Absent Lindaman. Motion by Nielsen, second by James to approve the Minutes of the October regular meeting and the October 18th special meeting. All ayes, carried. Motion by Nielsen, second by Van Heiden to approve the Treasurer’s report for October. All ayes, carried. Motion by Van Heiden, second by Nielsen to approve the following bills for payment. Motion by Nielsen second by James to approve Ordinance 11-01-2005 an Ordinance amending the code of ordinances so as to discontinue certain traffic yield requirements and substitute required stops. Roll call of votes. All ayes, carried. Motion by Meints second by Van Heiden to waive the 2nd and 3rd reading and pass Ordinance 11-01-2005 upon the first reading. Roll call of votes. All ayes, carried. Motion by James, second by Nielsen to approve Resolution 11-01-2005 a resolution recognizing flood hazard areas, relief available through the National Flood Insurance Program, and giving the Wellsburg City Council the authority to adopt land use and control measurers to reduce future flood losses. Roll call of votes. All ayes, carried. Motion by Nielsen second by Van Heiden to approve Ordinance 11-02-2005 an ordinance adopting flood plain management provisions. Roll call of votes. All ayes, carried. Motion by Van Heiden second by James to waive the 2nd and 3rd readings and pass Ordinance 11-02-2005 upon the first reading. Roll call of votes. All ayes, carried. Motion by Nielsen second by Meints to approve the FY 2005 Annual Report. All ayes, carried. Motion by James, second by Van Heiden approve Resolution 11-02-2005 a resolution authorizing the Mayor and City Clerk to accept a deed of conveyance from the Ostfriesian Heritage Society conveying the property owned by the Ostfriesion Heritage Society to the City as a deed of gift. Roll call of votes. All ayes, carried. In recognition of the efforts of United States Military Personnel serving in Operation Enduring Freedom, the City of Wellsburg accepts an American Flag flown for 9 minutes, 11 seconds on July 4, 2005 over Whazi Kwah, Afghanistan. The flag was present to the City by Command Sergeant Major, Timothy Shawn Hippen. Motion by Nielsen second by James to approve the pay estimate of $66, 598.97 to Heartland Asphalt for completion of the Kent St. Asphalting project. All ayes, carried. Motion by Nielsen second by Van Heiden to approve building permits for Gary Hoodjer and Clarence Murra. All ayes, carried. Motion by Nielsen second by Van Heiden to adjourn.
