meetings. Councilman Dickason requested the Mayor to change the Library representative as most of their meetings were held in the after- noon and he was unable to attend. The Mayor appointed Councilman Tyrell who advised he could not attend. No further action was taken on appointments at this time. 18. COMMUNICATIONS: A. Temple City Baptist Church: request for permission to place banner across Las Tunas advertising Holy Week. B. Temple City De Molay Mother's Auxiliary: request permission for baked food sale April 17 in front of Temple City Station- ers, 10 A. M. to 4 P. M. C. L. A. County Boundary Commission: proposed annexations #36 and #37, City of Arcadia; and #353 City of El Monte The City Manager presented the above communications for Council action. Councilman Tyrell moved to grant items A and B and to file item C, Councilman Nunamaker seconded, and carried. 19. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward at this time to speak. 20. MATTERS FROM CITY OFFICIALS: Councilman Merritt reported a tree on Temple City Blvd. between Live Oak & Workman on private property that had grown so low and out so far you have to duck under it and requested it be taken care of. It is located on the east side of the street. He also reported no street light at the corner of Golden West & Broadway and also at Golden West just north of Broadway. Councilman Tyrell asked about procedure when traffic lights go out. It was explained the maintenance is under the Road Dept. and the Sheriff should put it on flashing and call the emergency number and have it taken care of right away. Traffic Engineer Envall will check with the sheriff's dept. City Manager Woollett reported since the Council meeting nights are changed that the previously scheduled meetings with the Parks & Recreation Commission be re- scheduled as follows: the one set for May 4 be moved back to May 3, and also the meeting with them on June 1 be made for June 2. These are joint meetings to dis- cuss the survey and proposals for the next budget. Also the Manager referred the Councilmen to the two epistles put in their folders tonight. One refers to establishment of a Park- ing Commission as set up by our City Attorney in Monterey Park. He advised the Council they should be appointing this Commission as it should be in force the middle- of May when Parking District No. 2 should be completed. The second item is a breakdown of proposed legislation which Charles Martin has provided to all of his cities. 21. ADJOURNMENT: Councilman Tyrell moved to adjourn, and the motion carried. Council adjourned at 9 :45 P. M. until the next regular meeting of the City Council to be held on April 20, 1965, at 7:30 P. M. in the Council Chambers, 5938 Kauffman Ave., Temple City.
